option that says -- do not grab license.
It is sold - that -- unless you are modifying somebody else's record -- you
don't need a license.

We observed this issue from few customers but it was a different scenario.
As a workaround try this, not sure it will fix though.
Open Preferences - BMC Remedy DS - Object List View - Select Filters and
check on Basic Columns and Click OK
And open the filter list again.
