have to run index-discovery -f (or maybe one of the other options, I always
get confused about what each flag does). If that doesn't help, my next step

'manual in workflow' option since (IIRC) metadata-based embargoes
don't work at all in the new model. Embargoes now use the
authorisation policies.

that there are non-valid-for-XML characters in the metadata (or
extracted fulltext) for those items. That would stop them from being
indexed, but this should also be logged.
