Depends. Under some circumstances, Cortana can be turned off (but for
enterprises), whereas it can't be done for consumers.

You should get Adobe Reader or Acrobat to open it, or some third party
programme that's independent of your browser. The PDF browser add-ons are
not really ideal. Adobe has pretty nice screen-reader support built in,
although if the file is really large I recommend reading with something like

I don't think device manager does any physical diagnostics on your
hardware. I could be wrong about this, however. If it was checking your CD
Rom drive, you would definitely hear it powering up and run at max speed for
a few seconds.
