MONTENEGRIN PRESIDENT MILO DJUKANOVIC ABOUT REDEFINITION OF RELATIONS
WITH SERBIA
OUR AIM IS EUROPEAN MONTENEGRO

PODGORICA- European Montenegro is a strategic aim of the Montenegrins
and this could be reached through renewal of the Montenegrin state legal
status and gaining international legal subjectivity- Montenegrin
President Milo Djukanovic in an interview to Podgorica's TV "Elmag".

Djukanovic pointed out that special efforts should be invested in
negotiations with Serbian, in order to reach the best state form for
both Montenegrin and Serbian citizens.

Attitude of the official Montenegro is an alliance of two independent
states. If this model will not be realized the referendum in Montenegro
is necessary, so that the state status matter could be resolved in a
democratic and transparent way. Djukanovic said.

The Montenegrin President asserted that elections could not substitute
referendum and local and president's elections must be organized during
this year. Therefore parliamentary elections will be held after defining
Republic state-legal status.

EU DID NOT TREATED MONTENEGRIN OPINIONS IN THE RIGHT WAY

PODGORICA- The European Union (EU) And France will respect the outcome
of the Montenegrin and Serbian dialog even in the case they do not agree
their opinions - Montenegrin Chief of diplomacy Branko Lukovac said
after recent visit to France.

Lukovac is of the opinion that the EU maid a mistake at the very
beginning regarding Montenegrin -Serbian dialog "since it reconsidered
only opinion of one side and did not treated equally opinion and
strivings of Montenegro for the firm relations between Montenegro and
Serbia and for future stability in the whole region".

Montenegrin Chief of diplomacy expressed his belief that a dialog
between Montenegro and Serbia will be finished in presence of the EU
representatives by the end of February, when there is possible
referendum's organizing by the end of April or beginning of May.

OSCE OFFERS HELP TO MONTENEGRO FOR INSTITUTIONS IMPROVEMENT

PODGORICA - The most important role of the OSCE in Montenegro is
institutions' improvement - OSCE Chief in Podgorica Michale Robinson
said while meeting with Montenegrin Assembly President Vesna Perovic.

Robinson emphasized very significant role of the Parliament in the
process and offered cooperation in development and improvement of
parliamentary legislative so that the parliamentarism as a
democratization precondition could be basically implemented.

Montenegrin Assembly President Vesna Perovic pointed out that every help
in implementation of rule and principles accepted in developed
democracies was very useful to Montenegro, in order to reach the
European standards.

DEFINED MONTENEGRIN CUSTOM SOVEREIGNTY 

PODGORICA- MP's in the Montenegrin Assembly adopted yesterday the
Customs Law and the Law on Customs Service.

A modern and autonomous Montenegrin customs system, done in accordance
with the European legislative, world's customs and trade organization
standards was defined by adopting these laws.

According to the law regulations on customs the Montenegrin custom has a
charge over the entire Republic, not only at the checkpoints.

CRNOGORSKI PREDSJEDNIK MILO DJUKANOVIC O RAZRJESENJU ODNOSA SA SRBIJOM:
NAS CILJ JE EVROPSKA CRNA GORA

Podgorica -  Strateski cilj gradjana Crne Gore je evropska Crna Gora, a
put do tog cilja vodi kroz obnovu crnogorske drzavnosti i sticanje
medjunarodnog pravnog subjektiviteta - izjavio je predsjednik Crne Gore
Milo Djukanovic u intrvjuu podgorickoj televiziji "Elmag".

Djukanovic je istakao da treba uloziti napore u dogovor sa Srbijom, kako
bi doslo do optimalne forme najmanje problematicne za crnogorske i
srbijanske gradjane.

Prema stavu zvanicne Crne Gore, to je model saveza dvije nezavisne
drzave, a ako do toga ne dodje, u Crnoj Gori ce se organizovati
referendum, kako bi se na taj nacin pitanje drzavnog statusa rijesilo na
demokratski i transparentan nacin - rekao je Djukanovic.

Crnogorski predsjednik je ocijenio da izbori ne mogu biti supstitut za
referendum, a da su u toku ove godine obavezni lokalni i predsjednicki
izbori, te da je logika da se parlamentarni izbori odrze tek nakon
definisanja drzavno - pravnog statusa Republike.

na kraju dijaloga Crne Gore i Srbije postuje ishod, makar on  bio i
nesaglasnost opredjeljenja - izjavio je crnogorski sef diplomatije
Branko Lukovac, nakon nedavne posjete Francuskoj.

Lukovac smatra da je EU po pitanju crnogorsko - srpskog dijaloga
napravila gresku na samom pocetku, "sto je saslusala samo jednu stranu,
a nije na ravnopravan nacin tretira ocjene i opredjeljenja Crne Gore u
pogledu zdravih odnosa izmedju Crne Gore i Srbije i buduce stabilnosti u
cijelom regionu". 

Crnogorski sef diplomatije je izrazio uvjerenje da ce dijalog Crne Gore
i Srbije uz prisustvo predstavnika EU biti zavrsen u februaru, nakon
cega ce se ostaviti mogucnost za organizovanje referenduma krajem aprila
ili pocetkom maja.

Podgorica -  Najvaznija uloga OEBS-a u Crnoj Gori je pomoc u jacanju
institucija - izjavio je sef kancelarije OEBS-a u Podgorici Majk
Robinskon u razgovoru sa predsjednikom Skupstine Crne Gore Vesnom
Perovic.

Robinson je naglasio ulogu Parlamenta u tom procesu i ponudio saradnju
na izgradnji i jacanju parlamentarne legislative, kako bi se
parlamentarizam kao osnovni preduslov demokratizacije mogao sustinski
implementirati.

Predsjednik crnogorske Skupstine je istakla da je Crnoj Gori u cilju
postizanja evropskih standarda, uvijek dobro dosla pomoc u
implementaciji pravila i principa usvojenih u razvijenim demokratijama.

ZAOKRUZEN CARINSKI SUVERENITET CRNE GORE

Podgorica -  Poslanici Skupstine Crne Gore usvojili su juce Carinski
zakon i Zakon o carinskoj sluzbi. 

Usvajanjem tih zakona zaokruzen je moderan, autonoman carinski sistem
Crne Gore, usaglasen sa standardima evropskog zakonodavstva i normama
svjetske carinske i trgovinske organizacije.

Zakonskim propisima o carinama  ovlascuje se carina Crne Gore da djeluje
na citavoj tiritoriji Republike, a ne samo na granicnim punktovima
