I don't think I understand.  The Check mechanism is about as separate
from the Report mechanism as anything can, short of not existing at
all.  Auto-reporting seems to generally be constrained by close
marriage of the two mechanisms.

I don't think you understand.  Razor2/SpamNet has over 100,000 users,
and an amazing amount of mail passing through it.  And the way the
system works now, only trusted, verified users actually do have an
impact on the system.

Untrusted users' reports fall by the wayside until trusted, verified
users corroborate them enough times to boost their trust above a
variant threshold.  And the downward momentum in the trust system is
greater than the upward, so it's easier to fall out of and harder to
fall into the good graces of the system.

Correct, this is a natural function of the sociological
characteristics of SpamNet.
