According to a 1997 report on the Chinese Defense Industry by
the Rand Corp., the Chinese communists "often reward themselves
with large official and unofficial commissions...  In the case
of the ministry level receipts, these funds are believed to be
used for a wide variety of legitimate and illegitimate purposes,
ranging from modernization of industrial plants to the padding
of the Swiss bank accounts of top ministry officials."

Doing business with the People's Liberation Army (PLA) is very
profitable for the corrupt.  It is no surprise that the Chinese
Army does its banking with the same firms who did Adolph
Hitler's finances.

The Communist Chinese have come to accept marxism and money.
The curious mix of left wing politics and capitalist profits is
not a new concept.  The fall of old communism came during the
1980s with Premier Li Peng's order to "just go and make money."

Li Peng's order has given rise to a new fascism.  The central
party and single power of the Chinese communists are not
threatened with the advent of consumer goods.  The PLA Generals
profit, the Army profits and even the party profits.

However, the massive giant of over a billion people cannot match
the economic output and standard of living earned by a few
million on the tiny island-nation of Taiwan.  China can not
match Taiwan even after the jewel of Hong Kong was given away to
the red over-lords.  Obviously, being able to choose which
toothpaste to buy is not freedom.

The first to pay for the Clinton China policy are the freedom
loving Chinese, seeking to liberate themselves from the corrupt
communist warlords.  The anti-American fever that swept Beijing
after the U.S. bombing of the Chinese embassy allowed the red
masters to crack down on dissidents and divert attention from an
ailing economy.  The bloody crack-down continues to this day
while Clinton remains silent.

The Chinese Army Second Artillery Corps. has more nuclear
weapons than all the other Asian nations combined.  No Asian
nation can currently field an anti-missile system to stop a PRC
nuclear tipped missile.  Korean, Japanese, Taiwanese and
Phillipino allies once stood with America under the nuclear
sword during the long years of the cold war.  Clinton abandoned
our brave Asian allies.

The word from the White House is that China will not invade
Taiwan.  The words from Beijing are, according to the Democrat
spin, simple saber rattling.  No military action is predicted
until after a summit meeting between Mr. Clinton and Jiang Zemin
in the fall of 1999.  The spin is that the so called "Clinton"
effect will keep the People's Liberation Army in their barracks
instead of going for a swim.

Chinese President Jiang Zemin could care less about meeting Bill
Clinton.  Any political deal with the lamest duck in history,
the impeached Bill Clinton, will evaporate before the coming
elections.  Any technology exports are likely to draw too much
press attention to be useful.  The Chinese communists are hoping
to buy the next U.S. election and their investment in Bill
Clinton is rapidly running out.

Clinton's crack down on U.S. investigative journalists is
representative of his corrupt and dangerous administration.
Democrats often point out that the abuse of the IRS by Richard
Nixon was his final transgression.  Mr. Clinton has already
shown he is willing to abuse the press with his Presidential
powers, including the IRS audit of the Western Journalism
Center.

Yet, none of the so called defenders of the press have leapt to
the rescue.  Henry Waxman and the Democrats now stand accused of
helping the cover-up by confessed PLA bag-man Johnny Chung.  The
Republicans, stung by the Starr investigation of Monica, are not
about to go up against the Clinton machine again.  CNN, the New
York Times, and the Washington Post all remain strangely silent
about the events slowly unfolding behind the White House orders
to intimidate and cow journalists with the powers of the U.S.
government.

The facts speak volumes that all the spin-masters cannot
distort.  The first rule of Watergate journalism is "follow the
MONEY."  Obviously, there was enough money for PLA "Swiss" bank
accounts.  What of the allegations that Ron Brown and Vince
Foster also had off-shore bank accounts?  Does Hillary Clinton
or Vice President Gore have a Swiss bank account stuffed with
illegal bribes spun by foreign investors?

You can be sure that ABC, CBS, and NBC will not seek the answers
to these questions.  And you can be just as sure that this
reporter will pursue the allegations and the money.

And what benefit does the Chinese Army get from doing business
with Clinton?  According to the Rand Corp. report:

  "For those who oppose any subsidization of the PLA, there is
   thus ample evidence that profits from PLA-affiliated
   enterprises directly benefit the main-line forces of the
   Chinese military."

Federal Prosecutor Warns Reno of DOJ Coverup on Waco

A Waco federal prosecutor wrote Attorney General Janet Reno on Monday to
warn that ``individuals or components within the Department of Justice''
may have long withheld evidence from her and the public about the FBI's
use of pyrotechnic grenades on the day the Branch Davidian compound
burned.
Assistant U.S. Attorney Bill Johnston said he felt compelled to warn
Reno after he was given a 5-year-old document that discusses the use of
``military gas'' by the FBI on April 19, 1993. He said he was concerned
because the document, a three-page set of notes detailing an interview
with members of the FBI's hostage rescue team, included handwritten
notations suggesting that it be kept from anyone outside the
department's legal staff.

``There are handwritten notes on the documents discussing whether or not
they should be disclosed, and, obviously, they have not been,'' said
Johnston, the federal prosecutor involved longest in the entire Branch
Davidian investigation.

``There was discussion about whether they should be turned over,'' he
said. ``Obviously, the decision was made somewhere in Washington that
they were not to be.''

Asked about the matter late Monday, Justice Department spokesman Myron
Marlin said, ``I wouldn't comment except to say that the attorney
general has received assurances that pyrotechnic tear-gas devices would
not be used and were not used. And she has pledged to get to the bottom
of this.''

Johnston said he was presented with a copy of the document last week
after officials divulged that the FBI had, in fact, used pyrotechnic
tear gas on April 19.

A former senior FBI official told The Dallas Morning News that he had
learned that two M651 CS tear-gas grenades had been fired at an area
adjacent to the compound by members of the FBI's hostage rescue team.
The official has maintained that use of the grenades had nothing to do
with the fire that consumed the compound.

The issue has sparked a House committee investigation and also prompted
angry congressional demands for an independent investigation of the FBI
because Reno and other senior FBI and Justice Department officials have
long maintained that nothing capable of sparking a fire was used by the
government on April 19.

The compound burned that day with Branch Davidian leader David Koresh
and more than 80 followers inside. The fire erupted about six hours
after the FBI began using tanks and tear gas to try to force an end to a
51-day standoff.

On Monday, the House Government Reform Committee issued subpoenas for
Johnston and the Texas Rangers ordering them to present all their
records relating the use of pyrotechnic tear gas by the FBI.

The subpoenas ordered the prosecutor and the rangers to appear on Sept.
7 in Washington.

Johnston has been assisting the rangers since late June in an ongoing
inquiry to identify questioned evidence that has been in the possession
of the Texas Department of Public Safety since the Davidian standoff.

The use of pyrotechnic devices on April 19 is a key issue involved in a
pending wrongful-death lawsuit filed by surviving Branch Davidians and
families of those who died.

The lawsuit contends that the government's negligence or deliberate
actions caused the 1993 tragedy.

*1 Criticism of federal law enforcement actions at Waco has not been in
short supply. But the criticism has generally focused on how the Bureau
of Alcohol, Tobacco and Firearms (BATF) conducted its February 28, 1993
raid on the Branch Davidian compound, and how the Federal Bureau of
Investigation (FBI) conducted the fifty-one day siege that culminated in
the tank and chemical warfare assault of April 19, 1993. Missing from
the discussion of how the federal government handled the Waco disaster
is how the government got into the problem
in the first place. In particular, how and why did the government
procure the search and arrest warrants which the BATF was attempting to
"serve" with its unsuccessful raid? A careful study of the Waco search
warrant reveals numerous flaws, not just with the warrant application
but with search and seizure law as it has developed in the 1990s.

In this article, we examine in detail how the Waco warrants were
procured and use the flaws in the Waco warrants to illustrate broader
trends which have encroached the Fourth Amendment and other parts of the
Constitution in the 1980s and 1990s. Part one of this article sets forth
the background to the BATF investigation of the Branch Davidian
residence at the Mount Carmel Center, outside of Waco, Texas, and
suggests that there is no good reason for the federal BATF to have
jurisdiction over the tax offenses it was allegedly investigating. Part
two studies the warrant application and reveals how the application was
riddled *2 with errors of law and fact, and offers reforms for how to
reduce false or misleading statements in future warrant applications.
Part three investigates the possibility that the lawful exercise of
First Amendment rights may have been a key element in the BATF's
determination that there was probable cause for the Waco raid. Part four
proposes two broader reforms to reduce the poor quality law enforcement
work of which the Waco warrant was symptomatic: first, replacing the
Gates [3] "totality of the circumstances" standard for judging the
sufficiency of a warrant application with the two-part Aguilar [4] test
to offer magistrates better guidance; second, reinvigorating the
Exclusionary Rule.
I. How the Investigation Began


A. "Zee Big One"
In mid-November 1992, personnel from the 60 Minutes television program
began contacting BATF officials regarding a story that 60 Minutes was
producing about sexual harassment within the BATF. [5] At the same time,
the BATF knew that a new President was coming to power--a President who
had pledged to fight sexual harassment on every front, to "reinvent
government," and to cut the federal budget deficit.

