  China has found microscopic worms in wooden packaging from the United States 
and uncovered substandard U.S. vitamin pills and fish oil for children, Chinese 
media said on Friday in the latest volley of cross-border accusations.
  China has highlighted several quality concerns with U.S. products in apparent 
response to recent complaints in Washington about the safety of Chinese exports 
ranging from toys to toothpaste.
  The pine wood worms, or nematodes, were found in 13 sets of packaging in the 
manufacturing hub of Shenzhen, the China Daily said.
  Harmful organisms were found in another 10 of 70 batches of wooden packaging 
sampled between mid-July and mid-August.
  This meant the rate of sub-standard packaging from the United States was 
higher than that for the European Union, Japan, Korea or Canada, the newspaper 
said.
  The labels on some of the wooden packaging were unclear, the report said, 
adding that that this suggested some exporters might have used fake documents.
  Officials have destroyed the goods and urged tighter supervision of wooden 
U.S. packaging, the paper said.
  The vitamin and mineral pills and children's fish oil were discovered in the 
eastern coastal province of Zhejiang, the China News Service said.
  The two failed to reach the nutritious levels promised on their labels, it 
said, citing the Zhejiang industrial and commercial department.
  Zhejiang had held the goods for further investigation and launched a 
thorough check of other food imports and exports, the news service said.
  China recently destroyed a cargo of sub-standard frozen potato slices also 
shipped from the United States, and the quarantine bureau earlier this month 
highlighted a cargo of contaminated soybeans that arrived in February.
  China has sent a notice to the World Health Organization defending its own 
food safety standards and said it was willing to cooperate globally to tackle

Miria Obote calls for healing   Last week at a rally in Lira 
district, the UPC president appreciated the many 
divisions in the party but called for level headedness. 
The national Party officials, Hon. Members of Parliament, distinguished guests, 
religious leaders, government leaders in your various capacities, ladies and 
gentlemen
On behalf of the National Executive Committee and on my own behalf, I am 
honoured to be speaking to thousands of Congressmen and Congresswomen in Uganda 
from Lira District.
Allow me in a special way to thank the women of Lango-Sub region and Uganda 
generally for not only initiating the idea, organising the people and setting 
the pace for this grand event but more importantly, inviting and officially 
welcoming me home. I had gone to represent the women of Uganda at an 
International Women Conference in Nairobi in 1985 when the coup took place and 
after 20 years in exile, the women of Uganda are welcoming me home. What a 
coincidence. I appreciate this undertaking because East or West home is best. 
Indeed the women have set the pace that must be emulated by the rest of the 
country through arranging programs from your areas and not wait for the 
headquarters. 
I am extremely happy to be here. Lango and Northern Uganda is not only regarded 
as the traditional political base of UPC but despite the 20 years of one party 
cum military rule of NRM and in spite of the untold suffering meted out against 
the people of Northern Uganda and commercialisation of politics, your loyalty 
and faith in the Party is unquestionable.
My message today is that of reconciliation and forward-looking in terms of 
rebuilding and strengthening the party. We must begin to heal now, charity 
begins at home. Over the years a lot of things have happened during the NRM 
monolithic movement system of governance that led to quarrels among party 
members, a lot of people got hurt in the process and some were forced to 
temporally take shelter elsewhere when our house was on fire. The fire has been 
put out and the time to forgive is now. We must forgive each other and start 
afresh to rebuild our party. The process of reconciliation is ongoing both at 
the grass root and national level. 
I would like to appreciate the principles, sacrifice and the spirit of 
voluntarism displayed during the LC5 by-election of Apac district and 
Parliamentary by-elections of Oyam South constituency. This must go a long way 
to unite, strengthened and permanently consolidate us on the ground. From now 
onwards no political party should win any seat in Lango apart from UPC. The LC1 
and II elections are coming, make sure you sweep all the positions. 
I am told that this same spirit of voluntarism was exhibited last weekend 
during the cleaning of Lira Municipality by the youth. The town looks extremely 
clean and beautiful. I would like to thank the area MP for a job well done. 
This kind of spirit must be extended to assisting the Internally Displaced 
Persons who are returning to their homes since government alone cannot fully 
resettle and rehabilitate their lives. 
I urge you to assist them in any possible way. Please be your brothers' keeper. 
Since the return of multiparty politics and my subsequent election as UPC 
President, we have achieved the following:- 
(i) Set up various committees such as Election Evaluation Committee, 
Secretariat Restructuring Committee, Party Promotion Committee and 
Reconciliation Committee. 
(ii) Mainstreaming, mobilisation and sensitisation of the youth nationally. We 
have held regional seminars

