It would seem to me that if a TV antenna on a mast with guy wires is
permitted, then a multiband vertical with no guy wires would be viewed
as an improvement and would be even more permitted. Of course that
assumes these CCR's have some rational thought behind them - which is a
stretch!

I'd think you'd do better to buy a DMM rather than sending the board to
Elecraft. Spend the same $ on tools rather than services. The DMM
would be useful for the rest of the kit and you'll learn a bit more.
