The AP reports that state and local officials appear satisfied with the rewritten order. The language of this Executive Order is indeed deferential to the states. The document reads well until you discover that all the input gathered from state and local government, the consulting with state and local officials on developing standards and the opportunity for participation in rulemaking proceedings is just that much talk. I see nowhere in the document that any input be digested at all. Federal agencies will be able to do what they want provided they follow the prescribed method which is not much more than whoops to placate the intergovernmental organizations concerned. The federal government can and will put into force any rule they want with or without the approval of anyone. The White House's own press release says: "...the Order makes clear that federal action is appropriate in the presence of a problem of national scope or significance." He says that the Federal government and State and local governments should work together as partners. He wants to be my partner and my State's partner for the simple reason that we have something that he wants - power. After all, he didn't sign an Executive Order promising to limit the reach of the federal government. This will make government bigger. It will compromise our individual rights to the powers reserved to us by the Constitution and will compromise the sovereignty of every state in this union. You have to remember who wrote this Executive Order. The word "is" appears 24 times. This is a man who will trick you with verb tenses. He has proven that he will make a statement that says the exact opposite of what he means. Now, he has made a statement that implies he is protecting the Constitution. It is the work of smarter people than me to take his words apart - to dissect the 7 pages of this order to see if it looks anything like the 28 words of the tenth amendment. We have 90 days from August fifth until this Order takes effect. It's going to be harder this time around to expose this Clinton Lie now that he has received input from those affected. So far, I have no hope the major media will jump on this without pressure. It's our power he wants, so it's our responsibility to stop him. Evolution was made up as a theory because the scientists had no explaination as to how everything came into existence, they just pulled it out of their ass. You seem to have a skewed idea of what a "theory" is. A theory is not shorthand for just any random idea. Evolution was not just "pulled out of scientist's asses." Evolution has a lot of data behind it. It comes in all forms and ranges from fossils to astrophysics to geology to microbiology. His mental health had become an object of concern and morbid amusement to other people, and he wanted to give a 'glorious rebuttal' to the gossips who said he was sliding into madness. The rebuttal was to take the form of a novel eventually entitled Louis Lambert: it tells the story of a genius who transcends the normal plane of reality and goes spectacularly insane. It was typical of Balzac to douse a fire with petrol. Ignoring his own precept that to serve up one's life to the public was proof of a weak imagination and worse than prostitution, he poured his own minutely remembered childhood into the novel: the College de Vendome, its quirky assortment of teachers, its monastic regime, its pigeons, its smell, his fellow suffers. The narrator, who identifies himself as the author of La Peau de Chagrin, is supposed to be the best friend of the ill-fated boy genius, Lambert. Balzac must have believed he was dispelling the rumours. In the manuscript, he refers to his own undignified departure from Vendome: "My parents, alarmed at my mental state . . . removed me from the school and sent me to Paris." The allusion to his mysterious breakdown was wisely modified; and yet the novel itself, ending as it does with the orphic utterances of a man in a cataleptic trance--the "Thoughts" of Louis Lambert--was unlikely to be read as the work of an entirely rational being. No great critical acumen was required to see the narrator and the lunatic as two parts of the same personality. Once again, Balzac's writing was working out its own plans in defiance of the author. = Russian Follies Islamic Rebels Challenge Russia in Dagestan The Russia empire continues to crack FOUR Russian paratroopers were killed and 13 wounded in a seven-hour clash with Islamic rebels early yesterday in Russia's troubled region of Dagestan. The Kremlin is facing the biggest challenge to its authority over the Caucasus Mountains since the ill-fated Chechnya war. It also fears the trouble could rapidly spread to neighbouring republics, threatening the unity of the Russian federation. Reinforcements, including elite riot troop units and engineering brigades backed by helicopter gunships, are continuing to pour into Dagestan, prompting Russian newspapers to suggest that the federal forces are gearing up for protracted, large-scale combat. Russian military commanders have said they need up to two weeks to drive out the Islamic rebels from the predominantly Muslim region on the Caspian Sea, but military and political observers point to the Russians' failure to re-establish control over Chechnya after a two-year war that ended in abject failure in 1996. Vladimir Putin, nominated by President Yeltsin as Russia's new Prime Minister, has said that the campaign could be carried into Chechnya, from where the rebels are believed to have penetrated into Dagestan eight days ago. It was the strongest indication yet that the uprising in Dagestan could lead to a wider war, including a fresh invasion of Chechnya. Many of the rebels belong to the fundamentalist Wahhabi sect and are seeking an independent Islamic republic in the mainly Muslim regions of the Caucasus Mountains. Russia is planning a large-scale operation in Dagestan today, said Vyacheslav Ovchinnikov, the commander-in-chief of the Russian Interior Ministry troops. Its success could be critical to the fate, not just of a few remote mountain passes but of the whole North Caucasus. The tenacity with which the rebels have defended the territory under their control and their brazen declaration of independence have confronted the Kremlin with the threat of a "domino effect" expelling Moscow from its own backyard. If unchecked, the contagion will spread from the hills of Dagestan down into the valleys and towards the Caspian Sea and, in the other direction, deep into the Caucasus's interior and up into the Russian heartland. Things havent improved since Dickens time. What appear to be the root causes of failure in the court system? Laissez Faire City Times readers can probably supply more, but I am aware of the following: 1) The perception that money wins over justice or truth, as Dickens protests in the quote above. 2) The perception that the legal system is far removed from any understanding of our lives, our needs or our concerns. 3) The perception that lawyers and judges live lives of privilege, power and influence beyond any reason or necessity. 4) The perception that the courts are overcrowded; it can take years to obtain process in any case. 5) The perception that the laws are made and interpreted without regard for logic, physical reality or common sense. This should be enough to supply grounds for discussion. Every system is perfectly designed, carefully maintained and precisely operated to give you exactly what you get. Where does this lead, in relation to the judiciary? If "money talks" in the judicial system, then a system change will be necessary to reduce its influence. (I am not about to suggest you can remove the influence of money totally from just any capitalist system, but it could make sense here.) How might this be accomplished? How about this: The principals (NOT the lawyers) MUST argue the case before the judge and/or jury. You can hire all the legal talent you can afford, but if youre doing the suing (or being sued), you must stand up and argue the case. Your lawyers can coach, recommend, type up lists of questions for you to ask and answers to give the other side, but you have to do the speaking. This naturally reduces the role of the lawyer to advisory status, but (as is true currently), they have literally nothing to lose: YOU will pay the fine, do the jail time or hang, so you should be responsible for delivering your case. This will change a lot of courtroom dynamics, and restore the people involved to their logical place in the proceedings. The first objection I get when I propose this in conversation is that there are those who are incapable of defending themselves, whether because of mental, emotional or personality deficiency. My response is this: if you cannot stand up and tell your side of the story before a group of adults and accept the consequences, then you are a minor. You deserve all the protection of the law; but if you ever accept "appointed counsel", then you must give up driving, voting, drinking alcohol and any other "privilege" accorded an adult in American society. The second objection is that the corporations will have an overwhelming advantage over the individual. This denies the dynamic of juries favoring "the little guy" over the "big business", but I have a suggestion for that also. Make the head of the business present his companys case. If hes a lawyer, then the highest-ranking non-lawyer presents the case. The corollary for both individuals and corporations is that anyone you select can SETTLE your case for you; only you can ARGUE it. Nightmares and Nuisances What a nightmare! How can this work? Suppose youre the head of GE, a fairly large company. If someone sues you, you have two choices: settle it out of court (negotiate), or press the case yourself. My guess is that upwards of 75 percent of the cases involving company vs. individual will settle out of court, since the president will not be able to spend an infinite amount of time litigating. "Nuisance cases" will occur from time to time, and the boss will have to choose whether or not to settle or argue these, as a cost of doing business. If hes a lawyer, then he will have to have a V.P. argue it; this will tie up TWO major corporate

Ehrlich LHASA, China -- Dying, voodoo-esque Tibetan Buddhist lamas may be entering other people's corpses, animating the flesh, and living happily ever after, even better than zombies. Similar to Frankenstein, the lamas are said to keep their own personalities and memories while residing under someone else's skin. The Dalai Lama is intrigued. He believes when his tutor died, the teacher was able to prevent his own corpse from decomposing for almost two weeks. Experts from Columbia University, the University of California at Berkeley and elsewhere, were so intrigued by the Dalai Lama's insights that they spent one week with him in 1987 to ask about the possibility of living in corpses - and other similarly inconceivable behavior. The Dalai Lama told them, "Through tantric technique, the meditator is able to transfer his consciousness into a dead body. "Because the meditator hasn't actualized the clear light state of death, meaning he hasn't gone through the process of death, he is able to retain the knowledge gathered during his lifetime. "Memory is not brain. Anyway, it's a mere hypothesis from the Buddhist point of view. So it has to be experimented with," the Dalai Lama added, laughing. People cannot, however, achieve immortality by jumping from body to body. "A total change of the (dead) physical body takes place, but the lifespan of the (living) person is said to be the same," the Dalai Lama added. Participants in the spirited dialogue included Columbia University Computer Sciences Professor Dr. Newcomb Greenleaf, plus Berkeley's cognitive scientist Eleanor Rosch, and San Diego's brain development expert Dr. Robert B. Livingston. Naropa Institute's Dr. Jeremy Hawyard, along with French neurobiologist Dr. Francisco Varela of the Ecole Polytechnique in Paris, also attended. Deep meditators can "see the events of their past lives," according to the Dalai Lama. Sex and Death Ordinary people can, at least, attain low-level near-death awareness and "clear light"--through sex. The Dalai Lama told the experts, "There are four ordinary occasions when a very gross form of clear light arises: at the moments of yawning, sneezing, falling asleep, and orgasm. "Orgasm is the strongest of the four ordinary occasions in which clear light appears, and so it is used in meditation to extend the experience of the emergence of clear light, to clarify the experience and make it more vivid." The Dalai Lama said some lamas who die, keep "very subtle consciousness" in their own corpse, to prevent their bodies spoiling after the expiration date. "As a result, the body doesn't decompose while the self is in the clear light" of "final dissolution," the Dalai Lama said. "Some people can remain in that state for a week or more. For example, the late Kyabjey Ling Rinpochey, my tutor, remained in the state of clear light for 13 days, and his body remained very fresh." The Tibetan-English Dictionary of Buddhist Terminology defines how to achieve new life inside a dead person. "The practice of entering a corpse: An exalted tantric practice through which a yogi, having gained control of his energy winds and mind, purposely abandons his body and transfers his consciousness into another serviceable corpse. "This enables him to maintain his life even after the break-up of his original body, in order to fulfill the purpose of other sentient beings. "The great yogi Dharma Dhode, the son of Lama Marpa, is said to have demonstrated this practice," the text adds. This is similar to traditional "voodoo" belief elsewhere in the world, where "zombies" come to life when a supernatural power enters into, and reanimates, a dead body. In the West Indies, however, these zombies are without their own will, and have trouble speaking. Unlike animated Tibetan lamas, zombies appear able to perform only automatic movement. It was his work in science that had brought about modern day UFOs. He and Viktor Schauberger (who exploited Tesla's technology) were the superstars of this new flying disc technology. In WWll, the Nazi's had relied heavily on Tesla's research to create what bomber pilots called "Foo Fighters," and "Kraut Balls." When trying to bomb the Rhine land, these glowing objects would fly right up to the bombers at incredible speeds never seen before or imagined. These Foo Fighters had an charged electrical field that would blow out the bombers electrical systems so that the American pilots would have to call off the mission. After they were out of the area, the "balls of coloured lights" would