Not having the file is usually a sign that anti-virus has quarantined the file. But you said you had no anti-virus. Again - -start like you are starting anew. Un-install 5.13 and/or 5.14., whichever you have. Then remove programfiles (x86)\gnucash folder and make sure its' removed or renamed. Now get the latest version for SourceForge or where ever you get your latest version. Install like it is a brand new program. Before opening, go to the newly created programfiles (x86)\gnucash folder and makes sure a bin folder has been created under it. Now look at the bin folder and see if the libicuin76.dll file is there. If it is there - you should be good to go. If it is not there -- then something on your machine is preventing that file from being installed on your machine (most cases this is virus protection quarantining the file). If the file is quarantined, tell the anti-virus to restore the file.

If you do not have the file and you do not see it quarantined -- then I am out of ideas on why it is not being copied when you install the program This would have to be raised to the developers and hopefully they can help you. From my experience (as limited as it might be) I have only seen this happen when the anti-virus quarantines the file. That not being the case -- I have no idea why the file will not copy when you install it.

Please keep us apprised and hopefully something will finally click for you.

Ken

ProgramFiles(x86)\gnucash\bin\libicuin76.dll does not exist. ProgramFiles(x86)\gnucash\bin\ goes from libicudt76.dll to libicuut76,dll. There is nothing named libicuin found anywhere on my machine

I have been deleting the gnucash folder and all its contents from ProgramFiles(x86) before trying any recent installations.

I no longer have any installation files for anything other than 5.13 and 5.14.

This is my personal desktop machine. No anti-virus product installed--I used to have Avast (free version) but it's nowhere to be found now, so I'm installing it now.

No new hardware or software installed that I can remember except gnucash 5.14 and just now Avast.

How can I get a copy of libicuin76.dll ???

Nancy -- just now I did a search in windows 11 to see where the libicuin76.dll file resides. It resides in the folder called BIN, which is in a the guncash folder in the ProgramFiles (x86) folder.

This is the full path: ProgramFiles(x86)\gnucash\bin\libicuin76.dll

That is where the file is. So for some reason - you either do not have the file in the correct place OR you are not being able to access that files once gnucash has installed it.

So -- first -- make sure that file is there. In your current setup -- whether 5.13 or 5.14 -- make sure the file is actually there - that you can see it! Second, if you can see it, do a right click and look at the properties and make sure it is not read only (the file itself)

Finally if you can see it and it is not read only, then provided you do not have any kind of mismatch (i.e., the 5.13 version vs. the 5.14 version) you should be ok.

Here is the bottom line. After you de-install, and BEFORE you re-install, make sure the the above path ProgramFiles(x86)\gnucash\bin is also gone. If it is not, then you are just beating a dead horse because this is the crux of the issue.

Key -- deinstall the program completely -- like you never had it. Make sure the gnucash folder in the Program Files (x86) folder (and all the subfolders under it - included BIN) are gone or named differently. Now install the program just like a brand new program like you never had it before.

If after this you are still receiving the error -- then yours is a very unique situation that will need the developers help. Up until now -- anyone who has had this issue has had it fixed by removing the gnucash folder (and all its contents) from Program Files (x86) folder and re-installing the program.

Last bit of advice. This "installation/de-installation bug" seemed to pop-up in version 5.13 installer/de-installer. Worse case scenario - you can always try to go back to version 5.12 and see if that will load for you. At some point, something has got to give. 5.12 worked on your machine and so did 5.13. I first heard of this problem in 5.13. If you keep removing the gnucash folder on installations that are not working -- at some point you should be matching and the program should be working. If you cannot get to a stable state -- please continue to post your messages and others can chime in to see if they can help as well.

Best of luck -- I really do think it is not a bug in the program -because many Windows users are not having this issue. I do believe it has to do with how the program is getting installed/de-installed on your computer.

Ken

PS -- if you continue to have problems - please give some specifics of your situation. Is this a desktop or laptop? Is it your personal machine or a networked company machine? Have you had any recent hardware or software changes that would affect how programs get installed on your computer? Do you have an anti-virus product installed - and could it be interfering somehow? (As an aside - I recently had a power blip that caused my version of Libre Office to be write-protected and I could only open files as read only. Turns out the power spike cause Malwarebytes to black list Libre Office. I tried everything to get it to work until finally I went into Malwarebytes and saw that it had protection on (meaning is distrusted the program) on Libre Office. I took that protection off and viola! Libre Office was working fine again). Could anti-virus be getting in the way here? Just some thoughts for you to think about.

I tried reinstalling 5.13 (which had been working before I downloaded and installed 5.14).

Just like when I've installed 5.14 recently, when I install 5.3, it installs without any error messages but when I try to run it, I get the error message "The code execution cannot proceed because libicuin76.dll was not found. Reinstalling the program may fix this Problem". But when I reinstall it, I get the same error message.

Help!!

Nancy -- just so you know, your data files are safe. They are in a different location that the program files (x86) folder. If you continue to have issues, my recommendation would be re-install version 5.13 and start from the beginning again. Obviously, version 5.13 was working - so logically, if you re-install the last working version (5.13) it should work again. Now, if you go to re-install it and you still have a problem, then you definitely have a mismatch of some kind with the underlying .dll files.

So do this -- try re-installing version 5.13 and get back to a working state. Make sure to remove the gnucash folder that is inside the program files (x86) folder. Make sure to either rename it or remove the folder completely.

If you get version 5.13 to work - you are back to where you started before you tried to upgrade. You can stay in this state for as long as you want - -you do not need to go to 5.14 and you will be fine. If you still want to go to 5.14 -- then I would de-install version 5.13, and then again go and make sure you remove that gnucash folder in the program files (x86) folder. This should work - but if it still does not work, you will always know that you can go back to the 5.13 version that was working for you.

Make sure to report this situation - whichever way you go -- to the users group so that other can chime in if they have had the same issue and now may have a workaround to get it to work.

Just so you know -- FYI -- this is something related to specific instances of Windows 11 - because I have the latest version of Window 11 and have never had this issue at all.

Several times since getting your reply I have tried deleting gnucash in Program Files (x86). When I install 5.14, it installs without any error messages but when I try to run it, I get the error message "The code execution cannot proceed because libicuin76.dll was not found. Reinstalling the program may fix this Problem". But when I reinstall it, I get the same error message.

How do I gain access to my data files??

Please help!!

>Nancy -- this has been a documented issue for some windows users. It has to do with the left over folder contained in the program files(x86) folder. After you uninstall GNUcash - I believe all you need to do it remove the Gnucash folder that is located in the program files(x86) folder. By removing the folder and then re-installing the program, it will work seamlessly.
