There is a No-Connect Rule you can apply to those component pads.
Goto D(esign)/R(ules)/Manufacturing/Power Plane Connection Style/Add
Then goto Filter Kind and specify "Pad", and go find the pad you want.
Then on rule Attribute, set it to "No Connect".

OW, a 5mm round pad with a -5mm expansion will make
the pad disappear, not double in size. You need to use a
positive number.
If you may need a special shape, place a fill or some pads on
the Solder Mask layer in the shape and location you need.

I pressed the Shift S key and it worked a few times;
but it stopped working. If I play with it and switch layers

work again.
I still think it is a bug.

I found the Atmel.dl file use by WinCUPL and copied to Protel's PLD
directory, and that worked too. However, it doesn't display the ATF15xx
technology details if you know what I mean. There must be another file that
needs to be patched.

Ok, yea, I didn't try to compile anything in Protel with the WINCUPL's
version of Atmel.DL.
Could you do me a favor and email me Atmel's Protel version of
Atmel.dl? I don't want to download a 45Mb file, find a suitable Computer
in which to install Protel, just to get a 300K

and I've become accustom to GCPrevue just not display them. But if I
read the power plane back into Protel, there they (thermal relief's) are.
I've never tried this with Camtastic.

I would add those pins to the netlist. IOW, add some
wires to those pins on the schematic and bring them
out to either some man made test points (i.e. a part with
one pad); or a header somewhere. Name 'em spare1,
spare2, spare3, etc.
Problem solved.
