DJUKANOVIC : NEGOTIATIONS ABOUT MONTENEGRIN-SERBIAN RELATIONS WILL BE
FINISHED BY THE END OF FEBRUARY
MONTENEGRO IS NOT GIVING UP FROM INDEPENDENCE

PODGORICA - Montenegro can preserve its state, national and culture
unity only in the case of renewed independence and by gaining
international-legal subjectivity - Montenegrin President Milo Djukanovic
said during his meeting with Slovenian President Milan Kucan in
Ljubljana, after visiting Brussels.  

We will not cede the ground on that idea - Djukanovic said, pointing out
readiness of the official Montenegro to negotiate with all relevant
factors, keeping in mind the importance of the regional stability and
with a due respect to the European policy, the Montenegrin nationality
and the state interest. 

Djukanovic emphasized that he had agreed with the European Union (EU)
High Representative Javier Solana to continue negotiations about
Montenegrin-Serbian matter which has to be finished by the end of
February. 

VUJANOVIC ABOUT RESOLVING OF MONTENEGRIN-SERBIAN MATTER
THE BEST SOLUTION IS BREAK UP BY CZECH-SLOVAKIAN MODEL

PODGORICA - The Czech-Slovakian model is the best example for resolving
Montenegrin-Serbian relations - Montenegrin Premier Filip Vujanovic said
to "Vjesnik", from Zagreb.

According to this model, two republics could split up by agreement and
could create, as they agree, future relations of the two states, which
have been tied in common state that became an obstacle for their future
development.- Vujanovic said.

In his opinion, previous dialog, especially experts' work, confirmed
that an alliance of two independent states presented the best solution
of Montenegrin-Serbian relations.

If the officials from Belgrade do not accept that suggestion, Montenegro
will decide at the referendum about its future- Vujanovic said.

MILACIC ABOUT DJUKANOVIC-SOLANA MEETING IN BRUSSELS
FINAL SOLUTION BY THE END OF FEBRUARY

PODGORICA - Recent meeting of Montenegrin President Milo Djukanovic and
the EU  High Representative Javier Solana in Brussels, was an
opportunity to analyze in more details, then before, the reasons and
arguments of the Montenegrin attitude and the EU position regarding
resolving of the Montenegrin-Serbian matter- Chief of the Montenegrin
Mission in Brussels Slavica Milacic said.

Key points of the Montenegrin model in the union of two independent
states have been repeated, since they follow the European model of
integration and are based on the EU basic principles and its system of
values.- Milacic said.

Dialog will probably be finished by the end of February, when there
would be summarized previous results and conclusion of a dialog at the
meeting with Solana - Milacic concluded. 



  
MEETING FOREIGN DIPLOMATS IN BELGRADE PEROVIC ANNOUNCED
PROLONGING COMMON STATE WILL SPREAD OUT GREAT SERBIAN NATIONALISM

PODGORICA - Avoiding referendum in Montenegro and insisting on
preservation a common state, in spite of parliamentary majority, which
has a duty to organize referendum, will just strengthen those political
forces, which supported Slobadan Milosevic to the very end- President of
the Montenegrin Parliament Vesna Perovic said while meeting with
diplomats from Great Britain, Spain and the United States of America
(USA) in Belgrade.

Supporting these political parties would mean strengthening of the Great
Serbian nationalism in Montenegro and new stream of this nationalism in
Serbia- Perovic said.

The Montenegrin Parliament President asserted that such an act would
inevitably intensify strained relations, or more probably lead to
conflicts. " Such a state could not be stability base in the Balkans or
an aspirant on integration in the European Union (EU)." - Perovic
concluded.

CRNA GORA NE ODUSTAJE OD NEZAVISNOSTI

Podgorica - Crna Gora moze sacuvati svoje drzavno, nacionalno i kulturno
bice jedino u uslovima obnovljene drzavnosti i stecenog
medjunarodno-pravnog subjektiviteta - izjavio je u Ljubljani crnogorski
predsjednik Milo Djukanovic, koji se na povratku iz Brisela susreo sa
slovenackim predsjednikom Milanom Kucanom. 

