Freeciv on Windows has an identity problem.
The exe has one icon, the taskbar/title bar icon is another one (a
real eye-sore), finally the 'alt-tab' menu has yet another one.

If you have a window (i.e. dialog or report) open when leaving a game
(server disconnect etc) and then enter a new game, the window from the
earlier game will still be around.
