Well, no matter what the idea /was/ - it currently focuses on developing for OOo, not OOo itself. Currently, the Contributing is in the navbar, Development is in the tabs. I cannot imagine that developers already participating start with the developer-index page. They have bookmarks or use browser history/completion (this is what I do). They don't start with the www.openoffice.org page but either go directly to development.openoffice.org or some other, more focused target. I really doubt they click the development tab regularily.
