Pockey menu, what is it?

The subject says it. I saw this in 8.1 but didn't see it when I upgraded to Windows 10. However, after an update on Friday, now this pockey menu is on the task bar. So just what is it and why is it on the task bar? Don Roberts ___ Any views or