  Michael Jackson, a leading world beer critic who praised the brews of Belgium 
and acknowledged he would never be as famous as that Michael Jackson, has 
died. He was 65.
  Jackson, known as the beer hunter, died Thursday of a heart attack at his 
home in west London. His body was found by his house cleaner, Paddy Gunningham, 
his long-term partner, said Friday.
  She said he had kept writing and traveling, despite suffering from 
Parkinson's disease, and that he planned to write a book about the ailment.
  He was simply the best beer writer we've ever known, said Tim Hampson, 
chairman of the British Guild of Beer Writers. He told wonderful stories about 
beer, breweries and far away places. He told the story of beer through people, 
and he was humorous and erudite at the same time, Hampson told The Associated 
Press.
  Jackson especially loved Belgian brews. His books The Great Beers of 
Belgium and World Guide to Beer introduced them to many export markets, 
including the United States.
  By identifying beers by their flavors and styles, and by pairing them with 
particular foods and dishes, Jackson helped give birth to a renaissance of 
interest in beer and breweries worldwide that began in the 1970s, including the 
North American microbrewery movement.
  His TV documentary series, The Beer Hunter  which popularized his nickname 
 was filmed around the world and shown in 15 countries.
  He worked as a beer critic for more than 30 years, writing in newspapers and 
gastronomic magazines, holding seminars and giving speeches, appearing on U.S. 
talk shows and writing books about beer and whiskeys published in 18 languages.
  Jackson knew he would never be as famous as Michael Jackson the rock star, 
and that was reflected on the beer critic's Web site. Hello, my name is

  The Iraqi official said releasing Mahdi Army fighters  combined with the 
absence of an excuse for militias to launch attacks on the palace  would give 
Lt. Gen. Mohan Hafidh, head of the Basra Operations Center appointed by Prime 
Minister Nouri al-Maliki, enough breathing room to stabilize the province.
  But the PJCC left by the British Saturday was the scene of a four-hour 
looting spree Sunday, according to security officials.
  We will lessen the attacks against them [the British] and we will stop 
altogether if they release all our prisoners, said one of the Mahdi Army 
leaders at the Friday meeting. A colleague, who appeared more senior, 
disagreed: The resistance will continue until the last soldier leaves Basra.
  Indeed, overall attacks against British forces have increased despite the 
gradual decline in troop numbers. This year, 41 soldiers have died, compared 
with 29 in all of 2006. 
  Although members of the Mahdi Army pledge allegiance to Sadr, many operate 
according to conflicting agendas and some are linked to Iran, according to 
security officials. Last week, efforts by police chief Maj. Gen. Jalil Khalaf 
to hem in the notoriously corrupt and militia-controlled intelligence and 
criminal investigation units of the police force were met with protests and 
threats. There have already been two attempts on his life since Mr. Maliki 
appointed him three months ago. 
  A candidate for the same post at the time said the Mahdi Army is the most 
formidable force in the province. He said that he was visited by five militia 
leaders who told him: We will support you but people should know you are with 
us. 
  On the streets, there is a sense of jubilation and victory over British 
forces. In central Arousa Square, a street was renamed after the martyr Jaafar 
Muhammad, killed in clashes with the British. He's one of my guys. One of the 
valiant heroes of the Imam Mahdi Army, says a bearded company commander who 
gave his name as Uncle Abed. God has blessed us with victory over the 
occupation.

 Bosco Oryem, who was the chairman of Gulu, came with 
a statement from Bazilio.
  I could tell from its tone that the statement- in English- had not been 
written by Bazilio. It was a statement to be aired on radio and it was 
different from what Walter Ochola had already announced. Oryem was saying it 
was to be read verbatim, that not even a coma was to be added. I told him that 
I had been around for a while, and that in all coups the first logical thing to 
be done is to suspend the constitution. 
  Otherwise, if there is a counter-coup, you face treason charges. Then I told 
them that since Parliament was still working, we needed to dissolve it and 
dismiss the whole cabinet. I told them to close the airport, and to stop all 
foreign exchange transactions in the central bank. 
  Oryem said those bits had been forgotten. They were incorporated in the 
statement I read on Radio Uganda. It remained Bazilio's statement, and I came 
to read it by default. Eventually, having settled down, they began making 
appointments. They appointed the chief of defence forces, the central brigade 
commander, the chief of logistics etc. But they hadn't appointed the chief of 
staff; there was a fight over who should take it. Tito was the head of state 
and Bazilio was the chief of defence forces. 
  They wanted another Acholi to be the chief of staff. Then they remembered 
they had been accusing Obote of tribalism, and that's how I came into the 
equation. Tito made me chief of staff. I was a colonel, in fact the 
highest-ranking officer from Ankole [available to the Okellos]. I was promoted 
to brigadier on appointment, and later to major general, after it was noticed 
that Bazilio, the lieutenant general who was my immediate boss, was two ranks 
higher than me. I stayed until 1986 when the NRA came in. 
  I didn't go into exile and Museveni knew me from Tanzania. He sent his chaps 
to look for me on the night they entered Kampala [January 25, 1986]. I met him 
at Republic House that very night. I told him, My friend, I have gone through 
hell, a lot of bad times...Now that you have arrived, if you want me as 
prisoner of war--fine. I was chief of staff of the army you were fighting.
  If you want to let me free, let me go now. He said: You have worked for 
everybody, but you can't work for me or with me? I said it was not the case, 
but he insisted: No, we shall think about it. You sit down and relax. So I 
stayed in the army, without any real appointment. I remained in my house in 
Kololo and [President Museveni] would give me some money whenever he felt like. 
Later, in 1990, I became the general manager of Uganda Air Cargo, a company 
with one aircraft. I was in the village when Museveni's boys came looking for 
me, saying he had a job for me.