The BATF had already been on the defensive about discrimination. In
1990, black agents had filed suit in federal court claiming that the
BATF racially discriminated in hiring, promotion and evaluation. [6] A
fresh round of discrimination complaints by black BATF agents came in
October 1992, the month before 60 Minutes began setting up interviews
for the sex discrimination story. [7] The 60 Minutes report, which *3
would air on January 10, 1993, put the BATF in a vulnerable position for
the Congressional budget hearing that would take place in early March,
given the new administration's concern with sexual and racial
harassment, and with reorganizing the government.
The 60 Minutes report was devastating. A BATF agent, Michelle Roberts,
told the television program that after she and some male agents finished
a surveillance in a parking lot, "I was held against the hood of my car
and had my clothes ripped at by two other agents." [8] Agent Roberts
claimed she was in fear for her life. The agent who corroborated Ms.
Roberts' accusations recounted that he was pressured to resign from the
BATF. Another agent, Sandra Hernandez, said her complaints about sexual
harassment were at first ignored by the BATF, and she was then demoted
to file clerk and transferred to a lower- ranking office. BATF agent Bob
Hoffman said "the people I put in jail have more honor than the top
administration in this organization." [9] Agent Lou Tomasello told the
television audience:

A fascinating sidebar of the GW Bush cocaine contretemps is how
his dad's nickname has been neglected.

His nickname was "Poppy". As in George Herbert Walker "POPPY"
Bush. All his old company cronies call[called] him "Poppy".

The interesting question is how come no one cares to
investigate the origins of this nickname. I suppose everyone
assumes that "Poppy" is a an affectionate form of "Papa".

But, I think that an investigation would reveal that GHWBush
earned this nickname for his advocacy of the US involvement in
opium poppy trafficking for its financing of US intelligence
activities after WW2.

In fact, I think one just might discover that GHWBush was the
principal advocate, within the US intelligence community, of
taking over the Roger Trinquier/French expeditionary forces
lock on the opium poppy trafficking from Indochina after the
French defeat at DienBienPhu.

Once you recognize this linkage of GHWBush to SEAsia opium
poppy cultivation, harvesting, etc. after 1954, you will have
gained an important insight into the Bush family's linkage to
international narcotics trafficking.

What makes his son's[sons'] youthful usage of cocaine/marijuana
so interesting is that GHWBush was directly involved in US
intelligence services "running" cocaine and crack into CONUS
[Continental United States of America] during his years as DCI,
VP, and POTUS.

Now, GWBush, as Governor of Texas, has promoted, advanced the
harshest penalties for marijuana, cocaine, heroin users. And
yet, I think that record, upon investigation, would reveal that
all these users may have been created by the actions of his
father, his family.

Some of you may remember Operation Just Cause. GHWBush'es
invasion of Panama. So as to kidnap pineapple[La Pina, Manuel
Noriega]. Who was then tried and sentenced to perpetual
solitary confinement in virtual star chamber proceedings.
GHWBush made him one of our men in the Iron Mask.

But another part of the OJC mission was to remove the material
that would serve to blackmail the Bush family. If anyone would
search, it might be discovered that a major part of the mission
was to remove financial records concerning the Bush family and
its enrichment from the CIA-facilitated drug trafficking in the
Western Hemisphere.

Historically, principal facts that must be understood is that
after the fall of Batista, the transhipment point for
Marseilles-refined, Indochinese opium moved from Habana to
Panama.

And then there is that ugly little money-changing[laundering]
firm once known as Deak-Perrera.

Deak-Perrera, forgotten by most today, but it was the cleansing
mechanism for Western Hemisphere company activities. And it was
a company proprietary.

Through D-P, GHWBush connected with all the Panamanians. Some
of whom held his markers.

This history, conveniently undiscussed, is what makes GWBush
more than a hypocrite. It makes him an accomplice.

Knowing what I know about how the sons and daughters
[contemporaries of GWBush and his brothers/sister] of the
rulers consumed and dealt drugs with impunity, I continue to be
distressed about how the Press refuses to deal with even that
aspect of the story. Let alone the drug-running role pursued by
GW's dad.

Suffice it to say that if one were to investigate the families'
running this country from 1965 - 1999, I think that you could
find lots of evidence of drug busts. And only light penalties
being imposed.

This should be contrasted with those being busted who were not
so well-connected.

I beseech you all to "pile-on" GWBush and his family over this
issue.

   Drug chieftain wants to target collaborators
  with drug kingpins


WASHINGTON (AP) - Continuing cross-border drug flows are more the
product of corrupt foreign companies and individuals than governments,
says retired Gen. Barry McCaffrey, the White House counter-narcotics
chief.

And McCaffrey said Monday he favors Senate-approved legislation to
impose sanctions against offending companies and individuals who
collaborate with drug kingpins.

``It's about time for the United States to stop talking about our
problems
with the government of Mexico, Peru, et cetera, and start talking
about our
problems with individuals and businesses who are involved in
drug-related
crime and hold those people responsible for their actions,'' said
McCaffrey,
who recently visited Brazil, Bolivia, Peru and Argentina.

When Congress returns from its summer recess next month, a
House-Senate
conference committee will work out the final shape of the
legislation, which
would authorize the president to take a series of measures against
foreign
companies or individuals linked to the drug trade.

The sanctions include barring U.S. citizens from doing business
with such
companies or individuals and freezing their U.S. assets.

Among the bill's co-sponsors are Sens. Paul Coverdell, R-Ga.,
chairman of
the Foreign Relations subcommittee on Western Hemisphere affairs,
Dianne
Feinstein, D-Calif., and Mike DeWine, R-Ohio.

The legislation expands a 4-year-old presidential order aimed at
Colombian drug traffickers.

The bill has generated concern in Mexico that innocent people could be
misidentified as collaborators with drug chieftains. McCaffrey
acknowledged this was a concern and said safeguards must be written
into
the law to prevent such abuses.

Despite his reservations, McCaffrey said he finds the proposal to be
``enormously compelling.''

Under the legislation, the Treasury Department would develop a list
foreign
traffickers active in any of the 28 countries listed as major drug
source or
drug transit countries. The sanctions would carry penalties of up to
$500,000 per violation for corporations or $250,000 for
individuals, as
well as 10 years in prison.

In Lewis Carrolls wonderful novel, "Alice in Wonderland," talking rabbits dash
around wearing a waistcoat and a fob watch. Cats disappear and reappear with
amazing alacrity. Alice explores a beautifully fantastic and eccentric world,
but a world of fiction.

Let us take a look at 3 major incidents in Clinton's 6 1/2 year presidency and
determine if the official/mainstream media versions belong in our world, or in
a wonderland of their own making.

THE VINCE FOSTER "SUICIDE"

The official story of the Vince Foster death is that Foster shot himself on
July 20 1993 in Fort Marcy Park, Washington. But the enormous amount of
evidence collected by investigative journalist Chris Ruddy leaves the official
version in tatters.

Ruddy has documented many dozens of major and minor inconsistencies, loopholes
and massive incompetence in the government's investigation. I have listed
below
a small sampling of some of these.

1 No suicide note
2 Another torn note was found in a briefcase that previously had been searched
3 Three handwriting experts, including one from Oxford University, concluded
the note was a forgery.
4 Body so neatly arranged, arms at sides, head straight up, as "if it was
ready
for the coffin," according to two paramedics.
5 No fingerprints, though gun found in hand
6 No visible blood splatter or blow-back on gun
7 Gun remained in hand

Vincent Scalice and Fred Santucci, two homicide experts formerly with the New
York City Police Dept. say:

"Red flag indicating possible foul play...In our 50 years combined experience
investigating homicides, we have never seen a gun so neatly arranged in a
suicide's hand. We believe the gun was staged."

8 Gun not sent for testing until one week after official ruling of suicide
9 Police underexposed key 35mm crime scene photos, other Polaroid's missing
10 Relied on autopsy of Virginia medical examiner, who has been challenged in
two suicide rulings - in one case the murderer later confessed
11 Patrick knowlton , a witness who officials said was the first to spot
Foster's Honda in the parking lot, claims the FBI "lied" in his witness
statement; they claimed he could not identify a man he saw in the park; he
says
he can.
12 Foster's glasses were found with gunpowder on them 19 feet from his head.

Vincent Scalice and Fred Santucci say:
"It is physically impossible for the eyeglasses to have moved 19 feet, or any
significant distance from the body, as a result of the gun's explosion."

I have only given a dozen examples of what Ruddy's investigation unearthed,
there are nearly a hundred documented at his website www.newsmax.com, (or see
his book, The Strange Death of Vince Foster)if you want further evidence.
Another very important question is why was the Park Police, real life
equivalents to the keystone Cops and little more than nightwatchman, initially
put in charge of investigating the death of the highest public official to die
in suspicious circumstances since JFK? Also unprecedented is the fact that the
lead investigator had never handled a homicide case before. I suppose he
needed
the experience!

When journalist and author Ambrose Evans-Pritchard located key witness Patrick
knowlton he found out that the FBI had lied about Knowltons statements. Below
is a small part of an interview between Wesly Phelan and Knowltons lawyer John
Clark:

CLARKE: ...Pritchard located and interviewed him. And Pat was telling the
story, and Pritchard said "Are you telling the truth?" And Patrick said "Yes,
why?" And Pritchard said "Because that's not what it says in your FBI 302
reports." And Patrick had never seen them, and so he said "Let me see them."
So
he went through them, and he said "This is a lie...This is a lie...This is a
lie...A lot of lies in there."

Another surprising coincidence is that the day before Foster committed suicide
Bill Clinton dismissed FBI director William Sessions. He replaced him with
errand boy Louis Freeh, a man who made his name by obtaining

Surely the original HTML still resides on the owners drive.

