MONTENEGRIN ASSEMBLY ADOPTED LAW ON EMPLOYMENT
PODGORICA- The Montenegrin Assembly adopted yesterday the Law on employment, in accordance with requests of the market economy. The most radical law changes refer to stamping out the gray economy at the labor force market and enabling right on work quarantined by the Constitution. MP's adopted also the Law on courts, done in accordance with the international standards, confirmed by the foreign consultants. MONTENEGRIN ASSEMBLY PRESIDENT VESNA PEROVIC FRY CAN SURVIVE ONLY AS A UNITARY STATE PODGORICA- The Federal Republic of Yugoslavia (FRY) has never functioned harmoniously and it can only survive as a unitary state, where Montenegro does not present a federal unit- Montenegrin Parliament President Vesna Perovic said in an interview to Belgrade daily "Vecernje novosti". Montenegro has more potentials to progress faster as an independent state, from a simple reason, it is a small state and every reform will show obvious positive consequences - Perovic said. Preserving common state Serbia will have a comfort for lost wars and territories but this will not facilitate numerous economic troubles, which will be even larger with lagging Montenegro- Montenegrin Assembly President Vesna Perovic asserted. MONTENEGRIN RULING DEMOCRATIC PARTY OF SOCIALIST (DPS) PREPARATIONS FOR REFERENDUM AND LOCAL ELECTIONS PODGORICA- The Montenegrin ruling Democratic Party of Socialists (DPS) started preparations for referendum and local elections. Member of the DPS Presidency Igor Luksic said that the local elections in Montenegro would be held by the end of May and organization of the referendum on Montenegrin state legal status is also in the stage of preparation. Presidents' elections in Montenegro will be held by the end of this year.- Luksic confirmed. MONTENEGRIN MINISTER OF WORK DRAGISA BURZAN LAW ON WORK BY THE EUROPEAN STANDARDS PODGORICA- Contract between employees and employer and larger employer authorities are the base of the Law draft on work. Comparative right from the European legislation provides protection of the employees during their entire working life- Montenegrin Minister of work and social care Dragisa Burzan said, explaining content of the Law, which has been returned recently from the Assembly to be supplemented. According to Burzan the law will not mean dismissal of workers although the process of closing unprofitable companies is actual now. The minister points out that the new law will create better conditions for employment and for transferring illegal into legal work. Burzan is convinced that Montenegro would need more labor force in few years, "since foreign investor, more and more interested in investing in Montenegro, are going to resolve unemployment problem". in Montenegrin SKUPSTINA CRNE GORE USVOJEN ZAKON O ZAPOSLJAVANJU Podgorica - Skupstina Crne Gore usvojila je juce Zakon o zaposljavanju, kojim se ta oblast usaglasava sa zahtjevima trzisne privrede. Najradikalnije zakonske promjene usmjerene su na suzbijanju sive ekonomije na trzistu radne snage i omogucavanje ustavom garantovanog prava na rad. Crnogorski poslanici su usvojili i Zakon o sudovima, ciji je tekst usaglasen sa medjunarodnim standardima, sto je potvrdjeno od inostranih konsultanata. PREDSJEDNIK SKUPSTINE CRNE GORE VESNA PEROVIC: SRJ MOZE DA OPSTANE JEDINO KAO UNITARNA DRZAVA Podgorica - Savezna Republika Jugoslavija (SRJ) nikada nije skladno funkcionisala i moze jedino da opstane kao unitarna drzava, u kojoj Crna Gora ne predstavlja federalnu jedinicu - izjavila je predsjednik crnogorskog parlamenta Vesna Perovic u intervjuu beogradskom listu "Vecernje novosti". Crna Gora ima mnogo vise mogucnosti da samostalno brze napreduje, iz jednostavnog razloga sto je mala drzava i sto ce svaki reformski potez imati odmah vidljive pozitivne posljedice - kazala je Perovic. Srbija ce opstanskom zajednicke drzave imati utjehu za izgubljene ratove i teritorije ali joj to nece olaksati brojne ekonomske muke, koje ce sa zaostalom Crnom Gorom biti jos vece - ocijenila je predsjednik crnogorskog parlamenta. CRNOGORSKA VLADAJUCA DEMOKRATSKA PARTIJA SOCIJALISTA (DPS) PRIPREMA ZA REFERENDUM I LOKALNE IZBORE Podgorica - Crnogorska vladajuca Demokratska partija socijalista (DPS) pocela je pripreme za referendum i za lokalne izbore. Prema izjavi clana Predsjednistva te partije Igora Luksica, lokalni izbori u Crnoj Gori bice odrzani krajem maja, a u planu je i referendum o drzavno-pravnom statusu Crne Gore. Krajem ove godine u Crnoj Gori bice odrzani i predsjednicki izbori, rekao je Luksic. CRNOGORSKI MINISTAR RADA DRAGISA BURZAN: ZAKON O RADU PO EVROPSKIM STANDARDIMA Podgorica - Osnovu predloga Zakona o radu cini ugovor izmedju radnika i poslodavca i povecanje ingerencija poslodavca, a komparativno pravo iz evropskog zakonodavstva obezbjedjuje zastitu zaposlenih tokom citavog procesa rada - rekao je crnogorski ministar rada i socijalnog staranja Dragisa Burzan, obrazlazuci tekst tog zakona, koji je nedavno vracen iz skupstinske procedure na doradu. Prema Burzanom rijecima, zakon nece dovesti do veceg otpustanja radnika sa posla, iako je proces gasenja nerentabilnih firmi u toku. Ministar istice i da ce novi zakon stvoriti bolje uslove za zaposljavanje i pretvaranje rada na crno u legalan rad. Burzan je uvjeren da ce Crna Gora za nekoliko godina imati vecu potrebu za radnom snagu, "jer ce ulaganja stranih investitora, koji svakim danom pokazuju sve vece interesovanje za Crnu Goru, rijesiti problem nezaposlenosti".