suddenly take off on their merry way. This is all well documented and there are even some photos that exist today. The following is from an article called UFO's Alien or Man Made written by Al Pinto. Maybe these craft are some secret government project. There is a lot of evidence indicating this which dates back to WWII. There is a report by Marshall Yarrow, then the Reuters special correspondent to Supreme H.Q. in liberated Paris. This article was published in the South Wales Argus on December 13, 1944. It stated, "The Germans have produced a 'secret' weapon in keeping with the Christmas season. The new device, which is apparently an air defence weapon, and resembles the glass balls that adorn Christmas trees. They have been seen hanging in the air over German territory, sometimes singly, sometimes in clusters. They are coloured silver and are apparently transparent." Another article regarding the German's secret craft was released by the Associated Press in the New York Herald Tribune dated January 2, 1945. It said: "Now, it seems, the Nazis have thrown something new into the night skies over Germany. It is the weird, mysterious 'Foo Fighter' balls which race alongside the wings of fighters flying intruder missions over Germany. Pilots have been encountering this eerie weapon for more than a month in their night flights. No one apparently knows what this sky weapon is. So why didnÕt the Nazi's win the war with the new Foo Fighter technology? Well just like the German V-2 Rockets and the new Nazi jets, time had run out. The allies were moving in and the war was being end. Hitler pleaded with the German people to hang on for just two more months so that he release a new technology of "super weapons." Well as you know, time did in fact run out. When the allies moved in they began to plunder all the new super technology. America began to be the benefactors of this new technology when the war ended in 1945. Two years later in 1947, Kenneth Arnold a pilot sees high speed flying discs. He said they moved like a saucer skipping on water thus the age of "Flying Saucers" was born. One scientist responsible for the the Nazi flying saucers was Viktor Schauberger. With Tesla's work in hand he began to create new and different designs. After the Soviets had taken what the Americans had left behind in Schauberger's apartment in Leonstein, the Soviets then bombed his apartment. -Caveat Lector- an excerpt from: The Treason of the Senate David Graham Phillips academic reprints p.o. box 3003 Stanford, California Cosmopolitian Magazine Vol. XL - March, 1906 - No.5 --[9]-- CHAPTER IX Fairbanks, Hale, and Frye FAIRBANKS, the presiding genius of the Aldrich-Bailey Senate, is, technically, not a member of it. But no account of the leadership in the citadel of "the interests" would be adequate if it neglected him. The story of his rise from a young Indianapolis lawyer with rich, influential relatives, in 1874, to senatorial multimillionaire, vice-president, and Harriman candidate for the Republican presidential nomination, is a typical Senate biography. Soon after he began to practice law, his uncle, General-Superintendent Smith of the Chesapeake and Ohio Railway, got him the job of attorney to the receiver of the Indiana, Bloomington Western Railroad. For fourteen years thereafter he devoted his talents to the service of railway wreckers and reorganizers and stock and bond waterers. He laid the broad foundation of his great fortune early. The I. B. W. was popularly regarded as much poorer than it really was. A pool was formed by the inside ring and the heavily discounted wage-checks of the road's badly paid employees were bought up; the checks were paid in full-and the young lawyer became a financier, a bulwark of conservatism and probity! It was his clever railway work that got him Morgan's favor and the coveted position of Morgan's Middle-Western lieutenant. To indicate the man as a public factor we need not linger on the jobbery of Indianapolis, Bloomington Western, the Cincinnati, Hamilton Dayton, the Cleveland, Cincinnati, Chicago Indianapolis, the Pere Marquette, etc. Fairbanks grew richer and richer, bought Indiana Republican heelers, financed Indiana Republican and independent newspapers, including the chief Republican papers of the state, the "Indianapolis Journal" and the "Indianapolis News"; he made addresses to religious bodies, backed the machine with his money bags, became a statesman, a senator in 1897, and vice-president through the popularity of Roosevelt in 1905. While he was "representing" the people of Indiana as a senator in 1901, he and his protector, Morgan, quarreled over the famous, or rather infamous, Joss railway bill drawn by Morgan's chief lawyer, Stetson. Fairbanks promised Morgan that Governor Durbin would sign the bill. Durbin either would not or dared not. Though the Fairbanks machine punished Durbin's "treachery" by retiring him from public life, Morgan remained "sore." This and some C. H. D. matters caused Fairbanks to find it expedient to transfer himself to the service of Harriman. It is with the Harriman branch of "the interests" that he is now identified, and under its auspices delegateschiefly colored delegates from the Southare in the way of purchase as Fairbanks's support for the Republican presidential nomination. As senator, Fairbanks was always quick to rally with the faithful round Aldrich, against the people. As presiding officer of the Senate, his opportunities for direct service are necessarily limited. He is still a Wall Street speculator, for his political expenses are a heavy drain. His most ardent senatorial supporters in his presidential ambition are Hemenway of Indiana and young Brandegee of Connecticutwhich is, of itself, enough to "locate" them. Will "the-interests" nominate him as the Republican presidential candidate in 1908? The present plan of the Aldrich-Ryan con-trol of the merged machines of the two parties seems to be to nominate at the Democratic convention the most easily beaten of the Democratic presidential possibilities, and to put up as the Republican candidate some "safe and sane" man who belongs to them, or at least will not impede them. Possibly he will be Fairbanks. But the possibility scems remote. Indeed, by 1908, the people may become awake to the truth about the merged machinery of the parties. Hale and Fryeto complete our survey of the Senate's leadershave been for twenty-five years the senators from Maine. Sharp and painful is the contrast between Hale, opponent of militarism and made-in-England imperialism, and Hale, helper of "the interests," our only dangerous enemy. Indifference to the people and contempt for their rights as against the riches and social and political power of "the interests" saturate the atmosphere of the Senate. In Atlanta's nightmare of a maximum security prison, Dominique Orsini, prisoner 77,343's friend and partner in the branch of the French Mafia known as Grupo Frances, had been murdered in an isolation cell on 12 April 1978. In the same prison six months earlier their heroin customer, Vincent Papa, had been eliminated by contract killing.[1] And before that, Orsini's lawyer, Gino Gallina, had been shot down in New York.[2] Of nine murders committed within Atlanta's walls over a seventeen-month period in 1977-78, at least four were contracts on Mafia connected narcotics dealers, of whom Orsini and Papa were among the elite.[3] Since then the killings have continued, despite federal investigation of the obsolete seventy-eight year old prison.[4] To the "honorable men" who drive up in black cars and flash their CIA, FBI, and DEA IDs, prisoner 77,343 remains the subject of intense interrogation, and that is another reason for his constant fear all these years. He knows prison walls won't stop his enemies or, for that matter, his friends -in his business there's little difference. Thus each time a guard sends in food he sniffs it, pokes at it, tastes it cautiously. That is how it's been for seven years. Only now, in Atlanta, the odds are worse than ever. The prisoner who knows too much is Christian David, age fifty, French, known among friends as "le Beau Serge," and by more recent acquaintances in Latin America and the U.S. as "Eduardo" and "JeanPierre." Among French Connection notables he's a legend, a man whose mystique grows with each new tale of his exploits.[5] He's been a pimp, robber, hired assassin for French intelligence, hatchet man in Algiers torture chambers, arms trader, spy, narcotics trafficker and, true to form, lover of beautiful women. He's one of the few alive who knows the truth about the Ben Barka affair that shook France in 1965;[6] he knows details of the brutal power struggle within French intelligence agency SDECE; of SDECE collaboration with the Corsican Mafia; and of secret CIA operations in Latin America. Ample grounds for anyone's paranoia. But David is cunning and tough, and that is why he's still alive. He arrived in the U.S. on 17 November 1972 from Brazil, where he'd been arrested as the head of the huge narcotics smuggling ring, the Brazilian Connection. International law actually gave extradition priority to France, where he'd been sentenced to death in abstentia for murdering a police officer. But the Americans were not about to let the drug kingpin slip through their fingers. When fetched from his cell in Brazil, David was desperate. Unsure of his destination, fearing it was France and a guillotine, he smashed a light bulb and swallowed the fragments. Even so, as he later claimed, "the Americans ... filled me with drugs and carried me off to a military plane which flew me to the USA."[7] Following a short hospital stay, he was hauled to a Brooklyn courthouse where the judge set bail at $2.5 million. Fearing the amount was not beyond the means of David's connections, authorities rammed his case through the labyrinth of justice. Within two weeks of his arrival, federal judge Jacob Mishler sentenced Beau Serge to twenty years in prison for smuggling half a ton of heroin into the United States. During his trial, proof was obtained of David's activities on behalf of a very special branch of French intelligence known as Service d'Action Civique (SAC). His tri-colored SAC ID placed on display, David explained: "I was taken from prison in 1961 to work for an organization called SAC. It was arranged by someone with connections in the highest political circles."[8] Of his confinement in Brazil, he had this to add: "I was tortured by the Brazilians for thirty days and fed nothing for twenty-six days. They stole all my money. But the ways of Christian David are often inexplicable. And for some the thought of torture is more bearable than that of death. The film is certainly enjoyable, perhaps the best since the first, and it does have some pro-freedom political content, but calling it "libertarian" may be going a bit too far. Mark Thornton, a resident scholar at the Ludwig von Mises Institute, writes in his review, State Wars: The Political Economy of Star Wars: It was peace and prosperity versus taxation, inflationism, protectionism, imperialism, and war. The good guys win this one and people are applauding in theaters throughout the country .The movie of course is Star Wars: The Phantom Menace, one of the finest allegories on classical liberal political economy to ever appear on screen One has to wonder if George Lucas hasn't been reading Ludwig von Mises or Murray N. Rothbard during the long sabbatical that he has taken since his last major movie project. As a wealthy capitalist and businessman, Lucas certainly knows all too well what the government means to wealth and what the market means to the success of complex production processes like a major motion picture. Mr. Thornton is entitled to his view, but most people I know left the theaters with rather less certain convictions about what George Lucas was trying to say with the film. The general reaction was more along the lines of, "Huh?" Granted, Queen Amidala does go to the government for help when her planet, Naboo, is invaded, doesnt get it, and takes matters into her own hands. Theres a good individualist statement in that course of action, with some strong criticism of bureaucracy. However, the Queen is a monarch (of sortsit is not explained in the movie how her society, which claims to be a democracy, happens to have a queen) and a governor in her own right. So, if the movie has any anti-statist messages, they can only be that bad states are bad. Unfortunately, the corollary is that good states are good, including monarchies, even if they coerce some citizens (such as the character Jar Jar Binks, who was banished by his government for being clumsy). Furthermore, it isnt actually shown in the film that the Old Republic is falling apart due to excessive bureaucracy and taxes. I dont recall any mention of taxes at all, and the blame that is placed on the bureaucracy comes from an accusation made by the obviously power-hungry Senator Palpatine. There might not even have been a problem with bureaucracy, though it is certainly believable that there might have been; the accusation could have just been a lie made up by the Senator in order to manipulate Queen Amidala into calling for a vote of no confidence against the existing Chancellor so Palpatine could take over. Even as the movie closes, one gets the impression that the forces of the Dark Side really didnt care if the Federations invasion (note that its a trade federation that does the dirty work in the movie!) of Naboo succeeded or notthe real objective was to replace the "weak" Chancellor with a strong-man. We are not shown all the politics going on behind the scenes, we just know that its ugly and the result will eventually be the evil Empire. One sure sign that Lucas isnt likely to be a libertarian, and is certainly not an Objectivist, is that the character of young Anakin Skywalker is praised by his mother for giving selflessly without hesitation. However, while calling it "one of the finest allegories on classical liberal political economy to ever appear" might be going a bit too far, it is true that the movie has a lot of good ideological content: 1] What makes the Federation bad is not that they are traders, but that they initiate the use of force against Naboo. 2] The conflicts in the movie are resolved by INDIVIDUAL action, intelligence, and courage. (The appointment of a committee is definitely seen as a bad thing to befall the Naboo.) 3] The Jedi Knights, far from being a police force for the Old Republic, as suggested by the term "guardians" in the first movie, are an independent private agency. They intercede only at the request of others, and only if the request fits in with their own notions of right and wrong. 