DJUKANOVIC AFTER MEETING WITH GAMA ANNOUNCED
MONTENEGRO'S RIGHT ON SELF-DETERMINATION CAN NOT BE QUESTIONABLE

PODGORICA- Solana's possible solution for Montenegrin and Serbian
relations in a transferring period is reconsidered responsibly in
Montenegro, but there is not yet the right moment to announce final
attitude of Montenegro regarding the offer- Montenegrin President Milo
Djukanovic said after meeting with OSCE President Zaim Gama.

Montenegro's right on determining its own future as countries and people
all over the world can not be denied- Djukanovic said, adding that only
matter to be discussed is dynamic of the right, which the Montenegrins
will use by the first half of this year.

Official Montenegro is ready to discuss with everyone who has its own
interests on the Balkans and reconsider their suggestions. At the end of
talks we will decide what is the best interest of Montenegro and in
accordance of its vital state and national interests-Djukanovic
explained.

The Montenegrin President said that he had concluded from the talks with
Gama that the OSCE is neutral regarding resolving of state legal status
of Montenegro.

OSCE PRESIDENT ZAIME GAMA
IT'S NOT ON ME TO COMMENT NEGOTIATIONS BETWEEN MONTENEGRO AND SERBIA

PODGORICA - I am satisfied with the talks between Montenegro and Serbia
and I truly hope that they will result in positive outcome- OSCE
President and Minister of Foreign Affairs of Portugal Zaime Gama said
after meeting with Montenegrin President Milo Djukanovic.

The OSCE has a neutral attitude regarding Montenegrin-Serbian dialog and
it's not on me to give any comment about negotiations - Gama said.

After today's meetings, Gama added, new possibilities for cooperation
between Montenegro and the OSCE have been created, with a view to
improving cooperation on supervising the work of police, media and
similar institutions.


MONTENEGRIN PARLIAMENT PRESIDENT VESNA PEROVIC AFTER MEETING WITH GAMA
REFERENDUM IS NECESSITY

PODGORICA - Solution for Montenegro's state status without referendum's
scheduling would be a "triumph of justice"- Montenegrin Parliament
President Vesna Perovic said during meeting with OSCE President Zaime
Gama.

In Perovic's opinion giving up from the referendum would mean
"disappointment for those who present the most progressive people in
Montenegro".

Perovic briefed Gama on the fact that political majority in the
Montenegrin Parliament has the task to schedule referendum on state
status of Montenegro and that all questionnaires on public opinion
research confirm that pro independence block has an advantage of 18%
compared with pro federal block.

Therefore rejecting the will of majority would be expressing respect
toward the political minority- its has been said in the announcement
from Montenegrin Parliament President Vesna Perovic cabinet.

USA CONGRESS ANALYST ROBERT HAND
EUROPE SHOULD NOT DETERMINATE RELATIONS BETWEEN MONTENEGRO AND SERBIA

PODGORICA - It is general opinion that neither Europe nor anybody else
should determinate future relations between Montenegro and Serbia-
senior Analyst of American Congress board for security and cooperation
in Europe Robert Hand said.

The Montenegrins themselves should resolve this matter and their
democratically elected representatives - Hand said in his interview to
the Voice of America, what Podgorica's media have also published.

Authorities in Washington, especially in the Congress are friendly
disposed toward Montenegro.- Hand confirmed.

Podgorica - U Crnoj Gori odgovorno sagledavamo ideju koju je Solana
iznio kao moguce rjesenje odnosa Crne Gore i Srbije u nekom prelaznom
periodu, ali jos nije sazrela situacija da se saopsti konacan stav Crne
Gore o toj ponudi - izjavio je crnogorski predsjednik Milo Djukanovic
nakon sastanka sa predsjedavajucim OEBS-a Zaimom Gamom.

Nesporno je da Crna Gora ima pravo da odluci o svojoj buducnosti kao sve
drzave i narodi svijeta - rekao je Djukanovic, dodajuci da je jedino o
cemu se moze razgovarati dinamika tog prava, koje ce gradjani Crne Gore
iskoristiti do prve polovine ove godine.

Zvanicna Crna Gora spremna je da razgovara sa svima koji imaju interese
na Balkanu i da saslusa njihove predloge ,a na kraju razgovora
odlucicemo onako kako procijenimo da je u najboljem interesu Crne Gore i
u skladu sa njenim vitalnim drzavnim i nacionalnim interesima - objasnio
je Djukanovic. 

Crnogorski predsjednik kazao da je iz razgovora sa Gamom shvatio da je
OEBS neutralan po pitanju rjesavanja drzavno-pravnog statusa Crne Gore.

crnogorskim predsjednikom Milom Djukanovicem. 

OEBS je po pitanju crnogorsko-srpskog dijaloga neutralan i nije moje da
komentarisem te pregovore - rekao je Gama. 

Nakon danasnjih razgovora - dodao je Gama, otvoreni su novi putevi
saradnje Crne Gore sa OEBS-om ,s ciljem da se ta saradnja prosiri i na
pracenje rada policije, medija i slicnih institucija.

Podgorica - Rjesenje pitanja drzavnog statusa Crne Gore bez referenduma

politickog bloka za nezavisnost i profederalnog bloka 18 odsto, u korist
prvoga.

Zato bi nepriznavanje volje te vecine znacilo postovanje volje politicke
manjine - navodi se u saopstenju kabineta predsjednika crnogorske

visi analiticar americkog kongresnog Odbora za bezbjednost i saradnju u
Evropi Robert Hend. 

To treba da odluce sami Crnogorci i njihovi demokratski izabrani
predstavnici - rekao je Hend u izjavi za Glas Amerike, a prenose
podgoricki mediji.

Hend je kazao da u Vasingtonu, a narocito u Kongresu ima veoma doblje
volje prema Crnoj Gori.
