I think flashing would be nice for tutorial purposes only. Once you know where End Turn button is located (so after finishing tutorial), you should have no problem finding it again. Making game give player a 'hint' that he is supposed to press End Turn button isn't IMHO really good idea, because of mentioned earlier arguments regarding unit movement/recruting.