4] A child (Anakin) is taken seriously by the adults in the film once he demonstrates competence. This silly, archaic expression defines other equally vapid terms like "credibility" and "electability" and "name recognition," which become subliminally attached to it. In many cases the crude cash-flow measure is as useful in deciding on a politician as it is in making a choice at the multiplex; you might as well see the worthless movie that everyone else has seen, or express an interest in the unbearably light "front runner," so as not to be left out of the national "conversation." The hidden costs, alas, include a complete erosion of the critical faculties. I am as enthralled as the next person by the sheaves of money assembled for George Walker Bush. (What did he do to be shorn at birth of his Herbert?) But I'm even more fascinated by the fact that on June 17 he signed his hundredth death warrant. There was an execution on the day of his inauguration as governor of Texas, which I don't count, and there has been one every two weeks or so ever since. Part of a governor's job is to review capital cases: This means that Bush has either (a) been doing little else but reviewing death sentences or (b) been signing death warrants as fast as they can be put in front of him. This may also be helping him gain some of that much needed "foreign policy experience" about which the pundits have made the occasional frown. State officials from the Philippines and Guatemala have been touring lethal chambers in the United States as part of their research into improved methods, and according to Amnesty International a Filipino official was allowed to watch a killing in Texas in 1997. He wouldn't have had to hang about very long to get this job experience. The thorny question of race--always such a minefield for the aspiring Republican candidate--also gets a workout by this means. Many people remember the case of Karla Faye Tucker, the born-again pickax-murderess who showed--at least by the standard of Christian fundamentalism--signs of having been rehabilitated. Governor Bush snuffed her in February of last year, over the protests of Pat Robertson and others. But had he commuted her sentence, he would have been faced with executing a black woman, Erica Sheppard, who was next in line on the female death row and had forgone her appeal. Spare a photogenic white girl and then kill a defiant black one? Better to do away with both and avoid the fuss altogether. (Sheppard has since recovered her determination to appeal, and recently took part in a protest against the strip-searching of female inmates in front of male guards, another feature of the Texas criminal justice system.) Then there's the aspect that touches "communities of faith," or whatever you choose to call them. Governor Bush has proposed that the social safety net be maintained by religious charities, and he hopes to make these points of light his auxiliaries in ending such welfare as we still know. It's the battiest soup-kitchen scheme since Theodore Roosevelt discussed handing over American social welfare to the Salvation Army. But it runs up against a potentially interesting conflict: At least twenty-eight major religious groups in this country have declared against capital punishment. Might not now be the time to ask them if they will agree to ladle charity on behalf of a man who conducts photo-op and opinion-poll executions? Some Lone Star cases for your perusal: An open homosexual named Calvin Burdine was sentenced to death after being given a court-appointed lawyer who referred to gay men as "queers" and "fairies," and who fell asleep during the trial. In 1998 two Texas defendants were executed for crimes committed when they were 17. (That year, Texas held twenty-seven of the seventy-four juveniles on death row in the United States.) Both Joseph Cannon and Robert Carter had suffered head injuries in infancy, had been subject to lurid physical abuse and tested at an abysmal level for mental retardation. Their executions violated the accepted international standard that prohibits the death penalty for the underaged, as well as the presumption that it is wrong to slay the mentally ill or incompetent. You probably don't want to know how perfunctory was the presentation of the state's evidence, how tenth-rate was the performance of the court-appointed defense or how wretched was the end. (The humane lethal-injection needle blew out of Joseph Cannon's arm as the "procedure" began; the witnesses were hurried from the room and then brought back to view a second and more conclusive try.) Perhaps you wonder if capital punishment is unevenly applied, as respects race and class, in the state of Texas.

GLOVES OFF IN THE GARDEN STATE by DOUG IRELAND The newly regilded dome of Trenton's state capitol may be shimmering under the intense summer sun, but if New Jersey Governor Christine Todd Whitman's entourage is sweating bullets these days, it's not because of the weather. In the Front Office, as the term-limited GOP governor's executive suite is known, her staff is fretting that Whitman's ascension to the US Senate seat being vacated by retiring Democrat Frank Lautenberg could be derailed by a high-decibel, right-wing radio shock-jock named Bob Grant. The proprietor of an afternoon drive-time program on New York City-based WOR-AM--whose powerful signal reaches a huge audience in New Jersey--Grant is preparing his own race for the Senate as an independent. Whitman has never won a statewide election by more than 1 percent of the vote, and a poll of 600 New Jersey voters taken in late April by the Washington, DC, firm Schroth and Associates shows Grant drawing 14 percent in the general elections--more than enough to tip the scales in favor of the putative frontrunner for the Democratic nomination, former Congressman and Governor Jim Florio. Because New Jersey is bereft of broadcast TV outlets of its own--and thus dependent on New York City and Philadelphia stations, which offer little coverage of New Jersey affairs--drive-time radio has played a hugely important role in the politics of the Garden State, where commuters avidly fuel their electoral road rage with daily doses of extremist rantings. When Whitman won her gubernatorial race in 1993 (defeating incumbent Florio by just 26,000 votes), it was thanks in part to a revolt against a Florio-imposed $2.8 billion tax increase sparked by Jim Gearhart, a neopopulist conservative morning talk-show host on Trenton's WKXW. Whitman publicly credited Grant--who relentlessly bashed "Flim-Flam Florio"--and the other talk-jocks for her victory (she even went so far as to fulfill a campaign promise to the odious Howard Stern by having a comfort station on the New Jersey Turnpike named after him). A regional radio fixture for decades and a longtime Monmouth County resident, Grant is of Italian descent and has many fans among the state's sizable chunk of increasingly conservative Italian-American voters. Also fueling Grant's popularity in this racially tense state is his unabashed racism. He's called blacks "screaming savages," used to regularly refer to then-New York Mayor David Dinkins as "the men's room attendant," lamented that Magic Johnson was infected "only" with HIV and disparaged Martin Luther King Jr. in unprintable terms. In 1994, under heavy pressure from the Black Ministers Council of New Jersey, Whitman pledged to halt her frequent appearances before Grant's microphone. (Grant recalls subsequently running into her at a political roast: "I told the crowd, 'The Governor really didn't recognize me without a white sheet.' She gave me a dirty look.") Grant will say only that he's "heavily leaning" toward running (FCC equal-time regs oblige--he doesn't want to lose his microphone prematurely), but his campaign is already assured of top management in the person of Roger Stone, the echt-Reaganite political consultant from the GOP's hard right. On the record, Stone says that he's "likely" to take on the Grant campaign--in fact, he's the one who quietly set up the Draft Bob Grant for Senate exploratory committee to raise funds, recruited former Reagan operative Jim Zaimes to run it and is already planning Grant's no-frills media blitz--on radio, natch. Stone's reputation as a bare-knuckles brawler in politics has Republicans quaking. Told of Stone's involvement in Grant's campaign, one prominent GOP county executive who would like to succeed Whitman as governor let out a surprised "Wow!", adding (after requesting anonymity) that "with Grant in the race, no Republican can win, let alone Whitman." Why are conservative voters so receptive to Grant's savage attacks on Whitman as an "ultra-country club Republican"? Because Whitman--first elected on a tax-and-budget-cutting program that was supposed to help the little guy--has financed those tax cuts with bonds whose expensively deferred payments will fall on the average taxpayer after she has left the State House. At the same time, she has been ladling out fortunes in subsidies to the corporate giants that finance the state's Republican Party. While so incarcerated, this person blathered easily to LAW ENFORCEMENT OFFICIALS about his recurring desire to shoot and kill lots of people and the court system was MADE AWARE of these statements; YET, he was soon back on the street. (Shades here of Eric Harris and Jefferson County Sheriffs dropping the ball insofar as investigating reports of Harris's threats of violence and murder.) To the casual observer--which includes most of us whose minds are saturated with mass media "news" of 5-10 second sound bites of blatant self-serving sloganeering from unending hordes of "official" clones--it might seem rather odd that Furrow would have been able to extract himself from custody/incarceration in light of these actions and statements on his part. However when one takes into account the truly IMPRESSIVE list of ties Furrow has to various and sundry FEDERAL law enforcement, military and intelligence agencies, it's easy to understand how so many exit doors opened so easily for Furrow. They needed him: he had a job to do. Incredibly, while living with his father in Olympia Washington, Furrow lived right next door to a gun wholesaler, Olympic Arms, which has it's own shooting range in the basement. A salesman currently working at Olympic Arms named Jesse Chester said he had no knowledge of them ever having done business with Furrow, because "we only deal with federally licensed dealers." "He got the security job because he was considered to be one of the most level-headed in the group up there at Aryan Nations," former FBI informant Vince Reed said in an interview Thursday. Furrow's appointment to the Aryan security squad was made by Tim Bishop, the chief of staff for Aryan Nations leader Richard Butler from about 1994 to 1997, Reed said. Reed showed up at the Aryan Nations compound in 1992 and stayed through 1996, secretly getting paychecks from the FBI for keeping an eye on the Aryans, including Furrow. Reed's informant job ended in 1996 when he was forced to testify as a prosecution witness against a group of six Midwestern white supremacists who called themselves the New Order. They were arrested and convicted of plotting to kill a black radio show host in Missouri, a federal judge in Illinois and Morris Dees, co-founder of the Southern Poverty Law Center. While working as an informant, Reed lived for a time near the Aryan Nations compound in a house he rented from Butler's friends Charles and Betty Tate. And Reed came to know Furrow "fairly well." "The earliest I can remember him there personally is 1994, but I know that he was known up there before that," Reed said. Another undercover operative who provided information to the Bureau of Alcohol, Tobacco and Firearms said Furrow, 37, attended the 1989 Aryan World Congress. Furrow spent time with Kim A. Badynski, a former Illinois KKK leader, said the source, who asked not to be identified. Badynski, who now lives in Tacoma, heads the Northwest Knights of the KKK and has been involved with the Populist Party of Washington. Furrow also was friendly with Charles Mangles, an Aryan Nations member from Polson, Montana, " Reed said. "Charlie liked him a lot, as I recall, because he carried himself within the ranks of the Aryan Nations as a respected person," Reed said. Furrow did odd jobs around the compound and volunteered for extra hours, often pulling night duty in a guard shack labeled "whites only." The only time he wanted to step away from guard duties was when Butler or Louis Beam, the Aryan Nations ambassador-at-large, were delivering speeches, Reed said, and then Furrow had a front-row seat. Reed said while he was at the compound he never saw any outburst of temper or violence from Furrow, who was called Neal. "It seemed to be that Neal liked to take orders, you know, 'Yes, sir. No, sir,'" Reed recalled. The former informant said he didn't attend the Aryan Nations marriage of Furrow to Debbie Mathews, the widow of Robert Mathews. Mathews headed a 1980s neo-Nazi terrorist group known as The Order. But Reed did see Furrow with Clint Matthews, the teenage son of Robert Mathews. Furrow and his stepson attended the 1994 and 1995 Aryan World Congress. At one of the events, the teenager wore a T-shirt that read, "Hail, The Order." "We called him 'Little Bob,'" Reed recalled. "A lot of guys called him 'the future Bob Mathews,' because they wanted him to follow his father's footsteps, evidently." Debbie Mathews, who lives near Metaline Falls, Wash., has refused all requests for media interviews since her ex-husband surrendered Wednesday in Las Vegas. "With his hatred for Jews, it doesn't surprise me at all that he did this," said Reed, but he doesn't understand why Furrow traveled so far from his Olympia home to carry out his crimes. "He was a respected person within the Aryan Nations," Reed said of Furrow. "His views were very strong, anti-Jew, and he always expressed that." In July 1995, producers with Michael Moore's national television show "TV Nation" showed up on a public road outside the Aryan Nations's gates. The producers hired young black women to sing and dance outside the gates to the song, "Stop! In the Name of Love" by the Supremes. As the cameras rolled, the Aryans could be seen in the background giving Nazi salutes. Reed recalled that a couple of skinheads wanted to attack the performers, but Furrow interceded. "He kept everything under control." Furrow also ordered another Aryan guard in 1995 to apologize to a reporter who was told that Hitler's extermination ovens should have been kept around for members of the press. But after reporters left, Reed recalled that Furrow laughed and said, "there are a lot of Jew bastards in the media." Here, it could be