[PSES] Hypervisor as a part of India TEC MTCTE Phase-V Scope Expansion
Hi! India Telecommunications Engineering Centre recently announced a Phase 5 scope expansion with a deadline 1 July 2024. See the details below. https://www.mtcte.tec.gov.in/filedownload?name=downloadDocument_20230623115821.pdf This list includes Hypervisor which is "a purely software product" according to its essential requirement (ER) TEC30032201<https://www.mtcte.tec.gov.in/filedownload?name=TEC30032201.pdf>. How is hypervisor (software) to be regulated and handled? Obviously, software can't be labeled like hardware can. Often software is merely downloaded over the Internet. I suspect that hypervisor (Phase 5) is like the earlier regulated "equipment operating in 2.4 GHz and 5 GHz" (Phase 3). The fact that a product operates in 2.4 GHz or 5 GHz doesn't trigger a TEC certification requirement. Instead, if a product is otherwise in scope for TEC certification and then also happens to operate at 2.4 GHz or 5 GHz, then the ER for "equipment operating in 2.4 GHz and 5 GHz" is added to the testing regime. For example, many laptops have WiFi that operates at both 2.4 GHz and 5 GHz, but a laptop does not have to have a TEC certification. Is hypervisor software handled the same way? The software by itself or even a computer with hypervisor loaded does not trigger a TEC certification requirement. Instead, if the product is in a different product category that requires TEC certification but it also has hypervisor software loaded, then in the process of testing the other ER applicable to the hardware the product must also be tested for the hypervisor software functionality. To give a more specific example, a server is not in-scope for an India MTCTE certification, so a server having hypervisor software loaded would still not be in-scope for India MTCTE certification. [PSES] Radio modular approval: WPC India
Greetings all, Are there any radio modular approval construction details for India's WPC modular approval? This would be similar to the FCC KDB notice on modular approval whereby the construction details are outlined. I cannot fine anything at the WPC website. My specific question is, is a metal shield required over the radio circuitry? Dan, You mention load shedding. I have past experience with high voltage surges on the downstream side of disconnects or circuit protection devices when there are heavy motor loads parallel to the equipment. Depending on the mass and speed of rotating equipment which is coasting down to a stop, the reverse EMF is capable of producing very high voltages until the rotating mass comes to a full stop. The solution is usually to separate the two devices. In a similar way as done with coordination of overcurrent protective devices. Hi Everyone, Thank you for the responses both on and off list, it has been helpful. Doug, I have seen that report but it does not seem to indicate that longer duration overvoltages in excess of 300V are commonplace. I have anecdotally heard that power supplies, even if they have past CISPR immunity and IEC 61000 power fault testing, can be damaged by longer duration voltage surges that are supposedly common in India during load shedding. Our power supplies do not suffer unusual failure rates anywhere in the world and have been through immunity testing without any issues, but I have been asked to get them ready for India with the warning that we may have problems. Trying to get some hard facts before I ask for a custom SKU only for India. Right now while the power quality in India may be poor, the products are not critical and a power interruption would not be a big deal, so it does not seem warranted. Dan, in a past life I worked for a company that makes commercial ice cream makers like you would see in your local Dairy Queen, McDonalds, Burger King, etc. For India we had to include a UPS for some of our models because the power there would give us problems with the controls. [PSES] Power quality issues in India
Hello List! Hope everyone is staying healthy and safe. I would like to know if anyone has experience with power quality issues in India related to damaging equipment and whether you find it is necessary to harden power supply designs specifically for India that you would not normally consider for other regions like the EU. From some reading on the topic there seem to be power quality issues but these are largely power interruptions and voltage sags that would temporarily cause the product to stop functioning but not result in the permanent damage of a global design. I have no recent experience with India but over a decade ago I do not recall having any issues with equipment in data centers, but perhaps they had facility power conditioning so the local building infrastructure prevented issues. [PSES] Lighting products for India
I have a question posed by a colleague. Any help will be greatly appreciated. No problem with US-based experts. We manufacture professional lighting products for stage and television use (mostly, and also some for other uses). It is my interpretation that our products are not described in the BIS lists of affected products, but it might be a vague area open to other interpretations. I wish to obtain specific advice on these topics, among others: * If we appoint a representative for compliance in India do they acquire the rights of a Brand Agent? If yes then what is the range of possible consequences? * All our products have been tested in fully accredited laboratories in the UK and USA and we have full reports, in most cases fully up to date. However, none were produced in a BIS recognised facility and none within the last 90 days, which both appear to be conditions for obtaining a BIS compliance. Is that right and if so what is the most practical solution? * There are three BIS categories that might be said to apply to us, although it is my opinion they do