I am not an Exchange Admin, but we are moving exchange to another server.
Do i treat it like a restore or could someone point me in the right
direction? I have online backsups of both DS/IS stores. Is it just
installing exchange on the new server and restore everything from backup?

am restoring from an online backup
it to the Exchange Service Account
with appropriate permissions using the Exchange Administrator and then
moving Exchange Servers computer account to DomainB ?

until complete, then promote it to PDC.

As your Exchange Server is only a member server I don't see any reason not
to just change the domain - as long as it can reach a domain controller in
the domain where the user accounts are to authenticate the mailbox owners
etc. all should still work. Beware of removing the exchange service
