Unused inputs to an otherwise used section of an IC (eg: "unused"
set/clear inputs on a flip-flop) must be connected so that section will
work as intended.

If the section is not used at all, the unused inputs can be connected to
ground or Vcc as convenient. (but I would probably try to connect things
like set and clear to their "inactive" states...)