I am sure that is possible.  Unfortunately, when something like this happens
it throws a monkey wrench into the information disseminating process because
regular visitors cannot simply be emailed and told where the new site is and
the spoken of, taken over site would have to be re-hacked in order to
redirect people.

or their going's on, who do they call?

... well its not Ghost Busters, for sure.

They call Duncan Campbell, 'a British Investigative Reporter',
who supplies all the nitty-gritty they need,
and meets the required publishing requirements.

Surely, wouldn't they be better just asking the 'Public Affairs Office'
of 'who/where-ever' for a prospectus.

But then, that wouldn't have quite the same ring to it, would it??

The National Security Agency has its ear to the world, but doesn't listen to
everyone at once.
That was one conclusion of a new report, Interception Capabilities 2000,
accepted late last week by the European Parliament's Science and Technology
Options Assessment Panel (STOA).

The panel commissioned Duncan Campbell, a British investigative reporter, to
prepare a report on Echelon, the US-led satellite surveillance network.

"I have no objection to these systems monitoring serious criminals and
terrorists," said Glyn Ford, a British Labour Party member of parliament and
a committee member of STOA. "But what is missing here is accountability,
clear guidelines as to who they can listen to, and in what circumstances
these laws apply."

Campbell was asked to investigate the system in the wake of charges made
last year in the European Parliament that Echelon was being used to funnel
European government and industry secrets into US hands.

"What is new and important about this report is that it contains the first
ever documentary evidence of the Echelon system," said Campbell. Campbell
obtained the document from a source at Menwith Hill, the principal NSA
communications monitoring station, located near Harrogate in northern
England.

The report details how intelligence agencies intercept Internet traffic and
digital communications, and includes screen shots of traffic analysis from
NSA computer systems.

Interception Capabilities 2000 also provides an account of a previously
unknown, secret international organization led by the FBI. According to
Campbell, the "secret" organization, called ILETS (International Law
Enforcement Telecommunications Seminar), is working on building backdoor
wiretap capabilities into all forms of modern communications, including
satellite communications systems.

"[The report] is undoubtedly the most comprehensive look at Echelon to date
because of its attention to detail -- [and] the NSA's use of technology,"
said John Young, a privacy activist in New York.

answer is this: If meteorologists cannot even accurately predict the what
the weather will be *tomorrow*, how can anyone predict weather and
temperature trends on a global scale far into the future?

Natural events have far greater impact on the Earth's weather than events
caused by human-kind. One example among many is that of Mt. Pinatubo in the
Philippines. When this volcano erupted in 1991, it dumped more CFC's into
the atmosphere in a couple of days than all of mankind could in the next 500
years. But that's OK, we banned Freon just in case.

average surface temperature of the earth has increased between 0.5° and
1.1°F

said.

``He will then either snatch the victim's hands or ask to see them, and
attempt to bite off one or more fingernails.''

The suspect -- a tall, black male of about 25 with short, spiky dreadlocks

 2010, the oil import bill would be $21 billion less than if the country
 continues on the current energy path.

 Both of these savings would contribute to expanded employment, with the

 shows the renewable energy path resulting in a small increase of $14 billion
 in wage and salary income and a slightly higher gross domestic product (up
 about $3 billion) than would occur on the current path.  

 Renewable energy needs to be the way of the future.  Unfortunately
people like Bush discourage if not sabotage efforts to bring this about since
they are big in the oil industry.  If we spent as much money supporting
research and development in alternative energy sources as we have spent
supporting oil companies ... the world could be much cleaner, especially in
large cities.

 You can do something about this yourself by making your own devices to
heat water and provide heat for your home.  It is much more simple that you
think.  It can also pay for itself in two years or less if you go thermal,
photovoltaic is more expensive but easier ... you can even use an old Atari
computer to control your system.  If you have an interest in this go to
alt.solar.photovoltaic or
alt.solar.thermal.  The people there are very helpful and have good knowledge
about how to plan your system so you get it right the first time.

Radioactive Ooze Found Outside Plant

WASHINGTON (AP) - Federal officials confirmed that a radioactive black ooze
found seeping outside the fence of a Kentucky uranium enrichment plant led
workers to a burial ground for radioactive debris.

Contract workers chanced upon the material near an unused sanitary landfill
at the Gaseous Diffusion Plant in Paducah, Ky., The Washington Post reported
Sunday.

Preparing to install wells to monitor another possible contamination site
near the landfill, which closed in 1996, the workers found the ooze July 15.

The workers dug beneath a tar-like liquid found in a track left by their
drilling truck and turned up what appeared to be bits of tar paper and
asphalt shingles.

An Energy Department report said ``observations indicated possible roofing
debris.''

Not until three weeks later, after further excavation, did plant officials
learn the material was contaminated, the newspaper said. Radioactivity
readings were hundreds of times above levels found naturally in soil and
almost nine times higher than the plant's ``action level,'' which would
trigger immediate action to seal contaminated areas inside the plant.

Lab tests confirmed the presence of uranium and technetium. Technetium, a
radioactive metal that travels quickly through soil, was brought into the
plant inadvertently in the 1950s, '60s and '70s in shipments of recycled
uranium from government nuclear reactors used to produce plutonium.

Energy Department officials fenced off the site and reported the discovery to
Kentucky's environmental regulators.

Both the Department of Energy and the plant's current manager, U.S.
Enrichment Corp., have contended that they are unaware of radioactive waste
going into the sanitary landfill. Documents prepared by former contractors
list the contents of the dump as ``uncontaminated trash and garbage.'' The
landfill is ``permitted and operated according to Kentucky regulations,''
according to plant records.

An Energy Department investigation is in the second week at the plant, which
for 47 years has produced enriched uranium for nuclear weapons, Navy
submarines and commercial power plants. Reports of contamination and sloppy
waste management at the plant, including worker exposure to plutonium and
other highly radioactive materials, prompted the investigation.

Mrs. Clinton Urged on Spy Case

NEW YORK (AP) - A Jewish group is demanding that Hillary Rodham Clinton take
a stand on the explosive issue of whether to free Jonathan Pollard, a former
Navy intelligence analyst serving life as an Israeli spy.

While the president and first lady attended fund-raisers in the Hamptons on
Sunday, Assemblyman Dov Hikind, D-Brooklyn, told a sidewalk rally the Pollard
case is ``certain to become a serious issue in the New York Senate contest.''
Mrs. Clinton is weighing whether to run for the seat being vacated by
Democrat Daniel Patrick Moynihan.

Hikind said Mrs. Clinton should try to persuade her husband to grant clemency
for Pollard, who has served 14 years in federal prison for leaking U.S.
military secrets to Israel in the early 1980s. The Justice Department has
rejected previous demands for his release.

``We are pleading with Hillary to impress her husband with the humanitarian
aspects of a pardon for Jonathan Pollard,'' Hikind said. ``Hillary has a lot
of work to do in our community, and we are watching very carefully. She is
for the unity of Jerusalem - very nice. But words alone do simply not work.
Action is what will count, and I am determined to make this the No. 1 issue
in our community.''

Hikind said Mayor Rudolph Giuliani, who is expected to oppose Mrs. Clinton in
next year's Senate race, supports freedom for Pollard.

In a letter dated Aug. 9, Hikind asked the first lady to intervene.

Howard Wolfson, a spokesman for Mrs. Clinton, declined to comment on the
letter or Sunday's rally.

Russia Limits Moves to Moscow

MOSCOW (AP) - Artist Boris Prudnikov was living in a tiny southern village in
1991, when he decided he had to move to Moscow, the country's mecca for art -
as well as business, politics and just about every other field.

The Soviet Union had just collapsed, and laws restricting people's movements
were easing, so he figured he could chance moving to the big city.

But Moscow's strict registration rules remained in effect, making him an
illegal resident and forcing him to pay frequent bribes to avoid arrest and
possibly deportation back home.

``Registration is a violation of all my human rights,'' says Prudnikov, who
finally managed to register in 1997. ``If you look suspicious, the police
will stop you. And if you're not registered, finding a job is virtually
impossible.''

In a country wracked by a decade of economic depression, Moscow is the one
place where Russians from the provinces can hope to break a cycle of dead-end
jobs, unpaid salaries and shortages of basic goods. It is a magnet for people
from every corner of the former Soviet Union, but moving here remains an
extremely tricky business.

Under the city's powerful mayor, Yuri Luzhkov, Moscow still enforces
registration rules that violate the spirit, if not the letter, of Russia's
constitution, which gives citizens the right to travel freely and live where
they choose.

Police actively try to stem the flow of fortune seekers and demand bribes
from those without proper documents. They are particularly vigilant when
encountering people from the Caucasus region of southern Russia, whose darker
complexions make them easily identifiable.

Estimates on the number of unregistered people living in Moscow range from
300,000 to 1.5 million - no one knows for sure. Most are Russian citizens who
should be entitled to live in the capital, along with the 8.7 million
registered residents.

``The whole system exists to keep basically anyone out of the city, anyone
who isn't wanted,'' says Diederik Lohman, director of the Moscow branch of
Human Rights Watch. ``There's a group of privileged people who can come to
Moscow and live here fairly easily. For all the rest it's very difficult.''

Prudnikov, the artist, says it cost him $9,000 to get registered - $5,000 to
a landlord who agreed to formally rent him an apartment and $4,000 in bribes
to police and bureaucrats.

