This is a classic test problem. I've seen this several times. For this
setup, there is no place for the charge to dissipate between zaps. So

I normally use UL/CSA 60950 (Information Technology Equipment) for the
USA
A rather obscure 'boutique' standard can be used - 60950-1.

Painful is a relative word. We’ve seen the most painful part is the
critical components. You don’t need UL R/C to get approvals outside the
USA. Either change the components to be UL or plan on testing them all.