East African president; why I nominate Annan, Mbeki

  During my August 22 interview on VOAs Straight Talk Africa I proposed that, 
to expedite union, a non-East African could serve as the first President. 
  I mentioned former United Nations Secretary General Kofi Annan or South 
African President Thabo Mbeki, whose term soon expires, as eminent excellent 
candidates.
While there are qualified East Africans, my proposal was meant to deal with 
what I believe to be the root of Tanzanians fears about fast-tracking 
political integration: some of the current rulers have more political baggage 
than others. 
  East Africans are aware that we lost a golden opportunity when Mwalimu Julius 
Nyerere, Jomo Kenyatta, and Apollo Milton Obote could not attain dreams of a 
federated East Africa. 
  Had the Kampala Agreement of 1964, intended to ameliorate the issue of uneven 
industrial development, been ratified by Kenya, East Africa could be a roaring 
economic tiger, with richer nationals.
  A federated executive, presiding over East Africas 120 million plus citizens 
and $35 to $40 billion GDP would instantly enhance our ability to improve 
terms of trade with the West. 
  Like other East Africans, Tanzanians support economic integration. 
Inequitable industrial development, the albatross since 1960s, can be redressed 
through industrial policies. But with fast-tracking political integration, 
there is no telling which one of the current rulers could end up as Federal 
President.
  Kenyas Mwai Kibaki, who heads the regions most industrialised economy, has 
stellar credentials for having combated Arap Mois tyranny. His liabilities 
include advanced age, 75, and persistent reports that massive corruption hasnt 
been tamed.
  Rwandas Paul Kagame and Burundis Pierre Nkurunziza both preside over 
countries emerging from cataclysmic ethnic conflict. As Federal Presidents, 
might they not spend too much time focusing on consolidating their countries 
modest stability gains?
Tanzanias Jakaya Kikwete, for long foreign minister of a stable country, has 
the least baggage. While being the most attractive candidate, he could be 
accused of relative inexperience.
  However, too much experience can be a liability. Ugandas Yoweri Museveni 
boasts 20 years in power; he has accumulated the most baggage. The modus 
operandi [merits] that have helped Museveni collect his suitcases are 
preference for militarism and a disdain for democracy. 
  This modus operandi won him power in 1986; the same propelled him into 
destructive military adventures in Rwanda and Zaire, now the Democratic 
Republic of Congo. The Congo baggage may yet catch up; since the International 
Criminal Court (ICC) has confirmed that its investigating the alleged massive 
atrocities in DR Congos Ituri region while it was occupied by Uganda, the 
possibility of indictments, including Musevenis, cant be ruled out, damaging 
his prospects for Federal Presidency.
  Museveni affirmed his anti-democratic credentials most recently when he 
jettisoned Ugandas Constitutional presidential term limits. Even then, many 
Ugandans believe that despite widespread rigging, opposition leader Dr Kizza 
Besigye won.
  Eminent Africans such as Annan or Mbeki -or a comparable East African with 
similar stature- would alleviate all the fears about presidential baggages. 
Annan or Mbeki would preside over one interim period, whose term could be 
shorter than a normal five-year allotment. 
  Moreover, jealousy and rivalry amongst the current presidents, all of whom 
certainly want the distinction of being the first Federal President, would 
become a moot issue.
Once the interim Federal Presidency starts, the current presidents would 
resign. They could become candidates for the Federal Presidency, like any other 
interested citizen and campaign for votes. All qualified candidates would get 
equal funding and media time.
  Moreover, each candidate would only contest for votes from other member 
countries, except their own, in the first round. So, should Kikwete run for the 
Federal Presidency, only ballots cast in Kenya, Uganda, Rwanda and Burundi, 
would count towards his total in the first round. 
  Similarly, a candidate from Uganda would rely on votes from other member 
countries except Uganda. The two leading candidates then contest head-to-head 
in a second round.
  The formula compels candidates to develop a true Pan-East African 
socio-economic and political programme in order to campaign effectively. 
A young Ugandan harbouring future political ambition might see value in living 
in Kenya, Tanzania, Rwanda and Burundi, at some stage in his or her life, and 
bonding with nationals there.
  Lets not squander this second golden opportunity to create a Great East 
Africa.

Netters,
  It is a great idea if Museveni could seek reonciliation with the whole of 
Uganda than cherry pick his points for it. I do not how easy it is for my dear 
Friend and Brother Olara Otunnu to walk straight headed to reconcile with 
Museveni before he walks to his own Kith and Kin to reconcile and seek for 
their blessings. I think Mr Piwang should focus his efforts more on bringing 
Olara Otunnu home and at the same table with everybody else to champion this 
reconciliation bid. I wonder whether he will have a sleepful night really. 
  Just thinking aloud.

he attended a seminary in Stockholm. For the first time I thought he elucidated 
his position in the crisis very clearly. I was very impressed: His position had 
otherwise, been perceived as dubious and mediocre in some spheres.

This time around he was firm in his perspective and went hard on the LRAs 
remorseless attitude ( denial of their own role in the atrocity). Unless he was 
masking, it was doubtless hid sympathy was not LRA biased.

