secure erase the fusion drive «mcintosh hd» with zeros. Sometimes with external disk or some partitions this secure erase button appears in the dialog. I was thinking that El Capitan would run even better with the backup image from Time Machine on top of a secure erased hard drive would be good

No big problems with El Capitan here. Restart voice over occasionally. Normal vo comands in Safari. Have not learned hot spot. vo-i is often used in Safari. Sometimes i get busy in apps and Safari, but not often. Late 2012 iMac. Its easy to use Time Machine backup. At least with Time Capsule
