NEGOTIATIONS ABOUT MONTENEGRIN SERBIAN RELATIONS START IN BELGRADE TODAY
DJUKANOVIC MEETS SOLANA PODGORICA- European Union (EU) High representative Javier Solana is meeting in Belgrade today Montenegrin President Milo Djukanovic and Premier Filip Vujanovic - Podgorica' s media inform. Solana is also going to meet with President of the Federal Republic of Yugoslavia (FRY) Vojislav Kostunica, Serbian Government President Zoran Djindjic and Federal Government Vice President Miroljub Labus. Announced meeting of the EU High representative with the senior Montenegrin, Serbian and Federal officials presents a part of a dialog, conducted after last week positive talk with Montenegrin President Milo Djukanovic in Brussels- Solana's spokesperson Cristina Galjak said to Podgorica's daily "Vijesti". Galjak underlined that Solana is going to "take any possible compromise, since his job is to ensure reaching of an agreement. The EU High representative did not give any final offer to Montenegro, but he has suggested several ideas that could be useful in reaching an agreement". DEMOCRATIC PARTY OF SOCIALISTS ANNOUNCED FINAL ANSWER BY THE END OF WEEK PODGORICA- Bringing of a definite answer should not be expected at today's meeting between Montenegrin senior officials with Javier Solana - Member of the Presidency of the ruling Montenegrin Democratic Party of Socialists (DPS) Igor Luksic. Montenegrin-Serbia dialog is coming to an end and definite answer about solution for Montenegrin state status can be expected soon- Luksic pointed out. By pressures and threats " the right on self determination has been denied to the Montenegrins, which endangers the world peace and justice execution". - it has been said in the appeal. At yesterday's round table of the Montenegrin lawyers Association organized under title "Montenegro and its right on independence and sovereignty", the Montenegrin's natural, historical, state right to constitute an independent sovereign state, with the internationally-legal subjectivity, has been pointed out. Participants of the dispute agreed that "legitimacy on bringing decision about state-legal status of Montenegro is primarily the right of the citizens and it could be realized on the referendum or to be adopted in the constitutional Assembly". Montenegro has to bring out a new constitution with full state-legal capacity, to ensure its independence and subjectivity.- the Association has underlined in its appeal. CRNOGORSKI PRAVNICI, SOCIOLOZI I EKONOMISTI UPUTILI PREPORUKE EU, SAD, UN NI EVROPA NI AMERIKA NE MOGU OSPORAVATI CRNOJ GORI PRAVO NA REFERENDUM Podgorica - Tridesetak eminentnih crnogorskih pravnika, sociologa i ekonomista odlucilo je da na adrese Evropske unije (EU), Sjedinjenih Americkih Drzava (SAD), Ujedinjenih nacija (UN) i drugih medjunarodnih institucija, posalju pismo u kojem ih upozorava da se pritiscima i prijetnjama "crnogorskom narodu pokusava negirati pravo na samoopredjeljenje, ugrozava svjetski mir i postizanje pravde". Na jucerasnjem okruglom stolu Udruzenja crnogorskih pravnika koji je organizovan pod nazivom "Crna Gora i njeno pravo na nezavisnost i samostalnost" istaknuto je da gradjani Crne Gore imaju prirodno, istorijsko, drzavno pravo da konstituisu nezavisnu samostalnu drzavu, sa medjunarodno-pravnim subjektivitetom. Ucesnici u raspravi saglasili su se da "legitimitet da donesu odluku o drzavno-pravnom statusu Crne Gore pripada iskljucivo njenim gradjanima i da to pravo oni mogu ostvariti na referendumu ili ga prenijeti na ustavnotvornu skupstinu". Naglaseno je, takodje, da Crna Gora treba da donese novi ustav sa punim drzavno-pravnim kapacitetom, koji ce osigurati njenu nezavisnost i samostalnost.