Didn't seem to me like there was any particularly sour blood between him and 
the Ugandan government. But he is a career diplomat, you know. They always 
mask. They will always keep on denying forth coming truth until on the eve.

it will be forwarded to Mr. Olara Otunnu. I believe public opinion can 
influence him. So I hope someone takes up this proposal for an online petition. 
I have read the proposal and I think it is the best for our country. Let us not 
allow Mr. Olara Otunnu to spoil a good thing. Mr. Olara Otunnu should put his

Mr Piwang wrote a letter dated June 6 to the Principal Private Secretary to the 
President, Ms Amelia Kyambadde, asking her for an appointment to meet the 
President. 
He had apparently submitted the same proposal to Mr Musevenis influential 
brother, Gen. Salim Saleh, with a copy to the President.
Reads part of Mr Piwangs letter: I look forward to meeting H.E. to answer any 
questions he may have on my proposal. I recommend that I meet him with Rt. Rev. 
MacBaker Ochola II.
Mr Piwang said he preferred Bishop Ochola because the churchman had written to 
some friends, including Mr James A. Baker III and Ambassador Andrew Young to 
help facilitate the reconciliation and peace in Uganda as envisaged.
Mr James Baker was secretary of state under the first President George Bush, 
and Mr Young, an African-American, was President Jimmy Carters ambassador to 
the United Nations.
Although the letter does not name Mr Otunnu, Bishop Ochola on Friday said that 
plans to reconcile the two men were indeed underway.
We have not yet met but I have heard about that reconciliation, Bishop Ochola 
said on telephone, adding that reconciliation is a process and a necessity to 
bring understanding and restore relationships.
Ms Kyambadde could neither confirm nor deny receiving the letter.
If its a private correspondence, why should I release it to Monitor? she 
said.
Dr Ruhakana Rugunda, the minister of internal affairs who is currently leading 
the government delegation to the Juba peace talks with the LRA rebels, said he 
had not heard of the efforts.
Dr Rugunda, who has cordial relations with Mr Otunnu, added: I would encourage 
efforts that promote reconciliation of any conflicting or differing parties.

Tuesday, July 24, 2007  Ordinary Tanzanians Assist Buganda; Tell Off Museveni 
and Send Him Back Tail Between Legs.  It was with much funfair that Uganda¡¯s 
president Yoweri Museveni entered Kenya on his first leg of an East African 
road trip to campaign for the position of Father of the new EAC? The trip 
started over the weekend of June 9, 2007. Wherever Museveni¡¯s convoy stopped 
in Kenya the population was somewhat suspicious but generally polite, sometimes 
even friendly. What shocked Ugandans on know it all  president was the leave us 
alone reception he got once he entered Tanzania.

A source that is close to the Tanzanian high commission in London has reliably 
told Sekanyolyas London correspondent that Musevenis ego wings were plucked 
by ordinary Tanzanians in a manner that left him looking helpless. According to 
the source, virtually everywhere Museveni went in Tanzania, ordinary citizens 
kept asking him about the wars in Uganda, corruption, use of tear gas, 
elevation of foreigners like Indians and Rwandese and the dictatorial 
tendencies in Uganda politics. The Tanzanian source told Sekanolyas man, Our 
people told Museveni off and he left with his tail between his legs. In many 
places he was specifically asked by wanainchi to explain why he supported the 
constitutional amendment to remove presidential term limits. His audience was 
really shocked when he tried to lie to them that it is the people of Uganda who 
wanted it. Also in a few places he was explicitly told that Tanzanians do no 
want to import Ugandas Banyarwanda or militaristic style of
 governance, where ideas are forced on people through threats of violence.?br
One of Sekanyolyas contacts in Musevenis ministry of foreign affairs has 
confirmed the information from the Tanzanian source. According to the 
government employee, the road-trip went pretty bad for Museveni. That trip was 
a huge mistake. The people who pushed for it like Amama, Tamale Mirundi, Hope 
Mwesigye and others have worshipped Museveni for so long that they naively 
expected Tanzanians to be impressed him too. The problem is that Tanzanians 
have learnt their civics quite well and now cherish democracy, the rule of law 
and their country. They questioned Museveni so aggressively because, to them, a 
dictator who is looting his countrys wealth, Mobutu style, is simply a common 
criminal.?

Sekanyolyas contact at Foreign Affairs further revealed that Museveni went 
into a serious depression right after the whipping by Tanzanias wanainchi. The 
fanfare that accompanied the Kenya crossing on June 9, 2007 had turned into 
nightmare for Bugandas occupier. Thanks to Tanzanians, odds of Museveni 
becoming President of East Africa are now worse that those of locating two 
whales smoking cigars. This is the story behind the Museveni denies interest 
in East African leadership?story (planted question) that Tamale Mirundi and the 
Aga Khans Monitor newspaper engineered on July 21, 2007. But it does not end 
there. To mask the spanking that he got from the Swahili speaking Tanzanians, 
as soon as the tours ended Museveni announced, I am now ready to negotiate 
with Mengo? Obviously it fooled the Mmengo crowd but ordinary Baganda didnt

