I was wondering if I have a version of ARS (like 7.1), and I have a number of
ARS licenses agains that server. Now, if I go and upgrade ARS to 7.6 or 8.1. Do
I need to get new licenses, or somwhow get BMC to upgrade my existing licenses.

Scott,
Remedy server licenses are not version specific, so the license you have
for 7.1 'translates' to 8.1, as long as it's valid. The only question is
if you are eligible for upgrade by having a valid support contract or not.

James, while you are right about everything else, users do not need any
kind of licenses to submit a request in a 'custom' application that
Tricia asked about. You need a license only to modify a request that has
not been submitted by you if the Submitter mode is Locked
