I don't think it is the case for Techserv, or if it is, I have no idea how to do it, but some mailing list systems allow the user to set whether or not attachments and other non-text portions will be sent. Yahoogroups is like that. If you allow non-text, and the list is a free list, you'll get ads with photos, etc. But if you select text, you get short text ads with a link.