heard that they are even more dangerous than Cosa Nostra. In the last couple of years, the Albanians literally invaded the West as they found the best place for their illegal business there. In the Great Britain, for example, there were only 30 Albanians living there ten years ago. Now, there are over 30,000 Albanians living in Britain, a thousand times more! There are about 400,000 Albanians in Germany, 200,000 in Switzerland, 100,000 in Italy and even 25,000 in small Belgium. Tribal, patriarchal establishment among the Albanians is one of the most important factors of successful creating the network of the criminal clans. Everybody knows everybody, everyone is controlled where he goes and what he does. Nobody can escape the long hand of Mafia, says Manfred Quedzuweit. The members of the family form the core of a clan (in this case about 60 members of the Albanian family), writes the Spiegel. The average of another 150 relatives are tied to them, as well as their neighbours and friends, sometimes a whole village is a clan. Such a system is ideal for introducing into an organized criminal network, writes the Hamburg weekly. The ethnologist of the University in Berlin Stephanie Schwandner-Sievers says those are the relics of an archaic tribal society, which she and her colleagues call "immoral familiarity". In Germany, the Albanians have completely took over the market of heroin as they banished, in a spectacular fight five years ago, the Turks and Kurds. For a short time, says Manfred Quedzuweit, they covered the market of prostitution where they launch young Albanian girls of 16 and 17 years. "Washing" of illegal money, armed robberies and stealing of jewelry and money from private houses, and organized transportation of white slaves and desperate ones who seek their chance for life in the West, is only a part in their long list of illegal businesses in Germany. Albanian "banks" in Germany are a special story. They are used for the transfer of money from Germany which amounts to a billion of D-marks a year. One of these banks was discovered by accident by the Dusseldorf police when they were checking a travel agency "Eulinda" owned by the Albanians. We haven't found a single catalogue or brochure for travelling at the agency, computers were not operating, nor the printer has been ever used. We found that "Eulinda" was a coverup for some other business, said high criminal counselor from Dusseldorf Rainer Bruckert. Eventually we found out that "Eulinda" had already transferred 150 million dollars to Kosovo - for "humanitarian purposes", says Bruckert. Money has been transferred by the couriers in special waist belts with many pockets. So, in a single one way trip, they can carry up to six million D-marks. We have proofs, says Bruckert, that the money has been transferred under the cover of political parties and humanitarian aid and through fictitious companies, to Kosovo for the purpose of financing the war which KLA is conducting there. Police has lots of difficulties to catch any of those criminals and put them in jail, mostly because people are scared too much to testify, fearing for their own lives and the lives of their families, says Manfred Quedzuweit, who asserts that this fear is without any ground since police has many ways to protect the witnesses. So many times I find myself tearing my hair out and saying, "That can't be true, surely someone else would be saying it too!" Especially the last two and a half months. The real story behind the Serbs fleeing Kosovo is not over what SERBS have done - it's over what ALBANIANS have done for years to Serbs. Before the bombing started, I asked what any competent journalist SHOULD have asked - "Who is the KLA and how are they being financed?" Albania is the poorest nation in Europe and it's Stalinist communist government basically collapsed shortly after the USSR disintegrated. I found, to my surprise, that the KLA is a large, and wealthy drug cartel that controls most of the Heroin sales throughout Europe - supplying up to 90% of the Heroin to Scandinavian countries, for example. Now I am watching so-called journalists reporting while surrounded by KLA members or supporters, with undisguised smugness that the Serbs are now "fleeing Kosovo for the first time, while the Albanians jeer." On Fox News last night I watched a group of armed Albanians shooting their weapons in the air, while mugging for the cameras in what must have been in full view of the NATO "peacekeepers." The day before, a Serb who shot into the air was promptly shot and killed by German peacekeepers, according to reports from the scene. What should be obvious at this point is that the Clinton-Gore Administration has created a situation in Kosovo which will require a very long term commitment on the part of the United States. It isn't just Serbs who are leaving. Other ethnic groups, Montenegrins and Gypsies, seeing what certainly appears to be a commitment on the part of NATO and the media to create an Albanian reservation in the heart of the Serbian Orthodox Church's sacred territory, are fleeing also. Why? And, why is the dominant media not reporting what is really going on? AFP reports from Rozaje that more than 13,000 members of non-Albanian minorities (Serbs, Montenegrins, Gypsies, Moslems, and others) arrived to Monete Negro. Serbian leader from Kosovo, Mr. Trajkovic is quoted saying that over 30,000 people have fled Kosovo from the Albanians so far. *** Sky News - NATO entered Pec. They met a convoy of YU Army, 5 km long, on the road. They are wondering how come the tanks and other arms are not even scratched, while they were told they have destroyed all tanks in Kosovo. What Americans are hearing, of course, from their TV screens is that the Serbs are leaving because they "feel guilty" for participating in "ethnic cleansing" of Albanians before and during the bombing. What is simply not being reported is the history - the recent history - of KLA terrorism against Serbs which created the increasingly "ethnically pure" Albanian majority in Kosovo. It is a story quite similar to the change of ethnicity in many large American cities, in the 1960s, 1970s, 1980s - when the "white flight" resulted in all black inner cities. While the popular liberal analysis of "white flight" is to chalk it up to white bigotry, in my family, white flight was a matter of self-preservation. (520) 885-7005 During World War II, we were in the Army Air Corps list as "Missing in Action" in the very same area you are now serving. If we may, we would like to relay to you a frank, soldier-to-soldier message about our personal experience while there - something which politicians who sent you there have not told you and something which you have not read or seen in the anti-Serb media. In 1944, the members of our committee were flying bombing missions out of Italy over Southern Europe. During that time over 500 of us were shot down over enemy-occupied Yugoslavia and saved from certain death by the Serbian people. Ours was the greatest rescue of American lives from behind enemy lines in history but has been kept under wraps all these years because of pressure from foreign sources. While we were there, those of us who were wounded were given whatever medical supplies they had even at the deprivation of their own troops. If there was tne piece of bread in the house, or one egg, it went to the American airmen while the Serb went hungry. If there was one bed or one blanket, it went to us while the Serb slept on the bare ground. No risk of sacrifice was too great to insure our safety and well being. One experience which is forever seared in my memory is the time a village with 200 women and children was burned to the ground by the Germans because the Serbs would not tell them where they were hiding us. To this day, I can smell the terrible stench of their burning flesh. One does not forget such things. The most incredible part of our rescue was that before each mission, our bomber crews were briefed by the highest levels of American intelligence that if shot down over Yugoslavia, we were to stay away from the Serbian people as they were collaborating with the Germans and "cutting off the ears of American airmen" before turning them over. Only after we were shot down did we find out the amazing thoroughness with which the truth about the Serbs was being distorted. Further compounding this deception is the fact that while the Serbs were our allies in WWII, Croatians and Muslims (who we are favoring today) were allies of the Nazis, shooting at us and responsible for killing many of our fellow American fliers. In view of the lies we were told about the Serbs during World War II, we could not help but wonder if our foreign policy there today is the same anti-Serb bias we encountered 52 years ago. Could our career diplomats sacrifice former friends and reward former enemies in the name of political expediency???... Could it be because in the world community there are over one billion Muslims and only 9 million Serbian Orthodox Christians with the same proportionate power in the global economy??? Could it be because the Serbs have no oil wells and no unlimited oil money? Could it be because the Croatians and Muslims outspend the Serbs 50 to one on lobbyists, media firms and campaign contributions??? ... Could this be why, "atrocities" are manufactured to make the Serbs look bad while gaining sympathy for their opponents???... Could this be why the Serbs are branded "aggressors" in land they have lived on for over 600 years???... Could our policy have something to do with the fact there are 540 members of Congress, none of whom are Orthodox Chistians???... Could the State Departnent's bitter bias, against General Draza Mihailovich, the anti-Communist guerrilla leader who saved us, be based on the fact he was a Serb??? Could these be the reasons the State Department has covered up the truth of our rescue all these years and opposed our petition to express gratitude for saving over 500 American lives (a petition which is supported by the 8 million veterans of the American Legion, the Veterans of Foreign Wars and the Air Force Association and which has been approved by the United States Senate.)???... Far-Right gangs, which recruit in school playgrounds, on football terraces and via the Internet, are believed to be responsible for the murders of at least 21 people in the past eight years. Most of the victims have been immigrants, tramps or prostitutes. The number of youths in organised violent xenophobic groups has increased five-foled over the past four years to at least 20,000 mainly grouped together in poorer city areas, according to a government report. The groups are characterised by their youth, by their propensity towards violence, and by their use of the symbols of the old Franco regime. Among their most treasured possessions, the old Spanish flags of the Franco era, which feature a black eagle in place of the shield on today's flag. Some gangs also learn the traditional Franco anthem, Cara al Sol (Face the Sun). New gang members are often in their early teens. Their political education is initially limited to information about the social groups they are meant to hate. "The first thing they have to do is go out on 'a hunt,'" said Esteban Ibarra, of the Social Affairs Ministry's immigration task force. This involves finding immigrants or vagrants to assault. Attacks carried out in the past month include the stabbing of a Moroccan immigrant near Barcelona, arson at a mosque in the north-eastern city of Girona and the burning down of a house occupied by three Gambian families in the nearby town of Banyoles. Mohammed, a 23-yuear-old Moroccan, was knifed by a gang of youths after more than 1,000 people took part in an anti-immigrant march in a poor quarter of Terrassa, an industrial city outside of Barcelona. "Iwas surrounded by 40 people who started kicking and beating me," Mohammed said from his hospital bed. "I'm still scared, so I will leave town as soon as I am well." Priests in Terrassa, many of whom were involved in the anti-Franco movements of the Sixties and Seventies, said there was a direct link between the new far-Right and the late dictator. Manuel Saliva, a parish priest, said: "These people are actively encouraged by the old local fascists. They are the ideological children of the same people who used to denounce us to Franco's police." Immigrants comprise less than two percent of Spain's population. But claims that people among these new communities--particularly Moroccans--are boosting the drug trade have helped to spread racial hatred. The new fascists are fully aware of the potency of two propaganda channels that did jnot exist when Franco began his 36-year rule in 1939: rock music and the Internet. Fascist or racist bands with names that translate as Klan, Punishment Brigade, Division 250 and Imperial Order decorate their stages with Francoist and Nazi paraphernalia. "Zionism has been cornered...the war is starting, it's the revolution of the white race," Division 250 declaims in one of its records. Internet sites dedicated to these bands and to skinhead groups help to promote the racial hatred which, according to Mr. Ibarra, is rapidly spreading from the cities to smaller towns. Police have used new anti-racism laws to shut down websites. One Barcelona-based site, which was closed last month, had received 5,000 visits in two days. It had threatened a massacre of local immigrants. A number of radical Right-wing groups associate themselves with leading football clubs. Seventy Real Madrid fans belonging to the "Ultra Sur" group were recently sent back to Spain when they travelled to Germany for a match and started giving fascist salutes there. Fans from another Right-wing group that follows Atletico Madrid are currently being tried over the killing of a young Basque. His only crime had been to come from a region whose separatist ambitions have always been anathema to Spain's fascists. Some skinheads are followers of Ricardo Saenz de Ynestrillas, 33, the most visible leader of the new Right. He is the son of a former Franco army officer who plotted a coup attempt against the democratic government and was later murdered by the Basque separatist group Eta. His party, the Alliance for National Unity, has held violent demonstrations across Spain. He is about to begin a seven year prison sentnece for attempting to kill a drug dealer who refused to supply him with cocaine. In 1993, he was freed by a court that dismissed charges that he had murdered a Basque parliamentary deputy, Jose Moguruza. Police say that many of the new skinheads are more interested in violence than in the ideology of Spain's traditional and fractured extreme Right wing, led by the Falangists.