  h) To bring about the realization that as a people, our national and 
collective bounded  duty to our Republic is to be vigilant all the time, to 
safeguard our sovereignty through dedicated services and to make this Republic 
a happier, safer, better and more prosperous country for all. 
  i)   To give training, particularly to the youth, so as to prepare 
themselves for the life they will lead when they grow up and shoulder the 
responsibilities of governing themselves and to provide for their well-being.  
  5. Provision was made for a functional organisation structure for the 
national service. At the helm would be a Ministry of National Service 
responsible for policy, administration, training and maintenance of National 
Service institutions and registers. The ministry would also be responsible for 
the coordination of the involvement of other ministries in the programme and of 
all activities and projects. There would be Medical Boards to determine whether 
a person called up for national service is medically fit to do the service.  
  6. It was the UPC's proposal to establish National training camps at 
Regional levels, those were Kyankwanzi for Buganda region, Kitumba in Bukoli 
county, now Bugiri District for Eastern region, the area between Aswa and 
Deng-Deng rivers in Anaka, Kilal County for Northern region, River Ruimi area, 
South of the areas then occupied by the prison farm, group farm and refugee 
areas in Bunyangabi county for Western region. Other centres would be 
established at parliamentary constituency and sub-country levels. There would 
also be state farms, and other technical or professional centres for training 
and protection. Lastly there would be an inspectorate for purposes of close 
administration, and discipline.  
  7. The basic focus of the various camps and centres to be established 
under the scheme was to be training in increased production in all fields of 
agriculture and animal husbandry. The participants would also attend courses in 
national consciousness and the promotion and advancement of African culture. 
The centres would have ample space for farming playing grounds, accommodation, 
lecture facilities and technical workshops. The centres would aim at being self 
sufficient.  
  8. Unlike the NRM'S Kyankwanzi type course, the national service 
programme proposed by UPC was to be professional, gender sensitive, national, 
pan-Africanist and productive and not parasitic or militarist. The lecturers   
and staff would be drawn from persons called up for National Service and having 
relevant knowledge in the various fields for the type of course conducted and 
who had first undergone a course in national consciousness and advancement of 
culture. Lectures and demonstration activities were proposed to be conducted in 
English and appropriate vernacular and some African languages including 
Swahili, Luganda and Lingala. The camps would have a women's and men's wings 
and offer special courses in domestic science and child care. Facilities for 
workshop would be provided at these facilities.  
  9. The UPC proposals for national service were broadly accepted by the 
citizens of Uganda. It was a pro people and people centred proposals. The 
proposals were reduced into a bill for discussion by parliament in 1970. This 
is one of the legislative proposals that were wasted away by the rule of the 
gun after the 1971 military coup.  
  10.  The time is now ripe to open the debate on the issue of national 
service.  UPC presents its earlier proposals and calls upon the people of 
Uganda to look at and adopt this more worthwhile programme instead of the 
partisan NRM's Kyankwanzi militarization and indoctrination programmes.

Baker Dudu said.Dudu is the outgoing chairman of the EALA Uganda chapter.He told Daily Monitor in an interview that EALA has been driving the political course of East Africa; therefore for Uganda to sideline EALA MPs was absurd.Daily Monitor learnt that Cabinet last week named a 17 member national consultative committee on fast tracking the federation. The committee has Mr Mike Sebalu as the only EALA member while in Kenya for instance; all EALA members are at the core of the consultative process.In Kenya, the
Ministry of East African Community officially wrote to EALA MPs appointing them to the consultation committee. A letter dated August 10 and signed by PS Peter O.Ole Nkuraiyia reads in part: "The purpose of this letter is to request you to inform the Honourable EALA members Kenya chapter that they are members of the National Consultative Committee."Ugandan EALA MPs are angry that while Kenya and Tanzania are treading a unifying political path, Uganda is walking on a divisive and selfish political road."We don't know the criteria they are using; other countries have made EALA MPs the core. We hope things will be rectified," said Ms Dora Byamukama, an EALA member. "I was appointed to the
committee, I don't know why and how. I am not privy to how the committee was constituted because I just found myself in," said Sebalu.He said the committee was a subject of Cabinet approval.Byamukama, however, said they had scheduled a meeting with Eriya Kategya, the Minister for East Africa. They include membership and subscription fees to be determined by NEC, contributions or donations by members, well-wishers and organisations.Others sources include funds raised through activities or undertakings by any organ with approval of
NEC, funds generated by investments undertaken by NRM; and contributions from government in accordance with the law.But the NRM, like many of the other parties, has not started collecting membership fees, runs no known business and has not conducted any publicly known fundraising activities. It entirely relies on donations from the chairman who is also the head of state. In October 2004, NRM members of Parliament were paid Shs1.2 billion (Shs5 million each) ahead of a crucial vote on whether to lift term limits on the presidency. I mean is Buganda considered so holy that nothing is negative about them. Come on fellas. Buganda is not any different than any other Ugandan communities. Every community has its good and evil. Consult people on Kampala extension I have heard the news about the extension of Kampala city to cover parts of Wakiso and Mukono districts. Districts, although they are subject to some degree of supervision by the central government, are autonomous bodies. The district councils and the inhabitants of these districts must be consulted before altering the boundaries of their districts. They may object to incorporating their properties in Kampala city. Residents of trading centres such as Kasangati, Nansana, Kireka, Bweyogerere and Mukono for example see no benefit in being incorporated within Kampala city, except being burdened with property taxes. Extension of Kampala city boundaries must be by consent of the affected districts; it should not be imposed.P.S

