In my interpretation, if WMCH reserves for itself the right to decide who is allowed to use or steer the drone, if it is up to WMCH to decide whether the drone is in an appropriate state to be used, and if WMCH pays for the exploitation cost, they would be considered the Halter / détenteur. If the association delegates this role to you, you would be the Halter / détenteur, independently from the fact that the association is the owner of the drone (most likely even if the association is re-funding the exploitation cost). Probably it would be wise to have a written agreement with the insurance company that the association is to be considered the Halter / détenteur whenever the drone is being used by en employee or a member of the association, and to have an agreement between the association and the users of the drone regarding the conditions of use (e.g. users have to prove that they are able to steer it; the use is only allowed in the interest of association goals). This also raise the question of insurance for the equipment owned by the association, and for the volunteers and their equipment while participating in events for the association. * If one causes damage with the association equipment, or if the association equipment is damaged or stolen, how are we insured ? * If my equipment is damaged or stolen while participating to an event for the association ? I think those are important questions, that need a real answer. Just for information, I will not fly the WMCH drone until the situation is clear, as I think this is to jeopardizing for me. Duc-Ahn Chung will be our new Chief Administrative Officer, starting in November, and Charles Andrès, our former president of the board, will be our new Chief Science Officer. Read on for more details! When Chantal Ebongué, our CAO and first employee, told us she was planning to leave, we set a recruiting committee to replace her. One of the reasons she was leaving was that it was difficult to take care of both administrative work and project work -- both because of the high workload, and because these two tasks require very different competences. Thus, while drafting the job description, the recruiting committee proposed to the board to hire two people. This was accepted, and we now have filled these positions. Duc-Anh (Anh) Chung, our new CAO, originally studied hotel management, and worked as project manager in different hotels around the world. She then worked as an executive assistant in a start-up company in Geneva, in charge of all administrative matters. Since May 2012, she is assistant director in a large non-profit organization in Geneva. In this position, she is responsible for all administrative matters, and has a wide experience helping a purely volunteer organization transform itself into a professional structure. Among other tasks, Ahn will be in charge of the human resources and the finances of our association, including the annual fundraiser and the financial side of the FDC application, and will report directly to the board. She will start working for Wikimedia CH on 1 November -- just in time for the fundraiser :-) Charles Andrès, our new CSO, was originally trained as a biologist; he received a Master in Genetics followed by a PhD in Cellular Biology in France. Since 2007, he has worked as a senior scientist at the University of Neuchâtel, where he is a researcher and lecturer in biology. He is a Wikipedian since 2007, board member of Wikimedia CH since 2010 and the chairman of the board since June 2012. Charles will be responsible for all the projects conducted inside our association, including both support of individual initiatives (members projects) and institutional partnerships, and will be responsible for the annual FDC application. Among other projects, he will oversee our GLAM activities, as well as the development of our education program. He will report directly to the board. Charles has started working part-time as CSO on 1 September (just in time for the preparation of the FDC application :-), and will join us full time in early October. The choice of a Chief Science Officer (CSO) position The decision to create a CSO position stems from the fact that many of our efforts (current and planned) are focused on scientific projects; by this we mean not only that we have established many collaborations with academic institutions, but also that we intend to drive our projects using a scientific approach, as a tool to improve quality. We have received very good feedback on this from many people in the Wikimedia community. -- The choice of two directors rather than one executive director In our current structure and given our level of development, the board still takes care of many tasks traditionally in the hands of an executive director. The choice of hiring two directors, each with well-defined areas of competences, working closely together and with the board, was deemed the best solution (note that despite the title of directors, they will not simply delegate the day-to-day work to other employees, but will actually perform most of it). This solution fits well with the Swiss culture, as even the Federal government is organized following such a collegial structure (https://en.wikipedia.org/wiki/Federal_Council_%28Switzerland%29 ). We are also glad to have been able to make a balanced hiring: not only have we hired one man and one woman, but we have one director who knows the Wikimedia movement very well, and another one who will bring a fresh pair of eyes. Unfortunately, we have not been able to find a balance between the different languages spoken in Switzerland, as we hired two native French speakers, but we have made sure that our staff can cover adequately the different language communities in the country.

