image, Edit|Paste. That creates a pasted layer. Select the Scale tool (or
Shift-T). You should be able to drag the handles around the pasted layer to
scale it. You may have to ensure the Scale Options has Transform Layer

I use Windows, so just guessing here. In the GIMP for Windows, Edit|Copy
will not paste to other applications. But Edit |Copy to Clipboard does. See
if you have that option.

If I understand you, you have the background selected (excluding the
fountain), but you really want to simply invert that selection so the
fountain is selected. If so:

Just Edit|Copy, then, say, Edit|Paste as|New Image. That should give you
the fountain on a transparent (chequered) background. Or, you can paste
into another image as a new layer, for example.