At that time I will seek nomination as the Socialist Party's candidate for President in the year 2000. I had been asked during the last year or two if I was considering running "ever again" (and at 69 "ever again" has a limited shelf life). I said no. I'd done it once. I was glad I'd done it, it was certainly a real honor, but a Presidential campaign, even for a small party which will be lucky to be on the ballot in 15 states, is a drain not only on the candidate but on many others who work at least as hard on petitioning, fund raising, arranging speaking dates, etc. However a "Draft McReynolds" committee was formed, without consent, much less my knowledge, sometime in May and on June 9th several of the younger members of the Socialist Party asked me to join them for dinner at one of the inexpensive Indian Restaurants on East 6th Street, here in Manhattan, at which time they handed me a letter signed by a number of SP members and, more important to me, people who were not in the SP, urging me to run for President on the Socialist Party ticket. I said it would take me a while to think the matter through. I finally said I would let them know on August 1, which I did, and an announcement went out to the Socialist Party's list shortly after that saying that while I could not in conscience be drafted (having refused that honor during the Korean War, I could hardly submit to it now), I would volunteer to run. My reasons for seeking the nomination are both political and, in a narrower sense, organizational. In the political sense, I believe the tradition of democratic socialism has been largely ignored in this country. Too many people think "the Left" is represented by Workers World, the International Socialist Organization, the Socialist Workers Party, or the Communist Party, etc. I mean no disrespect to those groups, which hold their beliefs sincerely (and fiercely), but the traditions of a radical but peaceful approach to social change, a tradition which champions both social justice for all, with respect for the political and religious rights of all, must be revived. And that is the great tradition of the Socialist Party, of Eugene Victor Debs, Norman Thomas and Frank Zeidler. Our numbers are indeed few. But the ideas for which we struggle are ideas which have animated humanity from the dawn of civilization - freedom, decency, fairness, peace, justice. And we know, having learned at great cost, that these ideas, which seem so simple they should be shared by all, can in fact, be carried into reality only by great and prolonged struggle. Also I am stunned so many on the broader left were captured by Bill and Hillary Clinton, so much so that even on the Balkan War, which was so clearly a violation of the United Nations Charter, many felt they had to support Clinton. (And some, alas, felt they had to support Belgrade and overlook the horrendous violations of human rights in Kosova ordered by Milosevic.) We hear talk from both Republicans and Democrats about the need to cut the federal budget - but no one is willing to aim a spear at that sacred cow, the military budget. In fact, we have accepted the militarization of our country to such a degree there is little opposition to seeing the ROTC program carried into our High Schools. We are not even ashamed - or aware of - the fact our nation is now the largest seller of "conventional weapons" in the marketplace of the world. Weapons destined for oppression in lands as distant as Indonesia. We hardly seem aware that our nuclear weapons program continues at full tilt, as if the Cold War had never ended. There is silence on the fact we have now become a "Gulag nation," with the largest numbers of men and women in prison of any nation on earth - and that these prisons are being turned into an industry - prison labor is now competing with free labor. There is no outrage at the vast number of young African American males who have lost their voting rights because of felony convictions and approach the job market with this impossible strike against them. There is no willingness to demand a single payer medical system. We are concerned only about making sure the middle class has decent medical care. What about the poor? What happened to that compassion for the poor which once marked our political life? Where is a voice raised on their behalf? For the immigrants whose wages are so low and living conditions so poor? Where is our concern for providing decent housing at low rent for the millions in sub-standard housing? There is no hint in the major parties that capitalism is the main reason for our foreign interventions and the incredible string of human rights violations these interventions have triggered. We seem to think we can tackle the environmental problems without dealing with the profit motives

Many of those who attend services at Temple Knesset Israel on Vermont Avenue are elderly Holocaust survivors who were horrified by the act of hatred. Officers from the Los Angeles Police Department's Northeast station documented the vandalism and notified the department's crimincal conspiracy section. "I believe it's a copycat thing. Somebody wants a little press," said Sgt. Sanford Rosenberg, referring to last week's shooting at a Jewish community center in Granada Hills. He said whoever committed the crime would be charged with felony vandalism for defacing a place of worship and would face increased penalties for committing a hate crime. In the temple's mailbox, offcers found a letter that appeared to be anti-British. "It doesn't make sense," one officer said. The letter was confusing, at times saying the British were going to start interning people, she said. The temple's president, Harvey Shield, is British. Shield said that in light of the incident he will hire a private security guard for the holy days in September. Last week, when congregants suggested increasing security after Tuesday's shooting, he said he was reluctant to do so. "My initial response was: 'Let's not overreact so quickly,'" he said. "Now there is no question about it." Police said they will step up patrols in the area. The painted letters, scrawled at the entrance to the preschool, were about six feet high. The doors to the temple have gates in fron of them, making it difficult for vandals to reach them, but owrshipers could easily see the hateful message as the they stepped inside. Shield said about a dozen people saw the swastika. Police painted over the graffiti Saturday morning, but worshipers were still worried. "Can we get some protection here for the rest of the morning?" parishioner Frances Miller asked Rosenberg. "I'm afraid to be here now." The sixty-one year old Los Feliz resident said much of her family who had perished during the Holocaust in Poland and her three cousins who survived for months by hiding in ahole in a cemetery under a fallen tombstone. She broke into tears when she saw the vandalism. "This could be a warning," she said, adding that she is always wary of hate crimes. By Margie Wylie NEWHOUSE NEWS SERVICE Aug. 10 Inscribed near the time of Jesus, stored in caves for two millennia and uncovered in 1947, a wrinkled scrap of leather stored in Teaneck, N.J., hid the key to an ancient psalm. The Dead Sea Scrolls fragment was almost more holy relic than historical artifact before archaeologist Robert Johnston and his fellow researchers came along. Using a digital camera and computer-driven analysis, Johnstons team did what is becoming increasingly commonplace. They made the ancient document speak. OUT OF A blackened patch emerged several lines, among them: Blessed is the Lord who causes us to rejoice, for that is why you created us. The characters popped right out; to be able to see writing that had not been seen for over 2,000 years was very exciting, says the Rev. John Peter Meno of St. Marks Cathedral in Teaneck. Meno is general secretary of the Eastern United States archdiocese of the Syrian Orthodox Church, which owns the fragment. The find eventually yielded what is being called a harvest hymn, a never-before-seen Jewish psalm. IMAGING TECHNOLOGIES Johnston and his colleagues have been pioneering ways to use imaging technologies once reserved for spies and astronomers to mine the secrets of ancient texts blackened or faded by time. The team, sponsored by Eastman Kodak Co. and Xerox Corp., has been experimenting with multispectral imaging at the Rochester (N.Y.) Institute of Technologys Chester F. Carlson Center for Imaging Sciences, of which Johnston is dean. The imaging techniques were developed to enable spy satellites to identify, for example, an army tank hidden by fog or a jungle canopy. In the case of ancient texts, it helps researchers differentiate between ink and background by detecting minute differences in the light waves (or spectra) they reflect. Light visible to the naked eye has wavelengths in the range of 400 to 700 nanometers, or billionths of a meter. Using a digital camera sensitive to light ranging from 200 nanometers (ultraviolet) to 1,100 nanometers (infrared), the researchers photograph documents in light of several different wavelengths until they find the ones that offer the most detail. Ink may reflect light at, say, 900 nanometers, while the blackened leather in the background might reflect at 910 nanometers. A computer, analyzing the differences, can identify hidden characters. CRUCIAL NUGGETS Typically, Johnstons team extracts only tiny, though crucial, nuggets. Looking at a rare red-ink scroll of the Old Testament Book of Samuel yielded only one previously unknown character. Still, the scholar involved was so thrilled that he went out and wrote whole papers on it, says Keith T. Knox, a member of Johnstons team and a principal scientist at Xeroxs Digital Imaging Technology Center in Webster, N.Y. Among the thoroughly mined texts of the Dead Sea Scrolls, they found only 18 new characters in their examination of color photos of the Temple Scroll which at 28 feet is the longest mostly intact scroll. So the harvest hymn find, on a scrap of liturgical scroll, was a virtual mother lode. When combined with other scroll fragments and translated by professor George J. Brooke of the University of Manchester in England, it read: The Festival of our Peace. The fruit became plump due to the Heavens and the produce of the Earth of living things, so we give thanks to your name, forever. Blessed is the Lord who causes us to rejoice, for that is why You created us. The Dead Sea Scrolls were written in the Semitic language of Aramaic between 250 B.C. and A.D. 68 and hidden in caves near Qumran, which some scholars think was an ancient Jewish settlement. The writings shed light on aspects of early Jewish religious and secular life during the era when Romans sacked Jerusalem, around A.D. 70, and as Christianity was dawning. These things are so fragile, they can just crumble at a touch, Meno says. The amazing thing about this technology is it allows us to literally see through it to other layers of writing without ever touching these very fragile artifacts. JUST THE BEGINNING The Dead Sea Scrolls are only the beginning. Johnston next hopes to image a 10th-century copy of the works of the Greek mathematician Archimedes. The text was washed off its leather pages in the 12th century and overwritten with stories of Christian saints, a common practice in those times, Johnston says. The group did some initial imaging work on the text when it was auctioned by Christies of London, and in July they submitted to its new owners a proposal to try to uncover the entire document. Now, however, they have competition. Since I got started in the early 1990s, there has been a boom in imaging science, Johnston says.

[CTRL] Pinay Cercle- Bilderbergers Evil Sister?
