I did this a while ago back in P98 so I'm not sure it can still be done in
P99se - I've just got in and haven't hit the go button yet. I saved the
*.LIB in ASCII format and used a text editor. Using the Replace command I
replaced XXX with YYY globally, saved it, then imported it back
It's not just the fact that the pin is hidden. If the pin's Electrical Type
is Power and the pin is hidden, then it is assumed by Protel that the pin
is connected to a net of the same name as the Pin Name, whatever that is.

If you're likely to go backwards and save this as a P98 (v3) file, these
layer specific keepouts return to their native state of being a
non-keepout and have the potential to ruin your day. It's only a trap if
you don't know about it.

I've found the following works best when opening older version PRJ and SCH
files into the P99se database:
1. select File Open.
2. select *.PRJ for file type.
3. select the PRJ file of the heirarchy you wish to import/open.
4. you should find that all the SCH sheets in the project