If that is true, then how come we have enough money and resources to go and fight in our neighbouring country? How come we
have enough money and resources to bribe MPs to try and lift the term limit for you? Mike Wooldridge: Well your question ranged quite widely. But let's [focus] particularly on that first part about the north - the issue of resources. President Museveni:Well we have the resources but at one time we had the problem with our donor partners who were saying that we should not spend more than 1.9% of GDP on the army. That took a little bit of our time, until 2002 when we took a firm stand and insisted that we
spend more on the army and we did it. So it is not that we don't have the money - we had the money - of course we don't have all the money we need for all the things we need. But we had the money to spend on the army but at one time, our partners did not want us to spend it, although we wanted to spend it and until we insisted and now we have spent adequately, that's why the situation is under control. Now our friend from Silver Springs talks about us fighting in other people's land. Yes, that fight in other people's land was part of the fight for the north. Because it was Sudan, which sponsored groups through the Congo to attack us from the west this time. It was called the Allied Democratic Front - ADF - so that's why we had to go into the Congo; it was part of the same
struggle. Mike Wooldridge: I just wanted Ogwang Wacha to come back on those particular points. What do you think of the President's explanation? Ogwang Wacha:I still feel that as the President and as a citizen of Uganda, he should have done more - for 19 years he should have done more because the LRA have adopted over 20,000 children; they have displaced 1.4 million people in IDP camps. President Museveni:The 1.5 million people who have been displaced - the majority of them were displaced actually in the last two years when the terrorists were under pressure from us they tried to go new regions. That's when the number swelled. Otherwise the number was always around 800,000. But anyway it was part of the regional conflict. It was not an independent factor and those 20,000 children who have been abducted, most of them have been released. In fact, now the children in captivity are very, very few - there are hardly any. The total number of people still with the terrorists could not be more than 400. Now compare to the recent utterances about the same children.Museveni loves to buy time with his

Netters, This sounds more like Museveni not Kony, to me. This un-named Carlifornia expert has described Dictator Museveni to me. We all know that in addition to being s phsychopath, Museveni is severly schizophrenic to me. If Kony is also of the same diseases, then lord have mercy. So my diagnosis is that Joseph Kony suffers from paranoid schizophrenia, which means that he may come across as quite normal, rational and charming, as long as you do not challenge him. Anybody who approaches him will be seen as an intruder, a threat, even though he may have invited you into his life. And you will be completely unable to persuade him rationally that he is mistaken. It was amazing for me to discover how totally inaccessible and completely oblivious to rational argumentation paranoid people are. Next is the issue of
Konys criminality. It is quite clear that whatever his mental functioning status, he is also totally psychopathic, which is to say that he has no normal sense of conscience, human feeling or capacity for empathy. Just as it is shocking to discover how inaccessible paranoid people are to rational argumentation, likewise it is shocking to discover how some human beings are totally devoid of all human feelings, although they can be charming and manipulative. Many a therapist have tried to help psychopathic clients, devoting hours of loving, empathic listening and understanding in an attempt to reach and heal such a person, only to discover that absolutely nothing was accomplished because these types of persons are truly devoid of any capacity for human relationship. Human beings relate to one another primarily by projecting on others characteristics of their own psychology. Usually the projection is a reasonably good fit, which allows for human interaction and
relationship. In Kony, you will encounter an individual who will not be relating to you as the human being you perceive yourself to be, nor will you be able to understand him by any experience within yourself. A person like Kony has two primary motivations in meeting an outsider. First of all he has some purpose of manipulating his situation to improve his prospects as regards his personal safety and security. That is his strategic purpose. On a more personal level, I suspect he has enormous narcissistic needs. He wants to be understood, appreciated and approved and anything less than this will be seen as betrayal. He will not be fooled or deceived. These kinds of persons know how others feel often before they themselves do, that is to say they are enormously sensitive to others attitudes even though they themselves are incapable of empathy. The main advice I would give to anybody who is to meet Kony is that you listen and never challenge or even try to
engage him. His responses, his psychotic ranting may be boring at times it is amazing how banal some of this psychotic imagination can be but it is of utmost importance to him that you listen and he will not easily tire of enjoying your attention as his narcissistic needs are gratified by your interest. Anybody meeting Kony should keep in mind that control is very important for the narcissist. Let him control the meeting in every way. Do not try to assert yourself against directions he chooses to take in the discussion, which I expect will be more of passive listening than any kind of normal engaged interview. Do not ask any judgmental questions. He will not miss the implication. You cannot overestimate what a dangerous person Kony is, even to your own welfare. the amount it assimilates. If ingestion continues at a steady rate, DDT builds up within the animal over time. The use of DDT was banned in the United States in 1973, although it is still in use in some other parts of the world. The Bible is a fascinating book. It contains answers to every question and solutions 
to every controversy under the sun. Issues on politics, intrigue, war, science, 
creation, human relations, life, sickness and death can all be sorted out using this 
one book. You can tell if you are wise or foolish; whether you will end up in heaven 
or hell and if you are doing the right thing, by simply flipping through the pages of 
the greatest and best-selling book ever.

It is amazing that every time you read the Bible you find something new - even if you 
have been reading it since you started speaking. You can have a thousand preachers 
speaking on the same verse and coming up with different sermons on the very same 
verse. That is why the Great Book has been in use for millennia and there has been no 
one to declare it exhausted in terms of content. It is the only Constitution that 
needs no review or amendment because its laws and solutions are timeless.

