Mike,
        to export the PCB (the whole PCB file and layer structure), with the
PCB file open, go to "File", "Export". 
Choose your filename and directory, click save, set the ACAD version (I
would suggest 13 for compatibility reasons), either DXF or DWG format (check
for your mech guys preference according to his tools), I suggest you leave
the pad/via holes unchecked (your mech guy can most likely measure to the
center of poads without the holes being present), export components as
blocks, and track ends is your preference (I us rounded just as Protel does
internally). This will generate an ACAD format DWG or DXF file with the
complete PCB layer structure and details. Then your mechanical guy could
load it into his tools and use his much more sophisticated measurement tools
to define his heatsink outline and details.
