It is definitely not redundant. It creates a site. We do not want to
implicitly create sites. To repeat myself again:
EXPLICIT IS BETTER THAN IMPLICIT!

problem is with the arbitrary namespace data that we
might receive. Have you thought about that already? I don't want to add more
work, so if you do not want to think about this, then just ignore the
question. :-)

this as a problem that should be automated?
I am in the process of writing a proposal that should address this issue for a
set of fundamental packages.