not: o 24: SELF-BALLASTED LED LAMPS FOR GENERAL LIGHTING SERVICES o 25: DC OR AC SUPPLIED ELECTRONIC CONTROLGEAR FOR LED MODULES o 28: FIXED GENERAL PURPOSE LED LUMINAIRES How can I ascertain with certainty what the scope of these categories is? * We seek advice on the most cost-effective way to prove compliance in India. Can't comment on ITE equipment since we make Audio Video products but I have found this process to be very chaotic and time consuming for our products There was a considerable amount of documentation required especially for the manufacturing facilities. There are only a handful of accredited labs in India and they are still trying to figure out what they need to do. CB reports are not officially recognized but are helpful. It took us close to 5 months to get our first report with a lot of back and forth with the test house and BIS and that was with local representation. Just a suggestion based on our experience. 1. Study the regulations and don't just rely on the Indian test lab you pick as they are still trying to figure things out. 2. Don't be afraid to push back with the lab as they are not experts yet and rely on BIS for direction. 3. Don't over think the forms you are required to complete. There is considerable documentation to be completed which takes a lot of time. 4. Don't wait until the last minute as the lead time is very long. Good luck. Hi Guys, By this time you may be well aware of DEITY/BIS mandatory registration scheme has been extended till July 3, 2013 and till Oct 3, with certain conditions. This extended period should help manufacturer to better organize and plan for certification /registration. During this time BIS is planning to discuss the report variations issues with the approved labs and try to close the all variability. This is also good time to revisit the fundamental definitions like series classification which has a direct bearing on the # of samples to be tested and certfied. Hi Doug, The Bureau of Indian Standards covers the electrical requirements for India. See Part 8, Section 2. http://www.bis.org.in/sf/nbc.htm I believe it has some similarity to older IEE Wiring Regulations from the UK. As such, there is some similarity to BS 7671. However, I can't say how much they have diverged since BS 7671 has incorporated more of IEC 60364. I can't comment on Thailand electrical codes. Hi Ron: Based on your description, the standard you selected appears to be a good match. Note that within that standard, other standards will probably be called out as well. I don't have a copy so I can't comment on that, but it sounds like Peter can get you a copy. There will likely be EMC requirements and possibly a phone line interface requirement called out within IR/POS-01/04.Jan 2005 My understanding is that you must get either at least an IR approval to sell the product in India. The more stringent GR approvals are typically called out for equipment used in the government-owned network. I'm not aware of a residency requirement for getting an IR approval, but it wouldn't surprise me. If there is such a requirement, it can probably be handled with a local agent, similar to the way things operate in Australia. TRAI modem approval in India?
Hello to all, Is it mandatory or voluntary to obtain an analog PSTN modem approval in India? TRAI is the Telecommunications Regulatory Authority in India. In clause 2.5, they list the feed characteristics of eight different central office switches that are used in India. For the 60 mA limiting feature in the TE, it appears that the worst case feed is a NEAX 61E switch, with 58 volts applied through 400 ohms. By my calculations, the power dissipated in the TE at 60 mA would be 1.98 watts with this feed circuit. With the TBR 21 feed circuit (50 volts, 300 ohms), the power is 1.92 watts. So, if India uses the worst-case feed voltage of 57 volts, the power dissipation in the TE will be about the same as with TBR 21. However, if India uses the nominal voltage of 48 volts, the power dissipation in the TE drops to 1.4 watts. This is not much worse than what you can get even without current limiting in the TE. Hi Don, China doesn't use ICNIRP standard, their own standard is GB8702-88(published in 1988). Besides, some other standard also related to human exposure, GB9715-88, GB12638-90, GB10436-89, GB10437-89, GB16203-96. These standards are issued by different ministries, there is no harmonized human exposure standard in china since now. Generally, chinese standards will reference to Euro standard. Actually, china standard ministry has established a new human explosure standard, but many large telecom manufactures do not satisfy this standard because they think limit value in this standard is too low. Hi Dan: Just a quick follow up to my earlier posting. with a little more searching, I found that the 2-wire PSTN specification S/INT-2W/02.MAY2001 is still listed as number 249 on the TEC web site in the large list at the following URL: http://www.tec.gov.in/List/complete.pdf This suggests to me that this specification is still in force, although it is unclear how TEC decides which types of equipment it covers. In my view, this appears to be the basic access standard for analog PSTN terminal equipment. It does not require current limiting. So, if another standard that *appears* to cover your product does require current limiting, it is worth discussing the discrepancy with TEC to see if the requirement can be waived for your particular situation. Hi Dan: I agree that it would be a shame to have to include current limiting for India, given that the EU, and even France, stopped requiring it several years ago. I think it is probably an artifact that it continues to appear in some standards for India. The requirement is traceable to certain older central office line cards (mostly Alcatel, I believe) that depended on current limiting in order to operate properly. The French national network was at one time configured this way, but it no longer is. Perhaps India has, or once had, some Alcatel CO equipment that used French-style line cards. I do not have a good answer for your question, but I do have the following comments: 1) India's standards-writing process tends to be product-specific rather than interface-specific. It appears to me that for each product standard that gets issued, a different group of engineers writes the standard using whatever requirements they choose. Sometimes they simply borrow requirements that appear in other country's specifications. There is very little consistency among products with similar analog PSTN interfaces, such as modems, fax machines, and telephones. 