Having said that, it is however possible to implement what you want by
creating a custom field to store this ID that you wish to generate. The
easiest way to achieve this would be to create a counter form
not need to commit at the end of every delete but you can do this at
the end of all the 3 delete operations for that table.
Since you have about a million records, it might be a good idea to take the
AR System offline while performing these delete transactions.

I would go with Kaiser...
Do not create a record everytime it is modified.. Have a temp field to pull
the record ID if that record has already been created. So if that temp field
is not null do nothing else create that record if that temp field is null..
