One more thing... the older setup was based on sendmail. The domain
alias was done using domaintable option in sendmail. If you are aware
of sendmail, then it should give you an idea of what I want to do using
qmail.

I figured out the issue.
In short..
If you have a qmail server that should only relay mails for a (or a set
of) relayclients, then you need to use /etc/tcp.smtp and leave
/var/qmail/control/rcpthosts blank. This will solve the issue of partial
open relay. eg: a campaign mailer server.
