I'm developping with Visual Studio 2015, I updated configure.ac and tested
that it works

i18n.vcxproj project to the VS2015 build that executes
msgfmt
on the .po file and place them in local/XX/LC_MESSAGES/warzone2100.mo.
It also define ENABLE_NLS and adds libintl dependency.
Build tested with appveyor.

/ develop the unit speed from initial (T1 or T2)
to maximum. But after loading a saved game, the units are very slow. It
seems the speed is reset to initial speed.
