I've been having the same problems with Nearby Explorer as well as several
other apps ever since the iOS 13.1 beta cycle started. I have been reporting it
to Apple over and over again via the Feedback app with every update iOS 13.1 up
through today and still not fixed.

Hi,
I could be wrong, but, I think it might have something to do with the files you
trying to access being in a zipped compressed format. Perhaps if you put the
files into your dropbox uncompressed then you may have better luck accessing
them.

What works for me is to say heat index and the name of the city that you're
looking for. Conversely, if you want the windchill you would simply just say
win to chill then speak the name of the city, she seems to only understand that
