"sv_allow_lobby_connect_only 1"? That was the work-around for achievments...if
I had it as 1 then noone else could connect so I
removed it

10. As I said earlier, I believe the problem was hidden in earlier releases
because of the 2 extra spectator slots. Without those slots, the issue has
surfaced.

number of humans in the server. So it would show 1/1 if there was 1 human,
even there are a bunch of bots.

Check out the gamemodes_server.txt and make sure you define your maxplayers
there... also, make sure you're not starting your game server with the
training mapgroup, which is set to 1 maxplayer