-Caveat Lector- CIRCLE OF POWER Perhaps more sinister, and certainly more shadowy than the Bilderbergers, the "Pinay Cercle" is an "Atlanticist" right-wing organisation of serving and retired intelligence operatives, military officers and politicians that conspired to "affect" changes in government. Amongst other things they claim credit for engineering the election of Margaret Thatcher in the U.K. and may have been behind the ousting of Australias Gough Whitlam. By David Guyatt Now almost forgotten, the decade of the "Seventies" was a time of immense political upheaval, dirty tricks and incessant rumours of right-wing military Coup detats in leading western democracies. Amongst the long list of resulting casualties of this "decade of tension" were Britains Prime Ministers: Harold Wilson and Ted Heath, Australias Gough Whitlam, Swedens Olaf Palme, Americas Jimmy Carter and Frances Francois Mitterand. The more southern flanks of Natos European axis: Portugal, Spain, Turkey and Greece converted rumour into chilling fact via the steel-blue glaze of gun-barrels. Italy, home of Pizza, the Pope, and Propaganda Due (P2) came in for its own brand of political fixit, courtesy of Uncle Sams very own CIA. As the decade of the "eighties" slowly slipped above the now less than pink eastern horizon, right-wing beneficiaries of a co-ordinated international destabilisation programme gave their heart-felt thanks. Among them were Britains Iron Lady, Margaret Thatcher - Madonna of the Armaments industry - and Americas less brittle, and considerably less acute, Ronald Reagan - humble originator of the mega-tax-buck-swallowing SDI "Star Wars" programme and also, thus, a valued friend of the boys at Guns R Us International. These two decades saw a proliferation of right-wing, quasi official and secretive groups that co-ordinated intelligence, propaganda and undertook covert black-operations around the globe. One of the most shadowy of all is the "Pinay Cercle", named after its founder Antoine Pinay, Premier of France in 1951. Known more simply as "Le Cercle" it is recognised as a more clandestine sister organisation to the already very secretive Bilderberg Group1 - a "behind-the-scenes invisible influence" network. Both groups share a familiar membership which includes Henry Kissinger, Zbigniew Brzezinski and David Rockerfeller. Each of these three luminaries of the international power network are, in addition to the foregoing, influential members of The Trilateral Commission and the Council for Foreign Relations as well as being regular attendees at Britains "Chatham House" - The Royal Institute of International Studies - shadowy twin to Americas CFR. Antoine Pinay was extremely influential in Europe and the United States, where he had forged links with President Nixon. Pinay attended the Bilderberg inaugural meeting in Oosterbeek, Holland during May 1952. By 1969, Pinay together with Jean Violet, a Lawyer working for the French Intelligence Service SDECE, and Archduke Otto von Habsburg, heir to the Austrian throne, formed Le Cercle, and secretly began recruiting men of influence as members. The intention was to shift the political climate of Europe to the far right via a secretly financed campaign of propaganda, and to establish a private intelligence service that would work, unofficially, with the existing security apparatus of the west. Author Stephen Dorrill also believes there are serpentine inter-connections between Le Cercle and the Gladio network, a "stay-behind anti communist" military guerrilla force set up by Natos Supreme Headquarters Allied Powers Europe (SHAPE) during the "fifties", that was largely composed of ex Nazis. Le Cercle has a different flavour to Bilderberg, however. The latter is an important link to the overt "influence" organisations cited above and almost certainly focuses its efforts on the broader political issues, being careful to keep well-away from "direct actions". Le Cercle has a much more "hands on" role. Interestingly, its membership is more heavily composed of serving or former members of various Intelligence Services, senior military officers as well as politicians, bankers and VIPs with right wing connections. The "Cercle" was unknown until 1500 internal documents of the rightist (and Le Cercle funded) Institute for the Study of Conflict, were leaked to Time Out Magazine in 1975. Subsequently the documents have gone missing. At the time ISC was headed by CIA agent and "Cercle" Chairman, Brian Crozier who was heavily involved in another covert action group known simply as "The 61." (Jet Propulsion Laboratory) By Matthew Fordahl The Associated Press P A S A D E N A, Calif., Aug. 14 A two-story, $3.4 billion spacecraft carrying a load of deadly plutonium will zoom within 725 miles of Earth this week to gain momentum for the final leg of its meandering, seven-year voyage to Saturn. Cassinis return, two years after NASA launched the largest and most expensive unmanned spacecraft ever, poses virtually no risk, mission officials say. But anti-nuclear activists, concerned over the 72 pounds of carcinogenic cargo, arent so sure. The fact is space technology can and does fail, said Bruce Gagnon of the Global Network Against Weapons and Nuclear Power in Space. And when you start using nuclear materials in increasing numbers, the odds of an accident increase. The flyby at 8:28 p.m. PDT Tuesday will use Earths gravity to change the probes direction and speed relative to the sun. Without the gravity assist and two previous close encounters with Venus and a future flyby of Jupiter, the probe would never reach its destination in 2004 to study Saturns rings and moons. Chances of Re-Entry Small The probe will approach Earth at about 35,000 mph. Its speed will increase by about 11,000 mph after the swingby. At its closest point over the South Pacific, the probe might be visible from Pitcairn or the Easter islands. NASA has used planets gravity to fling its probes through space since 1973. The plutonium-powered Galileo probe to Jupiter twice swung by Earth in the early 1990s at altitudes much lower than Cassinis closest point. The chances of an accidental re-entry of Cassini are about 1 in 1.2 million, according to a NASA estimate. Its just not a credible event, said Bob Mitchell, Cassinis program manager at NASAs Jet Propulsion Laboratory in Pasadena. Im not telling you its impossible, but its just not credible. Activists fear that some sort of navigation or human error could cause the craft to burn up in the Earths atmosphere, showering the planet with deadly plutonium dioxide. Plutonium Powers Instruments The spacecraft requires plutonium not for propulsion but to power its dozen scientific instruments. The probes three radioisotopic thermoelectric generators, or RTGs, convert heat from the naturally decaying plutonium into electricity. The units were built especially strong in case of an accident during launch or flyby. Each pellet is boxed in layers of heat- and corrosion-resistant iridium and graphite. Mitchell said for re-entry to occur, a failure aboard the probe would have to cause an exact change in its speed before the flyby. And then something would have to happen to prevent NASA from transmitting corrective orders. Weve been flying this thing for two years now and we got a lot of practice, he said. Even if the capsules were to vaporize during an accidental re-entry, the effects on Earths population over 50 years would be less than the amount of radiation from dental X-rays or a round-trip flight across the United States, according to NASA. West Virginia-based National Alliance--headed for two decades by one of the Patriot movement's intellectual godfathers, William Pierce--is growing at unprecedented levels. In recent years, Pierce has aggressively used the internet and the airwaves to bring in hundreds of new recruits, among them, followers of the anti-government Patriot Movement and members of the nation's armed forces. In expanding his organization, Pierce has capitalized on the Oklahoma City bombing. The book depicts a truck bombing remarkably similar to the Oklahoma City blast. Pierce has warned of more terrorist attacks. The organization's growing influence among Patriots and the military, plus its ideological connections to the Oklahoma bombing, make it the most dangerous hate group operating in North America today. Pierce's long-range goal is to ignite a worldwide race war and establish an Aryan utopia in North America--a fascist society free of Jews, blacks, other racial minorities, and most important, the "traitors" to the white race so openly hated by Pierce and his neo-Nazi followers. As his organization and influence grow, Pierce has made his objectives clear. "We are in a war for the survival of our race...that ultimately we cannot win...except by killing our enemies." William Pierce, fascist Pierce is the ultimate fascist---a neo-Nazi's neo-Nazi who has described Adolf Hitler as the "greatest man of our era." An intellectual in a movement not noted for its great thinkers, the soft-spoken, pespectacled Pierce holds a doctorate in physics from the University of Colorado. From 1962 to 1965, he was an assistant professor of physics at Oregon State University. From 1965 to 1966, he was employed as a senior research scientist by the Advanced Materials Research and Development Laboratory of United AIrcraft's Pratt and Whitney Division in Connecticut. Like many racist intellectuals of his era, the Atlanta-born Pierce began his sojourn into the extremist right as a member of the JOhn Birch Society. In 1966 he abandoned his job and the Birchers for full time neo-Nazi activism, apprenticing under Ameica's then most notorious neo-Nazi, George Lincoln Rockwell, founder of the American Nazi Party. Pierce soon became one of ROckwell's most trusted lieutenants. After ROckwell's assassination in 1967, Pierce quickly rose to the top of the organization. The central task of this new government "will be to reverse the racially devolutionary course of the last few milleninia and keep it reversed: a long-term eugenics program involving at least the entire populations of EUrope and AMerica." Vic Pribanic was there fishing the night that JFK Jr.'s airplane was on its approach to the island's overlit airport when the murdered president's only son radioed the control tower at 9:39 p.m. that he was about 10 miles off the island and would drop off his sister-in-law, Lauren Bessette and then take off again between 11 p.m. and 11:30 p.m. for the Hyannis Airport. United Press International, ABC News and WCVB-TV fully confirmed this story. All was well and the sky was moderately clear. There was just a little haze when Kennedy got his first view of the lights beaming up from the bright street lamps that the locals there have complained so much about in both the Martha's Vineyard Gazette and Martha's Vineyard Times. For JFK Jr., his wife and her sister, the lights were welcome sight, knowing that their flight was just about over. The airplane, a Piper Saratoga and its world-renowned pilot and passengers, had been identified from JFK Jr.'s call, and their exact location was noted on the radar screen. THEY HAD A FIX ON HIM. And then it all happened. BAM !! As sudden as a lightining bolt, Pribanic turned abruptly towards the explosion: "I heard a loud impact like a bomb", said Pribanic, a skilled trial lawyer from White Oak, Pennsylvania. At first he thought it could have been the military, exploding one of their bombs off of No-Man's Island, a small island off the shore. But that couldn't be. It was at night. And they stopped that years ago. Nonetheless, the explosion sounded nearly identical and came seemingly from the sky out over the ocean. Victor Pribanic, an innocent small-town Pennsylvania lawyer, was to bag a 35-pound striper "that night" as well as a story that will change the course of the country for all time!! What we have here is a very reputable "ear-witness" to JFK Jr.'s Piper Saratoga being blown out of the sky - at the exact time and location the plane went down. Others that evening witnessed seeing a "bright flash" in the night sky. A finely-tuned, well-kept first-class airplane doesn't just drop out of the sky and head straight down into the ocean unless it's blown out of the sky or the pilot deliberately sends it into a dive to kill himself and his passengers. If the latter happened, it would imply that JFK Jr. was either an idiot or insane. Neither of which was true. The "managed media" report that he was flying in "bad weather" is an absolute lie and we can prove it with both witnesses and photographs, so that the story will no longer fly. What does this mean? By Oxford Analytica The success of NATO in forcing the Serbian army to quit Kosovo has led some western leaders, notably the UK Prime Minister Tony Blair, to espouse a new "moral" emphasis in foreign policy. While a complete abandonment of self-interest for ethics can be dismissed, there are important new factors affecting the conduct of international affairs, which vary in regional applicability. NATO's intervention in Kosovo has helped reinforce the belief that ethical and moral considerations are eclipsing traditional calculations of national self-interest in international affairs. This assertion is associated with a wider argument that regional political integration, the rise of transnational issues (international crime, notably drugs and terrorism), and economic globalization have undermined state-based definitions of international relations. It is within this context that conceptions of a new ethically-based foreign policy have been forged. This theory, at least in its most sweeping character, is relatively easy to discredit. For instance, the United States - without whom any coordinated international action is difficult - displays a considerable reluctance to bear the human cost of foreign interventions. Moreover, in the post-Cold War world, so-called value-based policies have been applied inconsistently. While NATO chose to liberate Kosovo, none of the alliance members intervened in Chechnya, and French involvement in Rwanda was driven by traditional francophone interests. This problem is not helped by the lack of consensus, even within the Western world, about definitions of "universal rights." Nevertheless, there are a number of new features of the post-Cold War world that are relatively distinctive. The blurring of the differences between "moral" and "interest" based foreign policies has created more opportunities for an ethically-driven exercise of political authority. These factors include: - The declining number of traditional state-on-state security issues (ranging from external intimidation to hostile