During the Soviet era, a strict internal passport system tied people to their
hometowns and made moving to another city extremely difficult.

The Constitutional Court ruled in 1996 that Moscow's registration rules were
illegal, but the revised law still discourages legal migration to the
capital.

Today, registration requires proof of residence, permission from the owner of
the living space and an 8 ruble (30 cent) fee.

But Russians trying to move to Moscow say the process isn't that easy. They
say police ignore the law, demand bribes and often refuse registration based
on ethnicity.

``In principle, the problem should be solved,'' says Tatyana Dolbena, a
migration lawyer in Moscow. ``But in reality, Russians and citizens of the
former Soviet Union are often refused registration arbitrarily.''

Police insist the registration system is needed to keep Moscow from being
overwhelmed. It already has twice as many people as any other Russian city.

Police also say they need to keep track of migrants, who, according to the
Interior Ministry, committed about one-third of all crimes in the capital in
1998.

``It's no secret that (so many) crimes committed in Moscow are committed by
migratory people,'' says Alexander Barabanchikov, deputy head of Moscow's
passport control. ``Therefore, registration is essential.''

Many average Russians who are fed up with the high crime rate agree.

But critics say the system is outdated and discriminates against citizens who
are not ethnic Russians.

Police still arbitrarily check internal passports, which Russian citizens are
supposed to carry at all times. They frequently stop people based on ethnic
appearance, believing minorities are less likely to be registered.

Prudnikov says that before he registered, he was periodically taken to a
police station and had to pay bribes to ensure he wasn't sent back to his
village of Taganurk in southern Russia.

He finally decided to go through the registration process when police, acting
on a tip, confronted him at his apartment.

Even now, police often stop him several times a day for document checks,
presumably because of his dark skin.

For those who can't afford the price of even temporary registration - some
firms charge $100 - living in Moscow can be a game of paying bribes, telling
lies and keeping a low profile.

Yevgeny Petrenko, a native of the remote, northeastern region of Chukotka,
has been in Moscow for more than a year. He hasn't gotten a job, isn't
registered and lives with his girlfriend.

Yes, I do recognize the difference in spirit between the Old and New
Testaments.  The Old Testament "god" is most admired, emulated, and

by the ineffectual, bleeding-heart victims of the former.  Yup, there's
something for everyone in the cognitively-dissonant melding of totally

Some things I learned about the law from being married to a lawyer and
working as a legal secretary for 16 years:

1.  The law assumes a reasonable person. It is unreasonable, considering
what was at stake, for the person occupying the highest legal office in our
land to be so unreasonable as to not inform herself of the facts surrounding
the seige at Waco.

2.  Ignorance of the law is no excuse.  Since even the unknowing person is
held liable for the totality of the law, it is assumed that said
aforementioned reasonable person would take the time and trouble to inform
themselves of the facts in the case and the law surrounding those facts. If
Janet is telling the truth, then she neither exhibited reason nor knowledge
of the law.

3.  A phrase frequently used in legal pleadings is: "...knew or should have
known..." This is a direct application of the concept outlined in point No.
2 above. Therefore Janet Reno either knew, or should have known, all the
facts involved in the proceedings at Waco. Her contention that she did not
know (or was misinformed) of the truth in the matter, is worse than a
cop-out ... it is in direct violation of legal concepts which ordinary
persons are bound by. She has placed herself above the law, just as her boss
has.

 Theater of the Absurd in Kosovo

 Gary Dempsey is a foreign policy analyst at the Cato Institute.

 As NATO's occupation of Kosovo enters its second month, one thing has become
 painfully clear: NATO and the Clinton administration are willing to go to absurd
 lengths to deny that the Kosovo Liberation Army (KLA) is taking over Kosovo and
 laying the foundation for a Greater Albania. When the KLA missed NATO's deadline
 for turning in its heavy weapons, for instance, NATO's top man in Kosovo, Gen.
 Michael Jackson, insisted that the KLA was not defying NATO. Rather, he claimed
 the guerrillas were so diligently accounting for all their weapons that they
 were being delayed. "I do not regard this as non-compliance," said Jackson, "but
 rather as an indication of the seriousness with which [the KLA]... is taking
 this important issue." As of yet, the KLA hasn't turned in all its heavy
 weapons, and on the day NATO's deadline expired, German soldiers stumbled upon a
 secret cache of 10 tons of ammunition--probably a mere fraction of what the KLA
 has hidden away.

 Even more alarming, the KLA has taken sweeping political control of Kosovo,
 establishing a network of self-appointed ministries and local councils, seizing
 businesses and apartments, and collecting taxes and customs payments. Moreover,
 each day brings new reports of KLA atrocities against Serb civilians--the
 drowning murder of a fully clothed, 78-year-old Serb woman in her own bathtub,
 made the front page of the Washington Post. Meanwhile, Lt. Cmdr. Louis Garneau,
 NATO's spokesman in Kosovo, conveniently announced, "We don't keep statistics on
 civilian deaths" under NATO's watch.

 We now know, however, that in the first seven weeks of NATO's occupation there
 were 198 confirmed homicides, 573 confirmed arson attacks, and 840 confirmed
 incidents of looting. More than 40 Serbian Orthodox churches and monasteries
 have been destroyed or damaged, and 200 Serb civilians have been kidnapped.
 According to Human Rights Watch, more than 80 percent of the Serbs in Kosovo
 have left or been driven out. Most of the kidnappings and murders, adds the
 rights group, have been committed by members of the KLA, who believe NATO has
 given them expansive reign.

 State Department spokesman James Rubin, however, insists that "there is no
 evidence of KLA involvement" in the outrages against Serb civilians. Rather,
 claims Rubin, there are rogue elements at work, not an organized ethnic
 cleansing campaign administered by the KLA leadership. Ironically, this is the
 same excuse Yugoslav strongman Slobodan Milosevic gave for the ethnic cleansing
 committed by Serb paramilitaries in Bosnia. The truth of the matter, however, is
 that ethnic cleansing need not be systematic, merely tolerated in limited cases.
 Throw a rock at one bird on a wire, and all the birds on the wire will take
 flight, goes an old Balkan saying. The KLA's take on the continuing ethnic
 violence is even more absurd.

 While paying lip-service to peace and harmony in front of the international
 press corps and Western diplomats, Hashim "Snake" Thaci, the KLA's self-declared
 prime minister of Kosovo, has scoffed, "There might be some people who are armed
 who aren't under KLA control... but there might be some people in KFOR [NATO's
 Kosovo Force] who aren't under General Jackson's control." Nonsense. NATO troops
 are not disobeying Jackson's orders, let alone killing civilians, burning down
 houses, and looting stores. The United Nations says it is now moving into Kosovo
 to help deal with the ethnic violence, and the UN's chief administrator, Bernard
 Kouchner, says he wants to pull the KLA into the exercise of power, offering it
 a share of executive responsibility. Other Western officials want the KLA to
 form the core of Kosovo's police force. What is likely to happen is more theater
 of the absurd, as the KLA's control is institutionalized while the charade that
 the KLA is not in control is perpetuated.

 In the meantime, NATO commanders find themselves not with a peacekeeping policy
 in Kosovo, but a KLA management policy. That was entirely predictable. "When we
 entered Kosovo there was still fighting going on and without a doubt the KLA had
 seen NATO and the air campaign as all part of what they were doing," concedes
 NATO's Gen. Jackson, "But time's moved on." It certainly has. NATO served as the
 KLA's unwitting errand boy, which was the KLA's aim all along, and now the KLA
 is advancing on to its next goals: ruling over Kosovo and pursuing a Greater
 Albania. Both those goals, of course, contradict NATO's calls for the creation
 of a multi-ethnic democracy in Kosovo and could bring NATO peacekeepers and the
 KLA into direct conflict. They also bode ill for Balkan stability--an ostensible
 goal of NATO's occupation in the first place.

THE MEDIACRATS

A good test of media quality is to check out what they say about your own
hometown. If they can't get that right, how can they possibly understand
Moscow or Jakarta?

As a Washington native I get a lot of practice in this --  especially
reading the New York Times, which regular mangles descriptions of the local
city, and the Washington Post, whose reporters often seem to be on foreign
assignment when writing about DC.

In July, the NYT sent a foreign correspondent to the locale of the Review's
summer headquarters, Casco Bay, Maine, with similar disastrous results,
proving once again that the paper is not to be trusted abroad. Daisann
McLane was, in best Manhattan fashion, so busy reading menus and price tags
that she never actually got to see the place. Here, for example, is her
description of one of the most beautiful stretches of water in America:

"The Atlantic Ocean was out there, beyond the boats, but it was a rough,
industrial Atlantic, not a vista you'd want to put on a postcard."

She goes on a tour of Portland and ends up eating cheesecake with her guide:

"'Izzy's cheesecake is the best in Portland,' he said, but quickly cautioned
me that, as a New Yorker, I might have 'issues.' And I did: it had a good
flavor, not too sweet, but it was overly creamy."

Our sophisticated correspondent also found the clam chowder too creamy and
referred to Maine's classic as "the old-fashioned side of Portland cuisine."
On the other hand, "the more contemporary restaurants, like David's take
standards like crab cakes and rework them into delicate light meditations on
the classic theme. My endive salad, appetizer and char-grilled salmon
betrayed an intelligent hand in the kitchen of the sort that you find at the
better New York restaurants, for half as much as in New York."

