I agree with you wholeheartedly that the average cavalier pet owner is
intelligent and educated, particularly list members.  And because I believe
that pet owners are sometimes necessary to offer perspective on
health-testing issues, when I first joined the Japanese Chin Club, I
encouraged pet owners to join our club.  But I have since found that I may
have created a little bit of a problem by doing so.  Because the pet owners
often don't attend specialties, we often come close to not having the quorum
our by-laws require to vote on important issues at our bi-annual general
meetings.  I know there are ways around this (changing the by-laws,
expensive snail-mail voting, etc), but I just thought I would offer this as
one reason that some breed clubs encourage prospective members to be fairly
involved in club activiities.  In general, breeders in most breeds are more
likely to attend the national specialties where important annual general
meetings are held..

The other reason some clubs encourage breeders as members is because they
may be asked to vote on standard changes.  As educated as pet owners may be,
the average pet owner is not likely to avidly study the standards.