conquests) over the last decade and the increase in internal conflicts structured around civil wars or the complete implosion of state authority. - A notable philosophical shift, particularly in the United States, towards the idea of a limited number of crimes against humanity. These developments were initially influenced by the Holocaust and are now widely accepted as legitimate reasons for intruding into the internal affairs of a sovereign state. The U.S. government was, for example, exceedingly reluctant to describe the events in Rwanda five years ago as genocide for fear that this would oblige them to intervene. - An acceptance of at least a modest link between the internal structures of states (democracies or dictatorships, market or totalitarian economies) and the nature of their foreign policy. In general terms, dictatorships are seen as a potential danger to more than their own citizens. This provides a "moral" and "self-interested" reason to resist them. There is also a wider acceptance of the idea of a "contagion" effect, whereby instability in one part of a region may prove a threat to the rest of the area if not contained or eliminated. While the previous three developments are potentially reversible, there is another secular force at work. Modern military technology may mean that traditional ideas of conflict based largely on the quantity of hardware are being replaced by a new doctrine, centered on the quality of equipment. This could allow states, in certain circumstances, to feel that they can wage "ethical" wars at tolerable costs. However, these ideas have different geographical implications and amount to a more complex mosaic than a single "new world order" influenced by moral concerns. In generalized terms, this can be summarized in a four-fold regional division. - States where stability is the norm and neither ethical nor interested intervention is likely to be needed. Such regions include the nations of North America (and increasingly Latin America), Western Europe (and increasingly North-eastern Europe), Japan (subject to the behavior of North Korea) and Australasia. - States where instability is commonplace and where the costs of intervention are deemed so high (and the returns so low) as to preclude either ethical or even self-interested action. Such regions include the majority of the developing world, especially sub-Saharan Africa. - States whose size and character means that direct intervention for either ethical or self-interested motives is hopelessly impractical. Evolution was not just "pulled out of scientist's asses." Evolution has a lot of data behind it. It comes in all forms and ranges from fossils to astrophysics to geology to microbiology. We can even look at agriculture to see a form of human-directed evolution of food crops and animal breeding. Did you take probability and statistics in college? If you did you know that data can be manipulated/skewed to favor one's analysis (theory). Can scientists trace the evolution of the first microbe to man with fossils ... I haven't seen this. Please post a copy of this alleged "government charter" for NAMBLA. At least post information on what governmental agency issued this charter. I trashed all the information I had on this organization, however you can look them up on the web at http://www.nambla.org One of the articles I read stated that the IRS recognises this organization as a non-profit entity. That's close enough to government recognition to me. As for what this has to do with evolution vs. creation, I can't see. It seems to me just a typical "muddy the water" nonsense argument by someone who just doesn't have any facts on their side of the argument. Scientists think only they are correct and therefore only their opinion (theories) matter. I don't see it that way. I see science as being corrupt. Example: The Food Drug Administration (FDA) is run by scientists (controlled by govt.) and they put Nutra Sweet (aspartame) on the market as a sweetener and raided a Texas company (health food store?) that sold srevia and even made them burn their books on using stevia as a substitute for sugar or aspartame. Aspartame is a chemical substance that many doctors and scientists also have evidence that it is harmful to humans. Stevia is a natural plant that is about 1000 times sweeter than sugar with nearly no calories, it also doesn't turn into formaldehyde when exposed to high room temperatures. This is one reason why I don't trust scientists. There are other reasons, but not as blatant as this one. I also do not believe preachers because they seem to want only money and do not adhere to the Bible teachings they purport to teach. Again, with the issuing of licenses, government has perverted religion, much as it has done with science. To watch thousands move and march as one, then pledge their loyalty in a single roaring voice -the voice of the "nation" raised in joyous submission to the triumphant will of the nation's leader is, even now, to experience other images from the past: a medieval pageant in pomp and riotous color, banners waving in symbolic homage to the glory of God; or a swell of collective rapture as believers pledge themselves to a holy crusade against the infidel. Our movement is "a holy order" cries Hitler to the faithful who listen with rapturous attention. "I believe I am acting in accordance with the will of the Almighty Creator; by defending myself against the Jew I am fighting for the work of the Lord," he had written in Mein Kampf, establishing the all-important religious metaphor. Triumph of the Will presented a central ideal of the Nazi movement: the iron-willed individual whose strength of character, self-control and personal discipline were such that he was able to overcome individualism and offer himself in submission to a greater power. This idea struck a sympathetic chord with a Christian population. Hitler attempted to build a non-Christian, neo-pagan form of religion using the symbols of a remote Teutonic past, but it was his reliance on the familiar forms of Christianity that made the new "faith" so comfortable for so many. Although it has been fashionable (both inside and outside of Germany) to think of the Nazi movement as a short aberration in the life of an ultracivilized country, nazism was, in reality, a direct product of a century of German cultural history; for although German Kultur had come to represent a pinnacle of artistic achievement, particularly in the realm of music, it had also focused on images and ideas that favored the development of Aryan ideology. The intellectual bedrock for such ideas came initially from the writings of the philosopher Johann Gottlieb Fichte (1762-1814), who has subsequently been called both the father of German nationalism and the father of German anti-Semitism. Much of Fichte's thinking was inspired by Germany's bitter defeat during the Napoleonic Wars, after which both Napoleon and France came to represent everything modern and evil. The French ideals of liberty, equality and fraternity that inspired the 1789 French Revolution were anathema and, more serious still, un-German. German thought took another direction altogether; it set its sights on the past, the remote past of mythic heroes and grandeur, and rejected the modern world as envisioned by the Enlightenment. -Caveat Lector- The New Australian Kosovo and Taiwan: a moral question for the US By James Henry No. 130, 16-22 Aug. 1999 Sometime ago I wrote that if NATO succeeded in driving the Serbs out of Kosovo it would only plant the seeds of a future Balkan conflict. What would NATO do to protect an Albanian controlled Kosovo against a revanchist Serbia? Clinton, Blair and Schroeder being what they are have not given this dismal prospect any serious thought. But the war against Serbia raised other important questions that need to be answered. A very important one being: Who invaded whom? Put another way, how does a country deal with people from a different cultural and religious background who having settled into the host country now decide to annex part of it on the curious grounds that they are now a majority in that region. Like it or not, this is what Kosovo Albanians have done. They have sliced away a huge portion of Serbia. This could not have been done without the aid of Clinton and Blair, who certainly won't be around to pick up the pieces from the next Serbian-Kosovo conflict, not that they are picking up any pieces now. Does anyone think for one moment that if Britain's 1 million plus Moslem population decided to annex a portion of the UK on the novel grounds they are the majority in that area that Blair would stand for it. What if the reconquista movement did the same in parts of Texas or California? (Mexican President Ernesto Zedillo has already expressed the view "that the Mexican nation extends beyond the territory enclosed by its borders." He didn't say in which direction.) What would the Democrats do? Regardless of what the moral posturing Clinton and Blair might say to these hypthetical questions the fact remains that according to their words and actions over Kosovo they would have to concede to these demands for 'independence" or resort to violence. Readers probably realise that by now that what is really at stake here is a territorial principle. To what lengths can any state legitimately go in defending its national integrity? It has been forgotten, or should I say suppressed, that the drug-running KLA deliberately set out to alienate Serbian territory, which is what Kosovo is, by taking over administrative positions, disobeying Belgrade directives, murdering Serbian officials and setting up a separate administration. Naturally the Serbs responded in the usual Balkan way. Nevertheless, there were no mass killings and Serbian military activity was largely confined to areas where KLA guerrillas were operating. What we find, therefore, is that the KLA had formulated a plan to annex Kosovo. What made them think the Serbs would let them get away with this puzzles me. Unless they had good reason to think that Clinton would come to their aid. Whatever the case, the war is not over. A cocaine-snorting president still soils the Oval Office while drug-running KLA thugs are busy entrenching themselves in Kosovo. But this is where the problem will fester. Kosovo can only exist as a NATO protectorate. Does anyone really think that European countries are going to protect a drug-running KLA government whose activities will subvert their own political structures? And does anyone think the KLA will tolerate any domestic opposition that threatens its power? The inner contradictions of Clinton and Blair's Balkan blundering are already creating visible tensions, some of which have resulted in NATO troops open firing on KLA activists. Now if the so-called 'Clinton doctrine' had any moral substance (impossible given the source) then Clinton would have rushed to warn China against attacking Taiwan. Instead, this moral and physical coward betrays America's Taiwanese ally and prostrates himself before Beijing. (Truman must be spinning in his grave). Let us understand that, in my view, the principle of territorial integrity falls down when any group is oppressed or is in genuine danger of being tyrannized. This is why North Korea has no moral claim over the South. It is also crystal clear why Beijing has forfeited any moral claim to Taiwan. And it is because these are moral questions that Clinton and his cronies cannot understand them. There is heavier gear available near Podujevo ... and he knows a man who can help. Liberated Kosovo is awash with guns and there are plenty of people, like Mr Xhaki, to ensure that supply meets demand abroad. The borders with Albania and Macedonia are effectively wide open and the smugglers who fill the shops of Pristina with consumer goods can organise the arms that are flowing in the other direction - out of the province. It is this traffic that is now reaching the UK. Only last week, AKM and AK-74 assault rifles, explosives, RPG-7 rocket-propelled grenades, M2HB Browning heavy machine guns and Claymore anti-personnel mines were being touted round London, according to potential customers who spoke to The Independent. It is a growing trade but the Foreign Office and Customs and Excise say they know nothing about it. One concerned Labour MP, Alan Simpson, a long- time opponent of the arms trade, is planning to write to Robin Cook, the Foreign Secretary, urging him to remind the KLA that it made a commitment to disarm at the end of the Nato liberation campaign. "He must tell the leaders of the KLA that they have a responsibility to live up to their side of the bargain," said Mr Simpson. At Luzane, where the KLA's weapons are being collected under the Nato agreement, the numbers that have been seized by Alliance troops are 10 times greater than those voluntarily handed in. But Nato sources also believe a significant quantity has been sold off to dealers with the complicity of some senior KLA officials. A senior Nato official said: "We have had reports of arms going to Western Europe. Some of it is weaponry that was bought by the KLA which is now being put back in the market; other weapons have been taken from Serbians. A lot of KLA soldiers bought their own weapons and there are reports they are selling them again to Albanian dealers. "We don't believe this is sanctioned by the KLA leadership. If they don't want to hand over their whole stock they will be keeping them safe and hidden, not selling them off." There is no evidence that the organisation's leader, Hashim Thaci, and its chief-of-staff, General Agim Ceku are aware of the trade. A Swiss- based businessman with ties to the KLA, said he was convinced that the trafficking was being done by rogue elements within the organisation and that neither Mr Thaci nor Mr Ceku was involved. "They would not know and would not approve," the businessman said. Mr Thaci's supporters also blame rogue elements and point out that even if the KLA hierarchy were intent on withholding part of its arsenal instead of handing it to Nato, they would hide the weapons away and not sell them off. The counter-argument from others within the KLA is that what the organisation needs now more than anything else is hard foreign currency - it can afford to lose some of its stock of weapons. This shortage will not last long; KLA members have been invited by the United Nations to form the nucleus of Kosovo's new police force and army, the National Guard. And that force will be armed by the West. In the meantime, while the UN and its civil administrator Bernard Kouchner moves agonisingly slowly towards setting up the structures for a civic society, the