It is the only code of criminal law where ignorance can be a defence and where mercy 
and forgiveness take priority over retribution and punishment.

People always ask me where I find time to write yet my job keeps me very busy. My 
answer is always the same, simple one: I take off at least half an hour every night 
to read and meditate on a portion of the Bible. That effectively recharges my 
batteries.

Why am I bringing in the Bible?

Of course as usual, I get hundreds of e-mails responding to this column; some giving 
me the thumbs up sign and others bashing me black and blue.

There is one consistent fellow from Australia who, to put it mildly, has got a rabid 
hatred of President Museveni. The other day he sent me an e-mail saying, 'Maria, keep 
on irrigating the mustard seed, because it is about to die'.

For our foreign readers, the mustard seed refers to President Yoweri Museveni who 
used the same expression as the title of his autobiography. It is borrowed from the 
Biblical mustard seed that is one of the smallest seeds on earth, but when planted, 
grows into one of the biggest trees. President Museveni used the expression more 
broadly, to describe the metamorphosis of Uganda from the mire of dictatorship and 
economic decline to (after 1986) a progressive affair and a widely acclaimed example 
of political and economic success.

I replied the e-mail saying,

Why did I bring the Bible in this column today?

It is because this week, my friend from Australia pens me another acerbic e-mail: In 
any case Maria, he chirped. Who asked Museveni to liberate us? We were better off 
the way we were before he came in to spoil the show.

For starters, I know why this fellow is against the President.

It is a personal vendetta he is pursuing; too long a story though to tell in these 
pages.

But like I have always said, I do not mind opposition - you cannot all believe in one 
thing. The only problem with sections of the opposition is that they want to turn 
personal disagreements into national crises.

So when this fellow asks me to tell him who asked Museveni to liberate Uganda, I 
recalled the story of the children of Israel.

They spent 430 years in Egypt, the huge majority of this period as slaves. Hard 
labour, tough punishment and a starvation diet on top of the bondage were all they 
knew. In their distress they cried out to the Lord to save them.

The Lord, as usual, hearkened to their cry and sent Moses to lead them out of bondage 
and into the Promised Land.

They enjoyed the flight from Egypt and witnessed the miraculous interventions as God 
delivered them from Pharoah and provided for them.

But to God's dismay, the ungrateful Israelites kept staging one strike after another 
over what they called the big issues.

One of the very big and important issues was that they had run out of cucumber and 
onions. They rioted, cursing Moses for bringing them out of Egypt. Who told you to 
bring us out of Egypt? they asked. At least in Egypt we had all the cucumber and 
onions we wanted.

removed Obote from power. I don't remeber hearing anything to do with Obote being a

I will get you the exact moment when these words were used on the issue of

as for Abdallah Anyuru, let me tell you something that some of you may not
have known. Mr. Anyuru was from Lango alright; but did not automatically
make him like Dr. Obote. He was one of those who did not like Dr. Obote. It
was a democratic country after all. He had his rights to do so. When Idi
Amin took over and made him a prominent figure, he had to justify his luck
by first try and validate anything concocted on Dr. Obote to suit the
emotions of the day in Buganda. All it took was for one to rehaers those
phrases over and over, and those Baganda will be happy. You know what I
mean. So Abdallah said what he had to say regardless of whether it was true
or not. Just like if you have to prove that Iddi Amin was crazy tell
people that he ...ate humans... and the point is driven home.

Ugandan Despot Amin Gets Death Threats at Hospital

JEDDAH, Saudi Arabia (Reuters) - Former dictator Idi Amin,
blamed for the murder of tens of thousands of Ugandans in the
1970s, has received death threats at a Saudi hospital where he
has been critically ill for weeks, a medical source said
Sunday.

Staff at the King Faisal Specialist Hospital in the Red Sea
city of Jeddah got the threats by telephone Saturday, prompting
mangers to post a permanent guard in Amin's room and another at
the entrance to intensive care, the source said.

Security measures were dramatically increased in the
Intensive Care Unit at the hospital where Idi Amin is staying
as a result of several death threats, the source said. He gave
no details on the threats.

Sources said last week that Amin, one of Africa's bloodiest
despots, was in a near-death-condition, and the source told
Reuters Sunday he was now expected to die within days.

Idi Amin's condition has deteriorated as sepsis has set
in, compounding earlier multiple organ system failure. He is
still hooked up to a life-support machine...(and) the prognosis
is he will die within days rather than weeks, the source said.

Amin, in his late 70s, has been in exile, chiefly in Saudi
Arabia, since his ouster from his East African homeland in
1979.

A man who expressed admiration for Adolf Hitler, Amin was
denounced inside and outside Africa for massacring tens of
thousands of people -- some estimates say more than 100,000 --
under his despotic 1971-79 rule.

A former boxing champion, he came to power in a 1971 coup
and his rule was characterized by eccentric behavior and
violent purges.

He was driven from power in 1979 by forces from neighboring
Tanzania and Ugandan exiles, and was given sanctuary by Saudi
Arabia in the name of Islamic charity.

Amin, a Muslim, and has lived quietly in Jeddah on a
government stipend with his four wives.