Od te ideje necemo odustati - kazao je Djukanovic isticuci spremnost
zvanicne Crne Gore da razgovara sa svim relevantnim faktorima, uz
respektovanje regionalne stabilnosti i evropske politike, pri cemu se
moraju postovati crnogorski nacionalni i drzavni interes. 

Djukanovic je istakao da je prije dva dana sa visokim predstavnikom
Evropske unije (EU) Havijerom Solanom postigao saglasnost da se
razgovori o crnogorsko-srpskom pitanju nastave i u planiranoj dinamici
okoncaju krajem februara.

 



VUJANOVIC O RAZRJESENJU CRNOGORSKO-SRPSKOG PITANJA:
NAJBOLJI JE RAZLAZ PO CESKO-SLOVACKOM MODELU

Podgorica - Crnogorsko-srpske odnose najbolje je rijesiti po
cesko-slovackom modelu - izjavio je crnogorski premijer Filip Vujanovic
za zagrebacki "Vjesnik". 

Taj model, po ocjeni Vujanovica osigurava sporazuman razlaz i dogovoreno
koncipiranje buducih odnosa dviju drzava, nekada vezanih u zajednickoj
drzavi koja je izgubila smisao i postala smetnja njihovog napretka. 

Prema misljenju Vujanovica dosadasnji dijalog, posebno rad eksperata
pokazao je da je savez dvije nezavisne drzave najbolje rjesenje
crnogorsko-srpskih odnosa. 

Ako taj predlog ne prihvati zvanicni Beograd, Crna Gora ce putem
referenduma odluciti o svojoj buducnosti - porucio je Vujanovic.

KONACNO RJESENJE DO KRAJA FEBRUARA

Podgorica - Nedavni susret crnogorskog predsjednika Mila Djukanovica i
visokog predstavnika Evropske unije (EU) Havijera Solane u Briselu, bio
je prilika da se mnogo detaljnije, nego do sada, analiziraju razlozi i
argumenti crnogorskog pristupa kao i pozicija EU u rjesavanju
crnogorsko-srpskog pitanja - izjavila je sef crnogorske misije u Briselu
Slavica Milacic. 

Ponovljena su kljucna polazista crnogorskog modela u uniji dvije
nezavisne drzave, koja slijede evropski model integracije i baziraju se
na svim osnovnim principima filozofije EU i njen sistem vrijednosti -
rekla je Milacic. 

Predvidjeno je da se dijalog okonca do kraja februara, kada bi se na
zajednickom sastanku, uz ucesce Solane, sumirali ucinci i konacan
rezultat dijaloga - kazala je Milacic.

ISTRAJAVANJE NA ZAJEDNICKOJ DRZAVI OJACACE VELIKOSRPSKI NACIONALIZAM

Podgorica - Izbjegavanje referenduma u Crnoj Gori i insistiranje na
ocuvanju zajednicke drzave, uprkos parlamentarnoj vecini koja je duzna
da organizuje referendum, ojacava one politicke snage koje su do samog
kraja bile na strani Slobodana Milosevica - istakla je predsjednik
crnogorskog parlamenta Vesna Perovic u razgovoru sa diplomatama Velike
Britanije, Spanije i Sjedinjenih Americkih Drzava (SAD) u Beogradu.

Podrzavanje tih politickih subjekata znacice ponovno jacanje
velikosrpskog nacionalizma u Crnoj Gori i novu snagu tog nacionalizma u
Srbiji - kazala je Perovic. 

Predsjednik crnogorskog parlamenta ocijenila je da takav postupak
neminovno vodi poostravanju zategnutih odnosa, mozda cak i konfliktima,
"a takva drzava sigurno nece moci da bude temelj stabilizacije na
Balkanu niti pretendent za ulazak u Evropsku uniju (EU)".