While she says a cruise around the islands is essential it apparently isn't
as interesting as the cost of a hotel room or the amount of cream in the
chowder. She skips lightly over the subject, referring in passing to the
"quirky gardens" on one island she visited.

The only person ever to go to Maine for its endive salad then visited
Freeport, never leaving the main street's notorious outlet strip for nearby
attractions including one of the best protected harbors on the coast and a
highly popular waterfront eatery where the lobsters travel only feet from
boat to plate. Still she declared that Freeport a town where the food was
"awful" and "there were no fishermen, no docks, no lobsters  ... and no
trace of ocean smell." This didn't bother her too much for, after all, not
only had she found a New York quality restaurant but she had "washed up in a
safe harbor, where the sheets were clean and discounts deep."

Transfer this sort of uninformed and jingoistic reportage to Kosovo and one
has a serious problem. Maine, of course, takes it in stride. A Mainer, when
told that "you sure have a lot of characters up here," replied, "Yup, but
most of them go home around Labor Day."

KOSOVO SOUTH?

AGENCE FRANCE PRESS: US anti-drug czar Barry McCaffrey has informally urged
Latin leaders to organize a military intervention force to pacify Colombia,
a Peruvian TV newscast reported Sunday  Frecuencia Latina -- a station
that has close ties with the Peruvian military intelligence service, SIN --
reported that the multinational force would intervene in early 2000 acting
on a request by Colombian President Andres Pastrana. The Colombian
government denied the reports, with Foreign Minister Guillermo Fernandez de
Soto denouncing them 
At every stop of his recent Latin tour McCaffrey publicly denied plans for
any direct US intervention in Colombia. Top US State Department officials
have also forcefully denied plans for a US military intervention in Colombia.

- - Waco: Round Two - -

The admission that the FBI did fire pyrotechnic devices on the last day of
the 1993 siege at Waco should provide a final chance to find out what
really happened that day. Congress seems intent on holding Attorney
General Janet Reno to her promise of a fully independent review of the
evidence.

But what is happening does not inspire much confidence. A plan to dispatch
40 FBI agents to re-interview everyone present that day is sure to produce
conflicts in recollections that will never be resolved. Much better would
be to seek out all contemporaneous documents and any physical evidence
that might be had.

A good first priority would be to settle once and for all what the U.S.
Army's secret Delta Force anti-terrorist unit did the day the compound
burned.

"Everyone involved knows they were there. If there is an issue, it was
what was their role at the time. Some of the evidence that I have reviewed
and been made aware of is very problematical as to the role of Delta Force
at the siege," said James B. Francis Jr., the chairman of the Texas
Department of Public Safety.

The Pentagon promptly said that any personnel on site were there as
observers only--certainly not operational and not even in an advisory
role. We can only hope that the physical evidence that Texas authorities
have safeguarded can put this question to rest.

Once that is settled, next would be to clear up exactly how the FBI came
to possess and use military munitions on the scene. From there, it would
be nice to know if any other military munitions aside from the exploding
tear gas grenades were used.

Such basic facts are needed in order to build up trust in any conclusions,
as well as dampen the conspiratory zeal that has flourished in the absence
of governmental honesty.

- - Depleting Causes - -

A presidential oversight board last week concluded that there is no link
between Gulf War illnesses and exposure to depleted uranium used in U.S.
munitions. The finding by the Special Oversight Board on Gulf War Illness
jibes with previous studies in that regard.

The Pentagon uses uranium which has been depleted of its radioactivity
because of the material's extreme density. That heft helps shells
penetrate the skins of armored vehicles.

"The board agrees with the conclusion that the available evidence does not
support claims that depleted uranium is causing the undiagnosed illnesses
some Gulf War veterans are experiencing," said the report.

Thousands of veterans of the war have complained of maladies such as
fatigue, joint pain, and memory loss, which they claim are related to
their service in the Gulf. While the quest for some outside cause goes on,
the most likely explanation--that the illnesses are
psychosomatic--continues to get shunted aside.

Massachusetts is so intent on building a racial database of public school
students that teachers will be asked to guess at a student's race if
parents refuse to supply a racial classification on state forms.

The ethnic profile will be part of a student's infamous permanent record
as kept by a new Student Information Management System, which the state
will bring online this fall.

Aside from the obvious repugnance of being classified by the state as part
of this group or that group, allowing schools officials to fill in the
blank has plenty of room for mischief.

Grim reports about our water supplies and sources have been much in the
news
lately. A crisis of biblical proportions is at hand.
USA Today newspaper, in an eye-opening special supplement (Oct. 21,
1998) titled "Drinking Water's Hidden Dangers," listed a growing number
of
threats to America's water supply. The report also described a rash of
waterborne illnesses plaguing America's citizens, including severe
nausea,
   diarrhea, fevers, and deaths.
 The newspaper further noted that in Milwaukee, Wisconsin,
in 1993, a devastating parasite
   infecting the city's water system actually killed 111 people and
made a staggering 403,000 more
   violently sick.

   "River Blindness" Plagues Africa
   As bad as was the situation in Milwaukee, in Africa, things are
tragically worse. News reports tell us
   that up to ten million Nigerians are currently afflicted with
onchocerciosis, a horrible disease known as
   "river blindness." Overall, over 150,000 victims have been left
permanently blind from this disease,
   which is now rampant in 16 African countries. Health authorities
fear that a similar outbreak of "river
   blindness" might soon erupt in the United States.

 In the nation of Israel,
authorities recently announced that a
 "national catastrophe" exists

Thoughts on Freemasonry, links to the JFK assassination conspiracy cover-up and

Based on the writings of these antimasonic authors, we find:

 The first Grand Lodge of Freemasonry was founded in England in 1717. The creation 
of this lodge is a milestone in the
 transformation of what was a trade guild into a secret society. Freemasonry was 
instituted, "to dupe the simple for the benefit of
 the crafty." (pg. 33, Proceedings of the U.S. Anti-Masonic Convention, 1830).
 Masonic rituals teach a value systems that can be viewed as a religion or cult. 
In the past Masonic authors have described
 Freemasonry as a "universal religion" which encompasses all faiths. The religious 
aspects appear to be an amalgamation of
 religious beliefs and myths taken from Christianity and Egyptian sun worship. 
Freemasonry has been condemned by many
 Christian faiths, but Masons have blunted or reversed many of these condemnations 
as the membership has successfully worked
 to marginalize or eliminate opponents and position themselves in the leadership 
of many religious organizations. Modern
 Freemasonry continues to use religious constructs, but denies being a religion.
 Freemasons are intensely focused on maintaining secrecy and will retaliate 
against those who violate their oaths or transgress
 against brother masons. The legend of Hiram Abiff, the Masonic Christ figure, 
describes how Hiram was killed while keeping a
 Masonic secret. His brother Freemasons killed Hiram's assaulters and raised Hiram 
from the grave. Freemasons are encouraged to
 model themselves after Hiram and hold their Masonic secrets. If they remain true 
to their oaths, like Hiram, they can expect to be
 avenged for attacks and rewarded for their fidelity to the brotherhood. While 
cases exist suggesting the murder of opponents of
 Freemasonry, Masonic rituals state "the more effective penalty for doing anything 
displeasing to Masonry is to be shunned by
 the entire Brotherhood, a penalty adequate to bring a man to ruin, the more 
certainly so as Freemasonry expanded in every
 profession and every branch of society" (pg. 31, The Brotherhood, Stephan Knight, 
1984).
 Freemasonry has traditionally had many ranks or degrees and has been rigidly 
hierarchical. Master Masons were "sworn to obey
 all the edicts, whims, etc., of those high and mighty grand sublime Sublimities" 
(pg. 24, Masonic Salvation, Fred Husted, circa
 1910) above them. Furthermore, Freemasons held: "The covenant is irrevocable. 
Even though a Mason may be suspended or
 expelled, though he may withdraw from the lodge, journey into countries where 
Masons cannot be found or become a subject of
 despotic governments that persecute or a communicant of bigoted churches that 
denounce Masonry, he cannot cast off or nullify
 his Masonic covenant (oath of obligation). No law of the land can affect it. No 
anathema of the church can weaken it. It is
 irrevocable" (pg. 56, Masonic Salvation, Fred Husted, circa 1910).
 In the past Freemasons were sworn to show favoritism in advancing the interests 
of brother Freemasons. The royal arch mason
 swore, "I will promote a companion royal arch mason's political preferment, in 
preference to another of equal qualifications" (pg.
 9, The Address of the U.S. Anti-Masonic Convention, 1830). From the first 
obligation of the thrice illustrious knight of the cross,
 the candidate under oath received the following injunctions: "You promise to lead 
a life as upright and just, in relation to all
 mankind, as you are capable of; but in matters of difference, to prefer the 
interests of a companion of the order... to any mere man
 of the world" (pg. 10, The Address of the U.S. Anti-Masonic Convention, 1830). 
Masons claim their oaths no longer overtly
 promote favoritism, but many Masons would not deny that Masonic credentials can 
be weighed in selecting candidates for
 employment or promotion. It is also clear that many people join Masonry for the 
social and economic advantages that flow from
 membership.
 While not overtly encouraged to participate in criminal activity, Freemasons were 
sworn to protect their brother Freemasons
 should they engage in immoral or criminal conduct. The royal arch mason swore, " 
I will aid and assist a companion royal arch
 mason, when engaged in any difficulty, and espouse his cause, so far as to 
extricate him from the same, if in my power, whether he
 be right or wrong... A companion royal arch mason's secrets, given me in charge 
as such, and I knowing him to be such, shall
 remain as secure and inviolable, in my breast as in his own, murder and treason

