Yeah. I hear ya. Its just odd that I use to have that problem but, after
updating to IOS 6, its fixed. Meaning, Voiceover is now loude enough to be
heard over the call
over just fine.

I'm not sure this is a bug. I'm not seeing this behavior at all on my iPhone
5 or 4S running IOS 6. Actually, In IOS 6, for me at least, they have
increased the volume of voiceover when on a call and the phone is placed on
speaker. Its so loud, I had to turn down Voiceover.

Then, the 4S continues to be the exception. I suspect a hardware conflict as
the problem is only in the 4S, and has always been there.
