My recommendation having done this would be to bring up a 9.x server fresh,
copy data and cut over. Don't try to upgrade from 7.6.4 to 9.x. The ITSM and
Remedy database models are too different.

Sending just the API's may not always work. I am working on new code for
regression testing and load testing that uses the web as well as the API's.

I dont know if this helps but from my point of view Overlays are cool
dangerous. If you dont know what you are doing and by pass the Overlay
Functionality you can really screw up a form.

I am not sure how you couldn't but did you successfully load Atrium
CMDB7.6.4? Did you look at the log files after the installation? Did you run
the verification check it offers to run?
Simply loading the form will not necessarily fix this issue. During the
install records are created with the
