Phill, Well, if your system is running with 640 Megs of ram, it must have some kind of special over-ride type of hardware to be able to do so - from everything that has been published, both from Microsoft as well as other sources I have seen, 98 just was not setup to be able to handle any amount of ram greater than 512 Megs.
Trying to do so exceeds the internal calculations built-in into 98, and causes immense types of problems, such as lock-ups, erratic operations, and any number of other issues as well - none of which is in anyway shape or form wanted, believe me.