          On July 22, 2003, a Uganda People's Defence Force [UPDF]
 helicopter gunship killed nine civilians in Obalanga, Katakwi District.
The
 victims were attending a funeral ceremony.
          Two days later, a military helicopter gunship killed 13
civilians
 who were tilling their gardens in Acholi-Bur, Pader District. Many others
 were injured.
 
          While these killings were duly reported by the Kampala news
media,
 there has been little manifestation of our collective outrage at these
 massacres of unarmed civilians.
 
          I have scanned the newspapers from Kampala and around the world.
 The Kampala paers have told the story. The rest of the world's scribes
have
 been silent on the matter.
 
          I have read postings on UNAANET, an Internet Discussion group
that
 brings together largely sober-minded and empathetic Ugandans in North
 America. Silence.
 
          Save for statements by a few Ugandan MPs and Prime Minister
Apolo
 Nsibambi's statement to parliament expressing the government's sadness
at
 the news of the Pader incident, there has been little public expression
of
 outrage by regular citizens. It is business as usual.
 
          Perhaps the explanation is simply that Ugandans have murdered
each
 other for so long that a few more deaths

           How one wishes that that other son of Teso, the highly

           The question for Mukula and other good Movement cadres is
whether

  mass murder by, say, Mr Joseph Kony's Lord's Resistance Army [LRA.]
  
           Is mass murder by the UPDF somehow more tolerable than that
which
  was committed by the rogue armies of the buffoon regimes which

           Does this murder by the state, albeit unintended, not warrant
the
  same degree of anger and moral outrage that similar incidents would
  generate if they occurred in, say, Buganda, Ankole or Busoga?
  
           God forbid, but if similar bombings occurred in Kyazanga, 
Masaka
  or Rushere, Nyabushozi, I bet you Tingasiga, all of you folks from 
south
of
  Lake Kyoga, would react swiftly and angrily.
  
           There would be very loud voices of protest and demands for the
  immediate resignation of the army commander and the minister[s]
  responsible.
  
           People would demand the arrest of the trigger-happy pilots of
the
  bird-of-death?
  
           Yet when these massacres occur in Acholi, Teso or Lango the
  citizens from the southern half of the country carry on with their
business
  as if the country has not suffered terrible loss of lives.
  
           Likewise, one is not surprised that there has not been a word 
of
  condemnation emanating from Ottawa, London or Washington D.C.
  
           Had the massacres occurred in President Robert Mugabe's
Zimbabwe,
  the condemnations from these major western capitals would have been 
very
  swift and hard-hitting.
  
           It would have been Mugabe killing his people.
  
           But this is Uganda. Museveni's Uganda, temporary darling of
London
  and Washington D.C. The dead civilian citizens are victims of friendly
  fire. Mere collateral damage in a fight against terrorism.
  
           One is also not surprised that the church leaders in Kampala,
the
  same spiritual leaders who were quick to oppose Museveni's third term
  project, have been silent on the latest massacres of the peasants in 
Teso
  and Acholi.
  
           I think we should all hang our heads in shame.
  
           Our collective silence and the remarkable ease with which our
  business has continued as usual, even before the blood of Ugandans has
  dried in the killing fields of Katakwi and Pader, speaks volumes.

 which is representative of thousands of similar cases. The fact that these
 killers have not yet been taken to court does not relieve them of the
 responsibility for the murder of thousands of Ugandans. There are lots of
 reasons why people have not managed to take these killers to court - lack
of
 resources, time, et cetera.

 As I said before, the following case represents thousands and thousands of
 similar cases in our short history. The letter appeared on 28 July (I
think
 in the Monitor). Think about it !

 Amin killed my father, uncle on the same day!


 I have been following newspaper headlines about Idi Amin's health
condition.

 Well, all of us will have to die one day but those who took away the
 innocent lives of others must be humiliated even in death. Those who never
 directly suffered the wrath of Amin have been writing and taking lightly
the
 crimes he committed. But some of us are still bleeding with pain and
sorrow,
 which he inflicted on our families.

 It was Sept. 18, 1972. My father, the late Gregory Akiiki Katera, Chief
 Accountant of what was then Tooro District Administration and his cousin
 Matthew Apuli Kandole, then Chief Administrative Officer, were picked from
 Mucwa Chambers, where they were attending a district meeting with other
 district officials.

 They were taken to Karuziika, the current palace of the King of Tooro then
 occupied by the military. The man who arrested them, one Jackson, later
 testified in court in the 1980s that it was the commanding officer named
 Col. Onah who had sent him to pick them.

 Col. Onah was later arrested but he also testified in court that the order
 came directly from Amin and that my father and his brother were sent to
Amin
 that night.

 Both Jackson and Onah were acquitted on grounds that it was Amin
responsible
 for the death of our father. Since that day, we never saw our dear father
 and his brother.

 I was in Primary 2 and my father passed by our school to pick us up and
have
 lunch with us. In the evening, a family friend drove home crying that dad
 had been picked and taken to the barracks.

 How and where they were killed or buried is still a mystery. We suffered
 tremendously socially, physically and psychologically.

 I would agree with those calling for amnesty for Amin if he had only
 committed political crimes. But Amin was a common criminal and he should
 take personal responsibility and be prosecuted whether alive or post
humous.

 How then can sections of Ugandans, for political reasons or otherwise,
 advocate
