i can assure you that our 'jumped' pad was in the cosmic ray category
and sounds just like brad's
i looked very carefully into what might have caused it and wound up
replacing the footprint with no good explanation
now that i recollect it, i *think* it did not respond to editing the XY
coords to fix the position
i think it kept jumping until i replaced the footprint
it was a 1mm pitch staggered dual row pattern (thru hole) and 1 of 20
pads jumped about 1/3 of the pitch in one axis