[Wikimediach-l] Meeting with Fed. Office for Civil Protection - Section Cultural Property Protection
Dear all, Yesterday, I have met with the people responsible for the protection of cultural properties at the Federal Office for Civil Protection in Switzerland. The minutes (in German) can be found here: http://de.wikipedia.org/wiki/Wikipedia:WikiProjekt_Schweizer_Denkmallisten/Meeting_mit_dem_FB_KGS_vom_23._Mai_2013 Here a summary: - They are happy to help us with the monuments lists in their area of competence (in addition to the lists of cultural properties of national and regional significance which are handled at the national level, there are also cantonal and municipal monuments lists which they are not responsible for). - They are positive about Wiki Loves Monuments; the same is true for the cantonal instances they are in contact with (monument protection services / civil protection services). - They promised to provide us with database dumps, including all the KGS-identifiers (A- and B-objects; identifiers of B objects have been missing so far) by the end of May / beginning of June. - They will take measures to facilitate the updating of the lists on Wikipedia in the future (clearly indicating changes on their lists; making database dumps available). - They ask us not to use the official white-blue cultural-property sign for any other objects than KGS class A objects and not to use similar signs either (in fact the use of the official sign is regulated by international law and Swiss law) - This should be taken into account when designing the interfaces of information systems (map applications, phone apps, etc.) - They gave us recommendations in order to avoid complications due to the different semantic systems at various federal levels - They will be happy to get informed about any corrections made by the community. Dear all, Would it make sense to set up the workshops as kick-off meetings of working groups which will meet in RL or online at several times over the coming months and then report back to the Board/the Members? - Some issues might be too broad to be dealt with during one afternoon and will need follow-up and active involvement of members over a longer period of time. Dear Frédéric, dear all, There are some photography cracks among Seniorweb volunteers. We also discussed about scanning old dias and photos today at a get-together of Seniorweb volunteers. I think spreading the word in the Seniorweb community could be worthwhile. Is there someone who could give an introductory course in German? (e.g. in Bern) - Legal aspects: Why is it important to publish the pictures under a free license? Which licenses are acceptable for Wikimedia-related projects? - Technical aspects: How to upload the photos? - Community: What should they know about the community and the interactions on the platform? Dear all, I would like to add a few things to the discussion, mostly based on our current experiences with the launch of the TAO project website (http://www.thirdageonline.eu/), for which many requirements were the same as for the future Wikimedia CH website. 1) I can confirm that the cooperation with Sehsinn (Sami Kaddoura) has been very positive and straightforward. There are a few basic things, like the main structure, the multilingual functioning, and the identification of static vs. dynamic contents of the site that take quite some time to be sorted out at the beginning, before the site design can start. It may be possible to speed up the process if you take the TAO project website as a reference from where to define the requirements for the Wikimedia CH site (working with the same web designer would help in this case). 2) Choice of the CMS: Compared to the TAO website, there seems to be one big difference concerning the requirements for the wikimedia.ch CMS - the future contributors of the Wikimedia CH website are already familiar with MediaWiki, which is not necessariliy the case for TAO, and the ease of copying content from an internal Wiki to the public website may be a strong argument in favor of MediaWiki. In case someone wants to get a feel of Wordpress, I can offer you an account on the TAO-Website and, depending on your availability, I could also provide you with some real tasks, which is probably the best way to get to know a CMS. 3) Interactivity: One aspect I am missing on your requirements list is the degree of interactivity you want for your site - do you want to get feedback to your posts and allow for n:n communication (blog with the possibility of posting comments or discussion forum)? In developping the TAO website, we decided not to allow for interaction in a first step (but to leave the possibility open in the future, which would not be very costly from a development point of view). There are several reasons for this decision: (1) From our point of view, interaction about TAO activities should first and foremost take place on the community partners' platforms - we do not want to create an additional community platform; (2) Allowing for interactivity means more work: you need to be ready to police contributions in order to fight SPAM or disruptive behaviour, and you need to have people and time to actively participate in the interaction; (3) In the start version of the website, we have translated some of the blog posts, meaning that you would expect a discussion about a post to take place on several language versions in parallel - this does not make much sense. (4) In order to avoid some of the aforementioned problems, we have set up a Facebook group for the project (discussions are presently going on about transforming it into a Facebook page instead). On Facebook, several languages could coexist in one setting, and policing for SPAM and disruptive behavior would probably be less of an issue, as it does not happen on the official Website. On the other hand, it allows for an open feedback culture with n:n communication (which I think would be valuable); if we can get this going on Facebook, there may be no need to have any interactivity on the project Website itself. 4) On the content side, I would also expect a description of concrete possibilities for participation in the association's activities. It might be helpful to show the visitors in which areas the various working groups need a hand and which are the additional competencies required. As I suggested in my previous mail to you, we will have a look bilaterally at how you can get implicated in the elaboration of the project proposal. I agree with you that we first of all need grassroot support for the project and I am very grateful that you mentioned that point. On the other hand, in order to include Wikimeida CH in the proposal and to receive funding both on behalf of Wikimedia CH and for the research institutions participating in the project, it is important to get the association's official committment.
