You can move or resize a window when it is in a normal or restored
state - a window is said to be in a restored state when it is not
maximized/minimized. This can be confirmed by checking if the Restore
option is disabled in the context menu that appears by pressing
ALT+SPACEBAR, disabled means

In my viewpoint, it is not necessarily important for one to know the
concepts of programming in order to learn a certain language but having
knowledge of the concepts surely helps understand the language easily and
