Not sure what is the issue for you, but for me this is how it works (I assume
you know how to pull up the Control Centre and find the Screen Recording icon),
here is what I do once I am on it:
1. I swipe down and Voiceover says Open Controls
2. I double tap and Voiceover says Screen

Not Sieghard, but with Screen Recording you get a video of what is happening on
the screen along with your narration. Rather than double tapping on Screen
Recording, touch it once to get it focused and flick down to open controls and
double tap.
Then, the microphone button is one flick right I

I checked with our moderator first before posting this. He gave me permission
to do so.
I'm running the 11.3 beta on my iPod Touch 6th Generation and Screen Recording
works fine and VoiceOver volume remains at whatever you have it and it goes
over the speaker.
