I have a question, regarding typing on my Ipad Mini.
When I type on it, rather I am searching for something, or putting in my
email address, the letters are not spoken. If I listen close enough, I
hear little click sounds.

I would recommend creating a contact with those digits. I would call that
contact information or anything else that you would find helpful. Now, ask Siri
to call information or whatever you called the contact and it should work.