KLA has formed an interim government under MrThaci and is busy filling the political vacuum. Serbian businesses and homes are being allocated to KLA supporters, "taxes" are collected from shops and appointments made at state enterprises. The only check on their activity is the diligence of Nato's Kosovo Force (K-For) and especially its British contingent. The UN is due to take over policing Kosovo at the end of the month but out of the bare minimum of 3,100 officers deemed necessary, less than 160 have arrived so far. K-For peace-keepers recently raided the KLA's sinister, self-styled Ministry of Public Order, part of the "provisional Government" that has been set up by the rebels. Weapons, cash and unauthorised police identity cards - carried by Ministry of Public Order personnel - were confiscated. K-For denied that the public order "minister", Rexhep Selimi, and General Ceku who were in the building with 14 other men at the time, were detained, but Mr Selimi was warned against trying to claim police powers. The supply of arms to Western Europe is said to come from two different sources. By Mark Weisbrot Should countries have the right to set health and safety standards for the food that their citizens eat? Should they be allowed to exclude foreign-produced foods that don't meet national standards? Or should these questions be decided by the World Trade Organization? Like it or not, these issues are being decided right now. In the latest trade dispute between the world's two largest trading partners, our government placed sanctions last week on worth about $117 million on European goods. The purpose of the sanctions is to force the Europeans to import American beef that is raised with growth hormones. Ordinarily this decision to place 100 percent tariffs on French truffles, foie gras, and other delicacies that most of us have never tasted would violate our international trade agreements. But in this case the US has the backing of the World Trade Organization, a 134-nation body that was created four years ago to negotiate and govern world trade. The WTO has ruled that Europe's ban on hormone-treated beef is illegal, and it authorized the US to impose retaliatory trade sanctions against the European Union. Consider the arguments: the Europeans don't allow beef that is treated with growth hormones to be sold in their markets, regardless of where it is produced. They just don't think it is all that safe to eat. But most US beef is in fact treated with these hormones. So our government, at the request of the beef industry, filed a complaint at the WTO, arguing that this ban was an unfair restriction on trade. The rules of the WTO say that any health or environmental standard that affects trade must be supported by scientific evidence. So the WTO appointed a three-judge panel, which decided in March 1997 that there was not enough scientific evidence to justify Europe's ban on hormone-treated beef. Two months ago an independent panel of scientists, assigned by the European Commission to consider these questions, reached a different conclusion. They found that one of the six hormones commonly found in beef is a "complete carcinogen." For the other five, they concluded that further study would be needed-- although anyone reading the 142-page report would undoubtedly wonder why we allow these drugs to be pumped into our own livestock in the United States. We probably wouldn't-- especially for consumption by those most susceptible to the effects of the hormones, such as children and pregnant women-- if most people actually knew what they were eating. But there are no labeling requirements for these extra ingredients in your hamburger. Regardless of how one assesses the scientific evidence, shouldn't the Europeans be allowed to err on the side of caution if they so choose? Most people would say yes. This case is particularly worrisome because everyone agrees that the law against hormone-treated beef was designed to protect Europe's consumers, not its domestic cattle industry. And the law applies without discrimination to both domestic and foreign producers. Yet the WTO insists that an unaccountable, three-judge panel, meeting in secret, can overturn a European law-- simply because it has an adverse impact on trade. Clearly the tail (trade) is wagging the dog here, and this is exactly what environmental, consumer, and labor groups warned would happen when the WTO was created four years ago. If any American thinks that this is only Europe's problem, they should take a look at a few key WTO decisions in the last couple of years that have gone against us. In 1997 the US Environmental Protection Agency weakened its regulations on contaminants in imported gasoline, in order to comply with a WTO ruling that found these rules to be an unfair trade barrier. The enforcement of our Endangered Species Act-- specifically, the protection of sea turtles-- has also been compromised by recent WTO rulings. The talent in question is of course the president's nimble touch when it comes to dealing with the truth. Nationwide, police officers are intently studying the president's facial expressions, gestures and pauses in order to become better at spotting a liar. Retired Calumet City, Ill., Police Chief S.A. Rhoads, who has been teaching "Subconscious Communication" police training courses since 1978, says suspects routinely (if unwittingly) provide "nonverbal" clues that can aid law-enforcement officers trained to recognize them. Among the model liars he has used as teaching tools are Susan Smith (who went on television to ask for her kidnapped children back after drowning them in a pond), Timothy McVeigh, O.J. Simpson - and now, the president of the United States. Officers in El Paso, Texas, Broomfield, Colo. (a suburb of Denver) and even here in Washington, recently studied the first fibber - and there are more to come. "He's been good material for the class ever since he became a candidate," said Mr. Rhoads. As part of his presentation, he shows the president's infamous "I did not have sex with that woman" statement and portions of his four-hour deposition, which Ken Starr forced him to give and led directly to his impeachment. Mr. Rhoads has identified more than 120 gestures of "textbook deception" by the president in that deposition. In the course students are asked to identify some of them. Mr. Rhoads then discusses the clue that reveals the lie. Bill Clinton, it turns out, can be classified as an intimidation liar, among other things. After viewing the tape where Bill Clinton denies having sex "with that woman," Mr. Rhoads explains the president's pointed finger and obvious leaning toward the camera at the end of his statement are meant to intimidate the viewer into believing him. The viewer, however, shouldn't have been fooled because, although Mr. Rhoads believes the statement was rehearsed, it contained several of what he calls "disassociation pronouns" - such as "that woman." Some liars use such pronouns to form a subconscious disconnect between them and the person or thing about which they are lying. Here Monica Lewinsky was reduced to something abstract. Mr. Clinton didn't have to resort to intimidation or depersonalization to deny allegations of sexual misconduct. When he did, it made Mr. Rhoads suspicious and, the world knows now, rightly so. But when he first detailed his suspicions in his courses, many were skeptical. "They said, 'Oh you are just picking on him.' I won a lot of steak dinners off that one," Mr. Rhoads said in an interview. Thanks to DNA on a stained blue dress and Judge Susan Webber Wright's recent $90,000 fine for lying under oath, the class may sound like an exercise in the obvious, but as Mr. Rhoads explains, officers find it extremely useful because it helps explain their instinct or "gut feeling" that suggests something a suspect says is amiss. Giving that gut feeling a behavioral basis can be very useful in front of a jury. How accurate can looking for a nervous twitch or a rubbing of the eyes be? According to Mr. Rhoads if an officer takes his time and studies his suspect it can be up to 98 percent effective and in the worst of conditions "at least 90 percent" accurate. Washington Police Chief Charles H. Ransey has sent 510 District police officers through the program. Several District detectives have already told Mr. Rhoads that the skills they learned have been instrumental in getting to the truth in criminal investigations. Broomfield Detective Bart Dorscheid said he also found the class to be very helpful, but it "was not shocking" that Mr. Rhoads made an example out of the president. "In the police business we have been watching [the president]. He never comes out with a 'yes' or 'no' answer to a 'yes' or 'no' question. That's a problem. That's evidence of deception." As rational people pointed out during impeachment, "weasel" language is also a characteristic of a liar. When the president said he "would" never ask someone to lie, he wasn't really denying whether or not he "did" ask someone to lie. The decision to answer a question that wasn't asked can be very revealing. Other categories of liars - Mr. Rhoads counts 12 of them - include the "appointment" liar - someone who puts a limit on the interview to restrict the number of questions he may have to answer - something Bill Clinton did when giving his depostion to Ken Starr. Mr. Rhoads says Bill Clinton's pattern of lies can be traced back to 1992 when a reporter asked if he had ever smoked marijuana. -Caveat Lector- Just my input: Common DNA ancestory isn't even an argument. All mammals have common DNA, (and so what?). From one who has much experience in this field of study, and a college education based on the subject matter... EVOLUTION is the lie of millennial and historical proportions. If it were true, humans would be evolving on galactical proportions, considering their time of appearance on the earth... yet, man has remained basically unchanged for the past 20,000+ years, as compared with the entire animal kingdom and what some scientists would lay claim to what has commonly become known as evolution. All things change; that's the nature of the beast. Some things change more than others, and truly, some do utilize their environment for change to adapt, but this is not the entire basis for the evolution theory. IF this DNA were the so-called 'common' thread, why is it that apes and man have not converged? That is because there is a definite barrier in place to prevent such an action. A barrier that will never be crossed. Consider the fact that in the natural order of species, most all species, even though their DNA is similar enough without a barrier, that they prefer their own kind... i.e. "kind after kind" in a natural process, and do not 'choose' to cross over into breeding outside their own kind. It is only in the minds of men with big pens and big armchairs, that write out ludicrous suppositions on paper that sound so good. And theoretically, some of it bears truth... but is not consistent to carry through all in this area of evolution. Scientists cannot explain the lack of evolution in animals such as the shark for example. There is no reason why it should not have become even more efficient than it already is. And on the same lines, the lungfish neither has changed, nor can any evidence be produced why it hasn't. What happened here? A fluke of nature? Hardly. When man gets his own ego and logic far enough out of the way and owns up enough to understand that he cannot comprehend the entire universe, or it's building blocks to the umpteenth power... and realize that there is truly a greater, ordered power behind all, then and only then will he come to grips with the hows and whys he is and how he became to this day to be the ruling species of the earth. But, that change doesn't seem to be anytime soon on the horizon. So the cop-out in my opinion, is that the fear that what man believes and what is truth may be totally different things, and man's ego simply won't let him believe that he might be wrong, particularly in this arena of evolution. Because this is just one of those avenues that seems to sooth certain people's logic as the perfect solution. Evolution is merely a theory. Another one of those suppositional things that cannot be proved or disproved, but is rather a matter of opinion, and what one chooses to believe as their own reality. -Caveat Lector- Here is a discussion between various geneticists on the gentic history of the Jews. Gentically, various dispersed groups have more in common than with their gentile hosts. Thus unless the Khazars were one of the lost tribes(no impossible), the Jews are descendents of the biblical people, predominantly. Ironically the same gentic tests also prove that the Jews are not predominantly semites, but are more closely related to the armenians.(remember that the middle east was a melting pot of various peoples. Abrahams was from as mentioned in the bible came from near the caucus mountains and the gentic ancestry also fits that pattern. John Ken, Thanks for the note. My problem is that I'm not an expert in the area, so have to rely on the experts. Of course one cannot do this mindlessly, and must pay attention to the methodological debates. As I see it, the Cavalli school holds the high ground, at least for the time being. Also, as you conclude in your note, selection and drift are probable factors. The point is that when these are taken into account, not much room is left for interbreeding. What is interesting with MacDonald's account is that it is actually compatible with a degree of exogamy. His model has a strong contingent element and it is an empirical question how much interbreeding took place in each area. Frank Thanks for the informative posting. My only initial reactions are 1) I hesitate to dismiss ABO frequencies across the board as "selectively determined" when so many potential selective pressures have been purported to act upon the system and none are or have been global (or even pan-Old World) in scope; 2) a very sound explanation for the cline seen in the E=W gradient in the B allele remains the degree of Mongol "penetration" of the local gene pools; 3) the movement of genes, memes, etc from NE Africa to the Middle East is well attested archaeologically and skeletally during the Neolithic and early Bronze periods at a time not too long prior to the establishment of the hierarchical and competing later Bronze/Iron Age systems in the Middle East; so that 4) any greater genetic clustering of Jews (some exceptions noted) with "Europeans", seems counterintuitive given the probable genetic origin of the Middle Eastern populations from which they derive.