2) In the past, the only place I have seen the current limiting requirement for India was in specifications for telephones. The requirements for modems, fax machines, and PBXs did not require current limiting. This has always seemed odd to me, since the phone company's central office has no way of knowing what type of terminal equipment is connected to a given analog PSTN line. If the 60 mA current limiter is required to protect the central office line card, it should be required for all types of terminal equipment. 3) In the past, the telephone specifications that called out current limiting were always the generic requirement GR type for equipment to be purchased by network operators, while the more general IR specifications for simple approval-to-sell in India did not contain any requirement for current limiting. It is troubling if the current limiting requirement is now creeping into some IR requirements. I see on the TEC web site that the specification you reference is for System Employing Computer Telephony Integration. Does this standard explicitly call for current limiting on an analog PSTN FXO interface, or does it do so indirectly by referencing another standard? In the past, India's default interface requirement for 2-wire analog PSTN terminals was S/INT-2W/02.MAY2001, which did not require current limiting. I do not see that listed now on the TEC web site, but I see a similar-sounding standard IR/PST-01/01.SEP2005, Terminal for Connecting to PSTN. Unfortunately, I do not have a copy of that standard. If in fact it is a replacement for the earlier 2-wire standard, it would be very interesting to see whether current limiting is called out. I'm sorry that I can't provide a direct answer to your question, but it appears that India's specifications have evolved slightly since the last time I looked into this problem. My suggestion would be to push back a little bit on TEC before you agree to include current limiting, possibly by citing some of the inconsistencies I have noted above. You might also be able to re-characterize your product so that it does not fall under the scope of a standard that calls out current limiting. I remain interested in whatever you eventually find out about this anomaly. India is in the process of developing mandatory product safety, EMC regulatory programs for IT equipment however these have not been formally announced yet. They are working with local and international industry to develop these programs and standards which I believe would become effective sometime in 2008. There of course could be purchase requirements from large customers or Government organizations but I don’t know of anything for safety and EMC that is Mandatory. I do believe they have a plugs/sockets laws that could impact power cords brought in with equipment. How do you prove there are no EMC/ Safety requirements when trying to import your product into India to the authorities? Should you have a Self DOC stating this is an ITE product in which there are no mandatory requirements for India.? Is there a voluntary Mark you should have on the product stating there are no ITE requirements? Or should you just put the S Safety Mark on the product stating compliance to a specific ITE standard ( 60950) I'm always concerned with shipping products into countries that have no mandatory EMC/Safety requirements thinking it may be stopped at Customs. My experience recently with the BIS web site is similar regarding set top boxes. STBs are sort of androgynous, might be 60950-1 and might be 60065 or both, but India seems to have no safety requirements in the BIS mandatory list. Dear Jeff, The WPC notification states type approved not type certification. Type approval in India can be holding of a test report by the vendor showing compliance with the regulations. To me mandatory certification is when the India customs has a list of HS codes to check whether an equipment is regulated and can verify through the WPC database if the wireless equipment is approved. In the case of India, no such system exists and there is no market surveillance. Unless, we have concrete evidence from the WPC that equipment must be approved by the WPC, I still say the requirements are VOLUNTARY. Nobody in the group has yet shown proof that WPC approval is mandatory. The language of the WPC notification is confusing, but the straight story is that individuals or entities need not be licensed to possess, use or sell 2.4GHz radio equipment, but the equipment itself has to be type approved. One reason for the confusing language is that WPC *does* require licenses for those activities related to radio equipment operating in other bands that have not been de-licensed. When the 2.4GHz band was de-licensed a few years back, Compliance International's New Delhi office worked closely with officials at WPC to understand the intention of the notification and the type approval requirement. There was some confusion for a time as WPC worked out the details, but now the requirements are clear and rather straightforward. WPC will grant approval based on review of existing FCC report and accompanying documents. No in-country testing