I believe it has some similarity to older IEE Wiring Regulations from the UK.
As such, there is some similarity to BS 7671. However, I can't say how
is that you must get either at least an IR approval to sell
the product in India. The more stringent GR approvals are typically called
out for equipment used in the government-owned network.
I'm not aware of a residency requirement for getting an IR approval, but it
wouldn't surprise me

We have been informed that India will now request in country tests for WLAN
802.11 products.But the decision is not taken yet,
As of today the requirements is unclear….
Before we have been able to get approval of such products without in country
tests by just submitting technical file