MICHAEL PAINE: RUTH PAINE'S ESTRANGED HUSBAND

Although her husband lived nearby and visited her frequently, Ruth Paine was
separated from Michael Ralph Paine while she knew OSWALD. On November 13,
1963, Ruth Paine filed a petition for a divorce from Michael Paine in
Domestic Relations Court. This petition stated they were married on December
28, 1957, and separated on September 1, 1962: "This petition alleged that
about six months before their separation, Michael Paine commenced a course
of unkind, cruel, harsh and tyrannical treatment and conduct toward Ruth
Paine of such a nature as to render their future living together
insupportable." [DK-105-1716-Hosty] Wilmer Joseph Stratton, a close friend
of Ruth Paine, told the FBI that Ruth Paine, in the past, "complained of the
fact that Michael Paine was so engrossed in his activities that he spent
little time with his family and when with them, he was so absorbed in his
thoughts and plans that he rarely discussed family matters or showed an
interest in any way with problems concerning Ruth or other members of the
family." Paul Lacy, the best man at Michael and Ruth Paine's wedding stated:
"He had never gotten to know Michael Paine due to his reserved disposition.
He said that he knew of no close friends or associates of Paine's. He stated
Paine is the type of person who while friendly, is very quiet an
uncommunicative and involves himself in his own affairs and never takes time
to seek out friendly relations with other people or to become interested in
other people or their activities." In 1960 Michael Paine inherited money
from his maternal grandmother, Elsie Cabot Forbes. Under terms of her will,
each of her 15 grandchildren were to receive equal shares of a fund when
they reached the age of 21. The appraised value of Michael Paine's share of
this fund as of January 1, 1963, was $269,000.00


MICHAEL PAINE'S FAMILY HISTORY


MICHAEL PAINE'S MATERNAL GRANDMOTHER

Michael Ralph Paine was born into the Paine and Forbes families on June 25,
1928. He attended Harvard University and was dropped because of low grades.
He was noted as being shy and lazy. His only activities were Glee Club, Bach
Coral Group and Outing Club. He then worked at the prestigious Bartol
Scientific Research Foundation at Swathmore University. He served in the
U.S. Army from July 15, 1952, to April 28, 1954, and received an Honorable
Discharge. His military service record contained the statement dated July
15, 1952: "The following inductee, Paine, was inducted today but refused to
take the oath of allegiance." [FBI 105-82555 NR 12.17.63] Like Ruth Hyde,
Michael Paine's family also traced back to the CIA. Michael Paine's maternal
grandmother, Elise Cabot Forbes, was the brother of Thomas Dudley Cabot, the
President of United Fruit in 1948. Michael Paine commented: "He was active
in the United Fruit Company. I only know we were related to the Cabots
through Elise, my grandmother. I wouldn't recognize a Cabot, I've never seen
one." The brother of Thomas Dudley Cabot, John Moors Cabot, was the
Assistant Secretary of State for Inter-American Affairs during OPERATION PB
SUCCESS. John Moors Cabot visited Guatemala and reported: "Jacobo Arbenz had
the pale, cold-lipped look of the ideologue and showed no interest in my
suggestions for a change in his government's direction. He had obviously
sold out to the communists, and that was that." John Moors Cabot held a
large block of shares in United Fruit. [Mooney, Brown, Truman to Carter, p77
as cited in Washington Silhouettes] During the Truman Administration, John
Moors Cabot was the Director of the International Security Affairs Office
for the Department of State. In 1961 he offered the use of one of his
companies, Gibraltar Steamship, to the CIA during the Bay of Pigs. Ruth
Paine commented that these personages were "out of where I come from."


MICHAEL PAINE'S MOTHER: RUTH FORBES

The mother of Michael Paine was Ruth Forbes. Ruth Forbes was a
great-granddaughter of Ralph Waldo Emerson. Ruth Forbes grandfather, who
died in 1937, had been a founder and former president of American Telephone
and Telegraph.


MICHAEL PAINE'S MATERNAL UNCLES: THE FORBES

Michael Paine commented, "Uncle Cam [Cameron], W.C. Forbes, yes, there were
five brothers there, actually one of them died earlier, but five that I
knew. Forbes was Governor of the Philippines and Ambassador to Japan."

David Cabot Forbes was another of Michael Paine's maternal uncles. David
Cabot Forbes was a distinguished Bostonian financier who owned Naushon
Island, located a half-mile from Cape Cod. David C. Forbes told the United
States Secret Service that "during the summer months Paine and his wife Ruth
usually came to Naushon Island, at Woods Hole, Massachusetts, and remained

education

'Capitalism was a remarkable idea by Marx'

MANY French school-leavers are passing the admired baccalaureate
examination barely able to express their thoughts and with only the haziest
idea of history and culture, according to two teachers.
Inured to laments about declining standards, the educational establishment
will find it harder to dismiss their book's conclusions, drawn from answers
to this year's baccalaureate tests.

Guy Morel and Daniel Tual-Loizeau, who teach in a lycée at Le Mans,
procured hundreds of marked papers as ammunition for their attempt to sound
the alarm over the dumbing down of the examination that still serves in
Britain and elsewhere as a model of educational rigour.

Timed for a launch with next week's new school year, Educational Horror
makes grim reading for those parents and state officials who have been
comforting themselves with the thought that 70 per cent of pupils take le
bac, with an 80 per cent pass rate.

"Far from being little geniuses, today's lycéens on the whole have no or
little mastery of basic knowledge," say the teachers, who blame the State
and teachers for rewarding linguistic incompetence and ignorance. They say
papers are being passed with "incomprehensible sentences, syntactic
incoherence . . . and gross geographical and historical confusions".

Among gems, they cite: "Capitalism was a remarkable idea by Karl Marx";
"Victor Hugo wrote Ruy Blas while Georges Pompidou (President, 1969-74) was
reigning over France."

Poor grasp of literary criticism was typified by lines such as: "Jacques
Prévert (the 20th-century poet) wrote Paroles because he was going out at
night and had things to say." Asked what type of verse Hugo used, another
replied: "Language with a lot of punctuation."

The teachers also lambasted colloquial style, such as "Madame de Warens is
Rousseau's girlfriend. Rousseau was with Madame Bazile, but he got dumped .
. . he blew his chances."

On geography, pupils could usually identify only those French towns that
have first division football teams and almost none could place the Saône, a
major river.

The authors make much of gaffes in syntax and spelling, the bane of pupils
because so many word endings are not pronounced. In one telling howler, a
candidate wrote: "Dès l'enfance, on est ensaigné par la TV" - "From
childhood we are blooded by television." What was meant was "enseigné" -
educated.

Such sloppiness was hardly surprising, the authors say, given that no less
an authority than Claude Allegre, Minister of Education, committed a howler
last year when he wrote in the visitors' book at an agricultural fair: "On
voit que la recherche à penetrée le monde agricole." An Alevel student
would know that when saying "one sees that research has penetrated the
agricultural world"' there should be no accent over the a and no extra e on
penetré.

The two teachers say that everyone is aware of the crumbling standards, but
neither the State, teachers nor parents are "ready to break the taboo and
question the way in which these [examination] results are achieved."

The main complaint, that teachers are forced to boost pupils' self-esteem
at the expense of basic standards, is a familiar one elsewhere, but less so
in France where the system has long prized knowledge and rigour.

Hello Jean, I want to thank you for all you have been
sharing, and I in turn have been passing it along to to
others in other states as well as local.

On a personal level, the meditation consisted of one other 
myself. The changes since that time have been, well---
interesting. I FEEL different. Not bad, not good, but
different. Emotions have been running higher, "adjustments"
have had to be made in my relationships, I am more "in your
face" with situations that do not serve "my higher good".
Setting boundaries, not in anger anymore, but certainly
grounded. Seem to be refocusing. Your info has been VERY
useful to understand what is going on too. Thank you again.

Jean,

This year was the most fun I have ever had on my birthday (August 11th)! I
want to thank you for coordinating and sharing all the information you did
regarding that day.

The August 11th events were preceded by about a week of higher than usual
energy
and very little sleep - the body felt August 11th coming on a very cellular
level.

The most incredible experience for the body was actually on the afternoon
of August 9th - about 36 hours before the worldwide meditation. In Santa
Barbara, a light worker was sitting with me when this body was flung back
onto the couch as flashes of a former body being dragged through the
streets to its death passed before these eyes - then hundreds of other
deaths followed - burnings, stakes through the heart, etc. There have been
many, many lifetimes of being persecuted for my spiritual teachings and
beliefs. Yet, on 8/9/99, they were blown away in 10 minutes and my calling
in this lifetime to do Satsang (spiritual teaching of non-duality/advaita)
has been deeply anchored. No more shadows or lurking beliefs around
persecution for speaking Truth - the transformation of this ancient belief
already speaks to what is happening cosmically!  All that remains is love!
In fact, I have started writing a book this week to share the truth with
the world.

The night of August 10th to the morning of the 11th, this body did not
sleep at all until after the morning (3-5 AM) meditation. While most of my
neighbors here in Southern California were sleeping, there was a group
meditation at my home of 4 people and there were 3 other friends meditating

"It should be plain... that separation of powers prevents a federal court
from acting as an independent investigator..."

