One theory is that being paged, dealing with incoming tickets, and
checking out overnight issues, are all interrupt-driven kinds of things,
so if you can identify one person (at a time :^) who won't get any project
work done while they handle all three of those kinds of interrupts, that's
advantageous for the rest of the group. You certainly can split them up,
but now you've got three people at risk of being interrupted, so.
