I would leave the piece in 3/2 and go to
OptionsDocument OptionsNotes Rests then at
the bottom of that window, you will see a drop
down menu that says Notehead Characters. Change
the Quarter/Eighth note head to a half note note
head globally. This will also change the 16th
note
