Subject: iPhone freezing when adding a custom pronunciation
I am running 13.1.3 on my iPhone SE and discovered that VoiceOver
That is true, I have some newspaper apps that leave me alone after a while
because I do listen to their notifications but rarely open them up. When you
open them once you get your notifications back.

I'm not seeing this behavior. I would suggest that your friend restart his
phone, and if that doesn't help, reset it.