The Justice Department argued: The judge's move "threatens a wholesale
intrusion" into the Executive Branch and an "unwarranted and substantial
burden" on the entire federal government.

what I can understand of the Justice Department's motion today, they're
still attempting to prevent the evidence from being judicially reviewed.
And I think that is most unfortunate."

NEWSWEEK that his involvement in the developing Waco situation was pure

DALLAS MORNING NEWS reporter Hancock also follows up on Tuesday's
blockbuster -- that a federal prosecutor is in possession of documents that
point to a Justice Department cover-up of Waco.

Bill Johnston, the longstanding federal prosecutor in Waco, gives further
detail on the three page document in his possession:

"I have evidence that these notes were in the possession of the torts
branch. I know that the lawsuit [a wrongful death suit filed on behalf of
the victims of Waco] began to focus on these issues of whether pyrotechnics
were used several years ago, and the plaintiff's attorneys, who were
alleging their use, specifically requested any documents the government had
like this. I know that the plaintiffs never got the document once its full
importance was known. And I now wonder whether the attorney general had
knowledge of these. I'll bet Ms. Reno would have liked to have known long
ago what this document contained."

  FACT OMISSION EXPOSES MEDIA'S COVER-UP AGENDA

  While the major media is covering Waco, their
  selection of facts to cover further exposes the
  major culprits in the Waco cover-up, the media.
  For six years the major media has spoon-fed the
  People "federal pabulum" with no regard for the
  shocking facts known to independent investigators.
  Observe now that the focus of virtually all major-
  media reports are two 40-millimeter pyrotechnic
  projectiles that were fired away from the main
  building hours before the fire on April 19, 1993.

  However, the Dallas Morning News article [1]
  (7/28/99) that triggered the new focus on Waco
  reported that  SIX  spent flash-bang grenades,
  which are also pyrotechnic projectiles, "were
  recovered from areas of the compound in which
  the fires broke out" -- areas that the FBI had
  flooded with potentially flammable agents. [2]

  Two spent flash bangs were found by Davidians
  before the April-19th fire, which were left
  over from the initial attack on February 28,
  1993. The Davidians gave one of those two
  flash bangs to their attorney during the siege
  and kept the other in the building. [3] This
  suggests that at least five of the six flash
  bangs found may have entered the building AFTER
  Feb 28, which is consistent their being shot
  into the building on the last day, April 19.

  So the Big Story is that pyrotechnic devices
  were found in the areas where the fire started.
  However, the Big Story in almost all major-media
  reports is ONLY the two pyrotechnic devices that
  can NOT be associated with any fires or deaths.

  Also conspicuously absent from current major-
  media-news reports is the FLIR video, the main
  feature of McNulty's award-winning documentary
  "Waco: The Rules of Engagement." That FLIR video
  basically proves, according to multiple infrared-
  imaging experts, that the FBI fired machine guns
  into the Davidian's home before and as the fire
  broke out, focusing heavy fire on an area near
  the bunker where women and children were hiding.
  Except for one Washington Post report, I've also
  seen no mention in the major media of the latest
  footage in McNulty's new documentary that shows
  apparent machine-gun fire from helicopters down
  on the occupants of the church on April 19th.[4]

  So in fact, only two devices that have nothing
  to do with any deaths that occurred on April 19
  are the virtually exclusive focus of major-media
  reports, while all the devices and videotaped gun
  shots that should have something to do with the
  deaths that occurred are being excluded from the
  vast majority of media reports. This would be
  the logical course of fact-omission necessary to
  assist in the cover-up of the Waco mass murder.

  CONCLUSIONARY OVERVIEW

  It can't be chance that in the Waco case, the
  TWA 800 case, the assassination of JFK and many
  other major cover-ups that the people who find
  the solid evidence that implicates the government
  are small-time independent investigators. With
  millions of dollars at their disposal, the
  investigative capabilities of the major media
  are awesome and probably unparalleled in the
  history of mankind, and yet the facts indicate
  that hardly a single penny is spent investigating
  the government and its claims. The more deaths
  associated with an incident, the less the major
  media investigates government claims, instead,
  they repeat official claims without question. Even
  the latest Waco news came only after two government
  officials (TDPS head James Francis and ex-FBI agent
  Danny Coulson) disputed the official story -- the
  actual facts were a secondary issue. The media
  only understands words from government officials.

  The major media may not deploy their vast resources
  to investigate our Gigantic Government, but they
  do deploy their resources to fabricate and promote
  stories specifically designed to maliciously destroy
  the reputations of small and independent investigators
  who dare to display the all-to-rare courage to second-
  guess the mass-murder machine that is the US Government.
  The media-establishment-maintained hoax is that the
  media is the watch-dog of the government. The reality
  is that the media is the government's relentless guard
  dog, attacking the People and protecting the killers.

  Six years of cover-up by the federal government of
  facts about Waco would not have been possible without
  the dedicated support of the major media. The Big Lie
  has been compromised only by independent investigators.
  The most-evidenced conclusion is that the major media
  have been accessories to the cover-up of mass murder.
  The fact that CBS 60-Minutes falsified their findings
  about the FLIR video when asked for their findings by

receiving a mailing of From The Wilderness or any of our products which
contains racist material should immediately notify the FBI and the U.S.
Postal Service. Try to handle the material as little as possible to preserve
any possible fingerprint evidence.

On August 16 I mailed to a new subscriber, one issue of FTW and a product
catalogue. The mail was picked up from inside my security apartment building
and destined for an address in Pasadena, CA, approximately 15 miles away. It
did not arrive until yesterday, August 30.

When it did arrive, the fill size, first class envelope had been
surreptitiously tampered with so that it looked perfectly normal. Inside the
envelope a single sheet of white paper had been inserted with large,
computer generated letting reading, "Please no niggers allowed to buy these
materials."

The recipient, knowing how ludicrous this statement was, phoned me today and
spoke with both me and an associate who originally mailed the package.

As of this posting I have notified both the U.S. Postal Service and the LA
FBI office. When I was asked if I had any suspects, I said that since I had
been on more than 500 radio stations nationwide in the last two weeks
talking about George W. and drugs - as the result of initial story I printed
on July 28, 1999 - I suspected that the most likely suspects were
Republicans connected to W's campaign.

Anyone receiving similar material is urged to contact me immediately - but
only after notifying the proper authorities.

It is commonly assumed that there is no aristocracy, let alone a nobility, in America. Nothing could be farther from the truth. In his work, Ancestors of American Presidents, Gary Boyd Roberts of the New England Historic Genealogical Society reveals nineteen presidents descended from Edward III. John Galt (a pen name of a researcher fearing to be identified), in an unpublished manuscript (now in my possession), The Genealogy of the New World Order, has traced the royal ancestry of George Bush, which traces from Charlemagne and Alfred the Great, all the way down through George Bush's 32 presidential cousins!

Sadly, this manuscript may remain unpublished. Galt and I were scheduled to do a 2 hour radio interview on Tom Valentine's Radio Free America, a shortwave broadcast that reaches 250,000 listeners who are especially attuned to such topics. Just two days before the interview, a fire burned down the transmitting station. Unfortunately, this fire, which involved no foul play, according to Valentine, frightened Galt who now refuses to communicate with me or anyone else on these matters. Nonetheless, I am convinced of the soundness of Galt's conclusions.

I attended the Southwest Genealogical Conference, which met last year at the Hyatt Regency, downtown Phoenix, during which Galt presented the most controversial aspects of his work to the top authorities there. Everyone acquiesced to the depths of his knowledge. Several of the attendees were close personal friends of Gary Boyd Roberts.

Both George Bush and Barbara Pierce Bush (of Merrill, Lynch, Pierce, Fenner and Smith) are descended from the same Pierce family of England as President Franklin Pierce. Originally known as the enormously powerful Percy family of England, a name change to Pierce was required along with a quick immigration to America, when their involvement in the failed Gun Powder Plot to blow up Parliament became known. One of the Percy castles, where this plot was hatched was known as Sion House.

Other notable Bush relatives include the Grovsner families of England and America, and the Taft family of Ohio. The Grovsners of England are the Dukes of Westminster who own the most substantial properties in the City of London --- the banker's capital. Of over 100,000 acres of Grovsner property, most is in the financial district of London! In America, the Grovsners founded Nation Geographic. Although George Bush's official 1980 presidential candidate biography listed both his Presidency of the TRILATERAL COMMISSION and his membership in the YALE secret society SKULL AND BONES, no major news organization mentioned either of these telling affiliations. Let us take a closer look at SKULL AND BONES.

SKULL AND BONES (S), was first established by the graduating class of 1832 of YALE UNIVERSITY by William Harrison Russell and Alphonso Taft, the father of President William Howard Taft. It is significant to note that Alphonso Taft was thereafter powerful enough to manipulate his son into both the presidency and the Chief Justiceship of the U.S. SUPREME COURT. Each year S graduating seniors would initiate only 15 new members...selected exclusively from the ranks of the offspring of the super wealthy. In my travels to the Chicago area I find that the video Its Elementary:
Talking About Gay Issues in School has been backed by Chicago Mayor Richard
Daley, through Mary Morten, identified as Daleys liaison on gay and
lesbian issues. It appears that the video, which is being shown on many
Public Service TV channels, is being slipped into the public school system
throughout the nation without the knowledge of most parents.

