You have to have a gmail account. If you do, then just go to
Voice.google.com and set it up there. I don't recall the exact set up, but

I'm not sure I'm going to be of much help. I tried doing this with Orca
and Firefox, and I couldn't get into the right tab. Using Chrome and
ChromeVox, I was able to do it however. I went to voice.google.com,
which should be the same page you got to. There's a settings pull down
