Having done the update to iOS 8.1.3, when I switch the onscreen keyboard to French, it no longer switches the voice to French, nor does the Braille switch to French Braille. In the Settings, the only Braille options I have are UEB, US and UK, even when I switch the onscreen keyboard to French.