Chicago school officials - who stress that Its Elementary will not be
shown to students - are a tad skittish about talking about their plan. the
Associated Press reported yesterday. They confirm that the districts 589
principals will view the film beginning in September and receive a copy of
the video for their schools - a plan funded by lesbian tennis star Billie
Jean King. But several teachers whove already viewed the film on their own
declined to be interviewed out of fear of criticism.

The city official who helped get the film - in part due to backing from
Chicago Mayor Richard Daley - into the district was more forthcoming. She
says the decision was aimed at fostering tolerance and, in turn, preventing
violence against gay and lesbian students.

Its practical. It makes good sense. Its about safety for children. I don
t think anybody regardless of their religious background, can argue with
that, Mary Morten said. In San Francisco, the recognised Homosexual Capital
of America, school officials not only are using Its Elementary they have
imposed a ban on anti-gay slurs. The First Amendment not longer applies in
Elementary School.

"Its Elementary" was written and produced by Womens Educational Media
which, according to their website, (http://www.womedia.org/our/elem.html)
was intended for an adult audience. So, when school administrators
emphasize its not being shown to students they are deceiving parents. It
s not SUPPOSED to be shown to students. Its intended as a film to teach
educators how to discuss gay issues with their students in age-appropriate
ways and was shot in first through eighth grade classrooms across the
United States. It was filmed by Debra Chasnoff and producer Helen S. Cohen.

In the video, at one point, a teen ager says, Schools should teach the
facts about homosexuality. Good point. Does the video teach facts? No.
After reading the AP story that this film was about safety for children
the natural question would be, Does the film address safety for children?
No. Does the film actually teach ANYTHING truthful about homosexuality? At
one point, a student, finding out for the first time that a teacher is a
homosexual says she found out that the homosexual teacher is just like any
other teacher. Is that true? No.

The teachers in the video - from San Francisco, Madison, Wisconsin and New
York undoubtedly teach children in their classes about the dangers of
SMOKING, which can shorten their lives by 8 years. In fact, almost
everything taught about smoking is not how to do it, but the dangers of
doing it. Is the same approach used in the video?
Im afraid not. The Womens Education Media idea of teaching about
homosexuality and about safety issues is described as follows:

Q: Why is this kind of education necessary?
A: Negative language about gay and lesbian people is common on the
playground, in school hallways and classrooms, on playgrounds, and even in
teachers' lounges. Many children and school employees are adversely
affected. For example, an estimated 6 to 11 percent of school children have
gay or lesbian parents or siblings, and another 5 to 9 percent will at some
point figure out that they themselves are gay, lesbian, bisexual, or
Transgender. These children are now being taught that either they or the
people they love most are sick and perverted.

Q: Aren't elementary and middle school children too young to be introduced
to this topic? Shouldn't we wait until they're older?
A: As you can see in IT'S ELEMENTARY, very young children have already been
introduced to gay and lesbian matters. Negative name-calling begins as early
as first grade. And long before they grasp the meaning of the words, they've
heard or witnessed many negative images about being gay and gay people. So
it's not possible for a school to introduce these topics. What a school can
do is create a safe environment for children to ask questions, consider what

WASHINGTON (Reuters) - The U.S. government is preparing for possible
violence from cults, guerrillas, hate groups and end-of-world-fearing zealots
as 2000 approaches.

Law enforcement officials are working on contingency plans to cope with
everything from cyber attacks to bombs at New Year's Eve parties, though
they say they lack knowledge of specific, credible threats.

The Federal Bureau of Investigation "expects to see increased and
possibly violent activities among certain domestic groups related to the
millennium," a top FBI official warned Congress in July.

Michael Vatis, head of a new FBI-led interagency center to protect critical
U.S. infrastructure, cited in particular a fringe view among white
supremacists that the world is on the verge of a final apocalyptic struggle.

This requires the faithful "to prepare for the Second Coming of Christ by
taking violent action against their enemies," Vatis told a special Senate
panel in July on the Y2K technology glitch.

The panel is looking into pitfalls of the Y2K problem, a coding glitch that
could cause ill-prepared computers to misread 2000 as 1900 and trigger
system-wide shutdowns.

Vatis did not cite possible targets but FBI Director Louis Freeh has said
they included Jews, non-whites and their "establishment allies, i.e. the
federal government."

The FBI counter-terrorism section "has been planning for any violent activity
by such groups," said Vatis, who is leading a separate drive to thwart cyber
attacks that could disrupt the economy or government.

At issue is the fear that Jan. 1, 2000, may seem like a watershed date for
fanatics ready to put end-of-world rhetoric into action.

Robert Blitzer, who retired last November as head of the FBI's domestic
counter-terrorism arm, cited the case of Buford Furrow Jr., the white
supremacist who pleaded not guilty Monday to killing a Filipino-American
letter carrier after shooting up a Jewish community center in the Los
Angeles area.

Furrow turned himself in to the FBI after the Aug. 10 attacks. He allegedly
told authorities the shooting was a "wake up call to America to kill Jews."

Groups with similar views or apocalyptic cults like Heaven's Gate, 30 of
whose members committed mass suicide in 1997, may deem the rollover
to 2000 "a good time for them to make their mark on history," said Blitzer.

"I know there are still continuing to be serious threats from abroad," added
Blitzer, who now consults on counter-terrorism at the Science Applications
International Corporation in McLean, Virginia.

He was unaware of any specific credible threats but said foreign foes had
already shown what they were capable of in the 1993 World Trade Center
bombing in New York.

Freeh has warned Congress that white supremacist extremists may stage
armed robberies to finance what some view as the coming "Battle of
Armageddon" between the forces of good and evil. Some of these
extremists believe that this entails whites fighting "Satan's heirs," the FBI
chief told a Senate Appropriations panel on Feb. 4. In such a world view,
he said, "Satan's heirs" were defined as Jews, non whites and their
supposed allies in the federal government,

John Gordon, deputy director of the U.S. intelligence community, said the
CIA and its 12 sister spy outfits were tightening their drills to monitor events
at the date change.

"We are strengthening the communications processes between centers,"
he told a Senate Armed Services panel on Feb. 24. "We are preparing for
the potential that there may be situations erupting worldwide and within our
own systems environment."

In addition to the perceived threat from within, U.S. officials fear anti-
Western guerrilla groups and others may try to take advantage of the
federal stretch to keep tabs on any Y2K related failures. The White House
is setting up a $40 million information coordination center to help
policymakers with Year 2000 issues and coordinate any emergency
responses.

"In some instances, it may not be immediately apparent whether a service
outage is the result of the 'millennium bug' or a computer intrusion," Vatis
testified. Such uncertainty could make Y2K an inviting date for malicious
strikes, officials said.

Together with a Pentagon task force for computer network defense, Vatis's
National Infrastructure Protection Center will hold a classified, two-day
conference called "Preparing for Cyberwar," including Y2K contingencies,
in early October.

A new memo obtained by WorldNetDaily suggests the FBI deliberately sought to
conceal that it had an top military armor expert visit Waco to "assess" the
situation, then meet with Attorney General Janet Reno to discuss "tactical
contingency plans that may be used to bring the situation in Waco, Texas, to
an end."
The memo, signed by Michael E. O'Connor, Army Operations Command watch
officer, meticulously notes that it is "the Department of Justice thru (sic)
the FBI" that has "requested two soldiers by name," and that the loan of the
two, Brigadier General Schoomaker and Colonel William "Jerry" Boykin, to the
FBI for such a mission has been approved by a General Heldstab. The memo
goes on to record that top executive officers, major Army commands such as
Three Corps and Force Command and the U.S. Army Special Operations Command
were also informed. "The FBI," the memo states, "will handle travel
arrangements."

According to WorldNetDaily's Special Forces source, it is a revealing break
in protocol to have such military officers transported by the FBI. More
properly they would travel by military or civilian aircraft. But using
either of those methods of transport would mean that their names and ranks
would be recorded on a flight manifest.

Furthermore, having a military aircraft land at Waco would have certainly
attracted attention and questions.

By contrast, by breaking with protocol and transporting these two Delta
Force officers via FBI plane or helicopter, and having them dress in
civilian clothes, their identity would be neither known to observers nor
recorded in any manifest.

WorldNetDaily's source believes that the military author of the memo,
O'Connor, might have been registering his queasiness with the break in
protocol represented by the FBI by adding a note on the bottom to Major
Wells that says "BG Shoomaker (sic) told my watch NCO (SFC Savage) that the
FBI plans to pick him at Fort Hood and fly him first to Waco to assess the
situation, and then on to Washington. He was not sure if MG Heldstab was
aware of those plans when he approved the mission. Just wanted you to be
current!"

In the opinion of WorldNetDaily's military source it is telling that in the
five years since the two officers in the memo met with Reno about Waco, they
have, between them, collected six stars -- a nearly unprecedented rate of
advancement. Boykin, then a colonel has gained three stars to become a
lieutenant general in command of the U.S. Army Special Operations Command,
and Schoomaker, then a brigadier general, quickly gained three stars to
become commander in chief of the United States Special Operations Command,
the ultimate leader of all Special Forces units, Ranger units, Air Force
Special Operations wings and all Navy Seals, making him arguably one of the
most powerful men in the military, after the Joint Chiefs of Staff.

Sec Ops, at Fort Bragg, NC. These soldiers have extensive special operations
experience, and have worked with the FBI on previous occasions. MG Heldstab
has approved this mission, and both have been notified. The Top 6 XOs.
FORSCOM, III Corps, and USASOC were also informed. The FBI will handle
travel arrangements.