required. Someone asked about enforcement. It's always hard to get the full picture on enforcement, but what we are seeing today is that most (if not all) of the major vendors of common radio devices (e.g., WLAN) are pursuing WPC approval for products they sell in India. Hi David, I am not familiar with the QM-333 standard, but if you're not already familiar with it, you might try looking at ETSI's ETS 300019 series of standards (they are simliar to the USA's NEBS environmental requirements). The reflection is a problem with the reader of the tags and causes poor reception from the tag.There is a company developing rfid antenna and die attach inks and they are working on an emi absorbing ink to be printed on the back of these tags to absorb these noises to prevent reflection. The best information source would be one the global power cord manufacturers. Contact either Feller or Volex to see what they know. Also, be careful with Indian plugs that are used for Electrical Shavers. I had an issue some years back with ungrounded plugs where someone tried to setup a cord set with a shaver plug. I recommend that you use the grounded and ungrounded South African Plugs for India and only get the plugs certified in India if it is a Customer satisfaction issue. SABs certification is usually good enough for the whole power cord or cord set. Hello Amund, It's difficult to be too specific without detailed product information, but in very general terms... India Radio regulator is the Wireless Planning and Coordination wing (WPC) of the Dept. of Telecommunications (DoT). Evaluation of the radio may be required for licenses to import, sell, and/or operate the equipment. FCC certification is usually accepted for this. (The regulator, WPC wing of the DoT, specifically asks for FCC, not EU evidence of compliance.) No separate EMC or safety approvals (and thus no testing) are required. Indonesia The Directorate General of Posts Telecommunications (DG PosTel) regulates radio equipment. As a rule testing is required, though it may be performed to ETSI standards. In some cases test requirements can be negotiated. No separate EMC or safety approvals (and thus no testing) are required. Thailand The Posts and Telecommunications Department (PTD) regulates radio equipment. PTD will often accept international standard test reports in lieu of in-country testing. We have a telecom / Radio product that have been tested according to the following EU standards: EMC: EN 301 489-1, EN 301 489-12, EN55022 LVD: EN 60950 RTTE: EN 301 428 Now, we are looking for access to India, Indonesia and Thailand. Anybody familiar with these countries if the accepts CB test reports and RTTE test reports / certificate (Letter of Opinion) from a recognized EU notified body? Hi Richard, To Joe Randolph's reply I could add a few comments: For telecom equipment there are no separate EMC or safety approvals required. However, in the course of applying for telecom approval, the telecom regulator, TEC, may wish to see your CB report and/or EMC reports as part of the overall application package. Telecom requirements will depend on the equipment and which approval standard your application is made against. The choice of standard to submit against can be a difficult one, but we've had pretty good luck with sorting out the many standards. Unfortunately, TEC's web site doesn't list all approval standards or current versions in some cases. For example, some of the newer standards that apply to IP and packet switched voice equipment are missing, I think. As for the basis for the standards, some key elements are referenced to ITU-T standards. Others are specific to India's network. Analog interfaces are more likely to be India-specific, while digital interfaces are more likely to be based heavily on international standards of one kind or another. In addition to a complex administrative process, all approvals require in-country testing in which TEC engineers will rely heavily on support you provide or arrange. Hi Richard: India tends to have their own requirements, as opposed to officially accepting test reports showing compliance with standards from other countries. However, their safety and EMC requirements are based on IEC 60950 and CISPR standards, so the actual requirements are familiar. For the telecom requirements, India pretty much writes their own standards, with occasional reference to ITU recommendations. I have found the regulatory framework in India to be rather complex. They tend to write product specifications rather than interface specifications, so sometimes it is difficult to match your product to one of the existing product specs. However, there are also some interface specifications thrown into the mix. Often it seems that you have everything ready to go and then another spec pops up that you were unaware of. A further complication is that there are three different types of approval certificate, each with its own scope. In summary, there should be no surprises for safety or EMC as long as you are complying with international standards such as those for Europe, but you will have to file specific paperwork showing compliance with India's versions of these requirements. For telecom, the hardest part is determining what requirements apply to your specific product. Once you have those specifications in hand, you may find that there are a few specifications that are difficult to meet. In general, the requirements tend to be fairly thorough and at times, a bit outdated. Apporval of WLAN 802.11 in India
Hi all, We have been informed that India will now request in country tests for WLAN 802.11 products.But the decision is not taken yet, As of today the requirements is unclear…. Before we have been able to get approval of such products without in country tests by just submitting technical file with Appropriate tests reports. Anybody could confirm this information ?
